國家強制性標準《聚乙烯吹塑農(nóng)用地面覆蓋薄膜》（GB13735-2017）于2018年5月1日起正式實施，新標準提高了地膜厚度，增加了拉伸強度和斷裂伸長率，從源頭保障了地膜的可回收性。應加強對地膜生產(chǎn)企業(yè)的監(jiān)管，嚴格按照國家標準生產(chǎn)地膜，推進高標準加厚地膜的應用。同時要嚴格打擊秦州區(qū)農(nóng)資市場上存在的不符合標準的地膜，杜絕非標準地膜在秦州區(qū)生產(chǎn)、銷售和使用。此外新地膜標準的實施，延長了地膜使用時間，增加了地膜的可回收性，應強化對一膜兩年用等延期利用技術(shù)的推廣，減少地膜投入量。
