“雙一流”建設背景下地方高校研究生國際化培養(yǎng)模式的探索與實踐

摘? 要：研究生教育承擔著高端人才供給和科學技術創(chuàng)新的雙重使命，是經(jīng)濟社會發(fā)展的主要驅動力，是實施創(chuàng)新驅動發(fā)展戰(zhàn)略和建設創(chuàng)新型國家的重要基石。研究生教育國際化的發(fā)展水平?jīng)Q定著研究生受教育水平，因此發(fā)展研究生國際化培養(yǎng)模式成為必然趨勢。文章主要以河南大學為例，作為進入“雙一流”建設行列的地方性高校，對研究生國際化培養(yǎng)模式進行探索。通過分析河南大學研究生國際化培養(yǎng)所面臨的現(xiàn)狀與不足，給出了優(yōu)化的建議和改革的舉措，期望能給“雙一流”建設背景下的地方高校研究生國際化培養(yǎng)模式的發(fā)展與推行提供參考。

Abstract： Graduate education bears the dual missions of the supply of high-end talents and the innovation of science and technology， which is the main driving force for the economic and social development， and the important cornerstone for implementing the innovation-driven development strategies and building an innovation-originated country. However， the development level of internationalization of graduate education determines the education level of graduate students. Therefore， developing the international cultivating mode of graduate education has become an inevitable trend. This study mainly takes Henan university as an example， which has become a "double first-class" construction university， to explore the international cultivating mode of postgraduates. Based on the analysis of the current situation and shortcomings of international cultivation of postgraduates in Henan university， this paper gives some suggestions for optimization and some reform measures， in order to provide a reference for the development and implementation of the international cultivating mode of postgraduates in local universities under the background of "double first-class" construction.

一、國內研究生國際化培養(yǎng)模式的背景及意義

（一）國內研究生國際化培養(yǎng)的背景

研究生教育肩負著高層次人才培養(yǎng)和創(chuàng)新創(chuàng)造的重要使命，是國家發(fā)展和社會進步的重要基石，是應對全球人才競爭的基礎布局。改革開放特別是黨的十八大以來，我國研究生教育快速發(fā)展，已成為世界研究生教育大國。中國特色社會主義進入新時代，各行各業(yè)對高層次創(chuàng)新人才的需求更加迫切，研究生教育的地位和作用更加凸顯。早在2010年7月，《國家中長期教育改革和發(fā)展規(guī)劃綱要（2010-2020年）》中就明確提出要“提高我國教育國際化水平”[1]，并重點表達了研究生教育國際化的目的，即“培養(yǎng)大批具有國際視野、通曉國際規(guī)則、能夠參與國際事務和國際競爭的國際化人才”[1]。2015年國務院印發(fā)《統(tǒng)籌推進世界一流大學和一流學科建設總體方案》，明確提出要全面提升學生“國際視野”，“加強與世界一流大學和學術機構的實質性合作”[2]。研究生國際化教育是我國高?！半p一流”建設的重要內容。近幾年，隨著研究生招生人數(shù)的增加，研究生規(guī)模持續(xù)擴大，研究生國際化培養(yǎng)變得越來越重要。

《統(tǒng)籌推進世界一流大學和一流學科建設總體方案》還對新時期高等教育重點建設做出新部署，再次強調了高等教育的國際化問題，要求緊緊圍繞“加強學科布局的頂層設計和戰(zhàn)略規(guī)劃，重點建設一批國內領先、國際一流的優(yōu)勢學科和領域”這一中心任務，要“全面提升學生的綜合素質、國際視野、科學精神和創(chuàng)業(yè)意識、創(chuàng)造能力”進一步“加強與世界一流大學和學術機構的實質性合作”，“開展高水平人才聯(lián)合培養(yǎng)和科學聯(lián)合攻關”[2]。2017年9月，教育部、財政部和國家發(fā)展改革委公布了“世界一流大學和一流學科建設高校及建設學科名單”[3]。河南大學作為地方性高校，進入國家“雙一流”建設高校行列，“雙一流”建設是國際化背景下為提升我國高等教育水平，立足和引領世界高等教育而實施的一項國家戰(zhàn)略計劃，凸顯我國高等教育的國際化意義。
