公立醫(yī)院納入濰坊政府采購(gòu)監(jiān)管范圍

醫(yī)療事關(guān)百姓利益，醫(yī)院采購(gòu)是醫(yī)療活動(dòng)得以進(jìn)行的基礎(chǔ)。為規(guī)范公立醫(yī)院政府采購(gòu)活動(dòng)，優(yōu)化政府采購(gòu)營(yíng)商環(huán)境，近日，濰坊市財(cái)政局印發(fā)《關(guān)于進(jìn)一步規(guī)范和加強(qiáng)公立醫(yī)院政府采購(gòu)監(jiān)督管理工作的通知》，將公立醫(yī)院政府采購(gòu)活動(dòng)全部納入政府采購(gòu)監(jiān)管范疇。

范圍確定，公立醫(yī)院政府采購(gòu)納入監(jiān)管。根據(jù)《中華人民共和國(guó)預(yù)算法》《中華人民共和國(guó)政府采購(gòu)法》等有關(guān)規(guī)定，公立醫(yī)院的財(cái)政補(bǔ)助收入以及事業(yè)收入、經(jīng)營(yíng)性收入和其他收入等資金，均應(yīng)納入本單位預(yù)算管理。公立醫(yī)院使用納入本單位預(yù)算管理的資金采購(gòu)集中采購(gòu)目錄以內(nèi)或采購(gòu)限額標(biāo)準(zhǔn)以上的貨物、工程和服務(wù)，均屬于政府采購(gòu)范疇。

要求明確，公立醫(yī)院落實(shí)采購(gòu)主體責(zé)任。要求公立醫(yī)院強(qiáng)化政府采購(gòu)主體責(zé)任，建立政府采購(gòu)內(nèi)控制度，依法編制政府采購(gòu)預(yù)算，嚴(yán)格落實(shí)政府采購(gòu)政策，科學(xué)確定政府采購(gòu)需求，擇優(yōu)選擇政府采購(gòu)代理機(jī)構(gòu)，嚴(yán)格執(zhí)行法定程序，嚴(yán)把合同履約關(guān)口，認(rèn)真處理質(zhì)疑事項(xiàng)，積極配合有關(guān)部門監(jiān)督檢查。

責(zé)任具體，主管預(yù)算單位加強(qiáng)管理指導(dǎo)。公立醫(yī)院的主管預(yù)算單位除依法履行本單位的政府采購(gòu)法定職責(zé)外，還要對(duì)所屬公立醫(yī)院的政府采購(gòu)活動(dòng)進(jìn)行管理和指導(dǎo)，并做好公立醫(yī)院采購(gòu)進(jìn)口產(chǎn)品和公開招標(biāo)限額標(biāo)準(zhǔn)以上采用單一來源方式的審查和報(bào)批工作。

To standardize the govern- ment procurement activities of public hospitals and optimize the business environment of government procurement， Weifang has incorporated all the government procurement activities of public hospitals into the system of government procurement supervision. The public hospitals should include its financial subsidy， busi- ness income， operational income and other incomes into its budget management. The purchase of any goods， projects and services within the catalogue of centralized procurement or above the procurement quota with the funds included in the budget management of public hospitals belongs to the category of government procurement.
