On February 27th, Chongqing held the meeting to promote building itself into a center city for international consumption. The meeting underscored that the strategy of expanding domestic demands must be fully implemented. In the meantime, we should speed up building the international consumption center city, better contributing to high-quality development, creating a high-quality livelihood, and serving and integrating into the new development dynamic. With all these practical achievements, we celebrate the convening of the 20th CPC National Congress. Before the meeting, the Ministry of Commerce has signed ministry-municipal cooperation agreement with Chongqing. Based on the agreement, both parties will focus on serving the national strategy, and working to promote more policies and demonstration projects to be put in practice, trialed, planned, and applied, thus providing strong support to Chongqing in leading and driving opening-up in western China.
In recent years, Chongqing has stepped up efforts to build an international consumption center city with Chongqing’s ?characteristics, a city that can demonstrate Chinese style, lead the international trends, serve the western China, and ?look into the world. Meanwhile, Chongqing will focus on five directions including international shopping, foods, exhibition, tourism and culture, and put in practice the “10 projects”. Chongqing will further strengthen its role in planning, guiding, demonstrating and driving the relevant work, and in supporting the projects with policy guarantees. All of these have made a good start and achieved sound progress.
In 2021, Chongqing’s total retail sales of consumer goods have reached RMB1396.77 billion, up by 18.5%, a growth rate ranking the third nationwide. Chongqing’s total value of foreign trade imports and exports have mounted to RMB800.06 billion, growing by 22.8%. According to 2021 Global Urban Competitiveness Report jointly released by Hong Kong Chinese and Foreign Institute of City Competitiveness and other institutes, Chongqing ranks No.42, up by two places from 2020. Chongqing has ranked the first in China’s Top 10 Most Influential Cities of Nighttime Economy for three consecutive years. Jiangbei International Airport has 106 international and regional flight routes. The New International Land-Sea Trade Corridor connects 311 ports in 106 countries (regions). China-Europe Railway Express (Chongqing-Xinjiang-Europe Railway) has made over 9,000 trains in total, ranking the first nationwide.
Highlighting Unique Advantages and Creating Diversified and Integrated Consumption Scenarios
Chongqing is advancing the following work in a coordinated manner: the comprehensive upgrading of the landscapes along its two rivers and four riverbanks; improving and upgrading of the Central Business District; high-standard building of Cuntan International New City and building core area for international consumption. Efforts have also been made to duplicate the successful and typical experience of Jiefangbei Pedestrian Street being listed among the first demonstration pedestrian streets across the country, and to renovate and upgrade 10 municipal-level pedestrian streets.
Landmark Riverside Park with splendid night view featuring two rivers and four riverbanks has been established and put to use. New popular landmarks such as Jinsha Paradise Walk, the first TOD project connecting shopping mall with high-speed railway, have created new attractiveness for quality consumption. Chongqing also works to develop riverbank economy and high-rise building economy including sightseeing, leisure and entertainment, and establish diversified consumption landmarks.
Chongqing works to improve community blocks such as Ciqikou, Hongyadong and Danzishi Old Street, continuing the construction style and cultural background of these blocks and old factories, and establishing unique consumption scenarios on backstreet lanes that is full of mountain city memories and Chongqing features. In addition, Chongqing steps up efforts to renovate ancient towns so as to create consumption scenarios with Chongqing’s characteristics and integrated development of commerce, culture and tourism.
Focusing on Quality Improvement and Gathering Global High-Quality Consumption Supply
In 2021, the first store of 203 brands were introduced to Chongqing. At the same time, the function of Chongqing Import Commodity Distribution Center was expanded, and the establishment of Jiefangbei Import Commodity Exhibition and Sales Center was facilitated. More functions were added to duty-free shops at Jiangbei International Airport and their layout were improved. We attach great importance to fostering local brands to build “high-quality Chongqing specialties”. We focus on key sectors such as Chongqing flavor, Chongqing craftsmanship and Chongqing manufacture and a total of 19 China time-honored brands and 291 Chongqing time-honored brands have been fostered.
Efforts have been made to promote the development of new energy industry and intelligent internet connected vehicles industry. Both the Great Wall Motor Company and the Geely Company have opened new factories in Chongqing, which manifests the influence of “Made in Chongqing”. We continue to build a “Nightlife Chongqing” by enriching the “Five Night”, namely night flavor, night health preservation, night sightseeing, night entertainment and night shopping. We will enhance the reputation of Chongqing as “A City of Delicious Cuisines” and develop more brands that has strong Chongqing local flavor. ?More efforts will be put into Chongqing’s tourism featuring “traveling among magnificent mountains and rivers” by promoting the tourism card of “megacity landscapes, magnificent Three Gorges and spectacular Wuling mountains” to boost culture and tourism consumption.
Strengthening Synergetic Development Featuring Joint Contribution and Shared Benefits
We have improved logistics channels. Air routes connecting Chongqing to major air cargo hubs in the Middle East, Europe and North America have been opened successively and international passenger routes network to key cities in Japan, Republic of Korea, Southeast Asia, Europe and North America have been opened. Chongqing was listed to be one of the National Airport Logistics Hubs and Chongqing is the only city in China that enjoys three types of National Logistics Hubs: water transport, land transport and air transport.
To speed up the construction of a connectivity network linking land and sea, we have strengthened efforts to promote the establishment of overseas warehouses in cities like Duisburg, Poznan, and Budapest. We have also advanced the joint construction of the New International Land-Sea Trade Corridor by successfully launching the cross-border coaches linking Chongqing with Laos and Vietnam, and thereby increasing the capacity for gathering and distributing goods from abroad. The opening-up environment of Chongqing has been optimized. Chongqing was approved to be a pilot city for further opening-up of the service sector and a pilot city for deepening comprehensive innovative development of service trade. Chongqing has introduced the guiding catalog of key areas of service trade. The Wanzhou Comprehensive Bonded Trade Zone and Yongchuan Comprehensive Bonded Zone were approved to be established. We have intensified cooperation and exchanges by continuing to expand international partners. In 2021, the Consulate-General of Belarus in Chongqing officially opened. Chongqing now has 52 international sister cities and 110 international friendly exchange cities.
Zhang Yongwu, Director-General of Chongqing Municipal Commission of Commerce, pointed out that to accelerate the construction of a center city for international consumption, the next step will be to strengthen pilot demonstration by cultivating a series of international consumption centers, regional consumption centers, demonstration business districts and characteristic blocks, and build Chongqing into a pilot demonstration city for the integrated development of commerce, culture and tourism. The construction of the Central Business District and the Cuntan International New City will be advanced. Efforts will be made to upgrade urban business districts and characteristic blocks, build demonstration zones for the night economy and improve the urban-rural commercial system. Meanwhile, we will continue to optimize the business environment and urban services so as to raise the level of internationalization and improve consumer’s experience in Chongqing. We will intensify our efforts to promote Chongqing as a whole by cultivating city cards like “Three Gorges of the Yangtze River” and “nightlife Chongqing” that can demonstrate the “new consumption charm” of Chongqing.

近年來(lái),重慶以加快培育建設(shè)富有巴渝特色、彰顯中國(guó)風(fēng)范、引領(lǐng)國(guó)際時(shí)尚、輻射西部、面向全球的國(guó)際消費(fèi)中心城市為引領(lǐng),以建設(shè)國(guó)際購(gòu)物、美食、會(huì)展、旅游、文化“五大名城”和實(shí)施“十大工程”為重點(diǎn),加強(qiáng)規(guī)劃引領(lǐng)、示范帶動(dòng)、項(xiàng)目支撐、政策保障,培育建設(shè)工作起步良好、成效初顯。
2021年全市社會(huì)消費(fèi)品零售總額13967.7億元,增長(zhǎng)18.5%,增速列全國(guó)第三。2021年全市外貿(mào)進(jìn)出口總值8000.6億元,增長(zhǎng)22.8%。根據(jù)香港中外城市競(jìng)爭(zhēng)力研究院等聯(lián)合發(fā)布的《2021全球城市競(jìng)爭(zhēng)力排行榜》,重慶排名第42位,比2020年提升兩位。重慶連續(xù)三年位列中國(guó)十大夜經(jīng)濟(jì)影響力城市榜首。江北國(guó)際機(jī)場(chǎng)國(guó)際及地區(qū)航線達(dá)106條;陸海新通道輻射106個(gè)國(guó)家(地區(qū))311個(gè)港口;中歐班列(渝新歐)累計(jì)開(kāi)行超過(guò)9000列,開(kāi)行量居全國(guó)首位。

重慶統(tǒng)籌推進(jìn)“兩江四岸”整體提升、中央商務(wù)區(qū)提檔升級(jí)、寸灘國(guó)際新城高標(biāo)準(zhǔn)建設(shè),著力打造國(guó)際消費(fèi)核心承載區(qū)。推廣解放碑步行街成功創(chuàng)建全國(guó)首批示范步行街典型經(jīng)驗(yàn),培育市級(jí)改造提升試點(diǎn)步行街10條。
建成投用薈萃“兩江四岸”璀璨夜景的長(zhǎng)嘉匯購(gòu)物公園、全國(guó)首個(gè)商圈高鐵TOD項(xiàng)目的金沙天街等“網(wǎng)紅”新地標(biāo),品質(zhì)消費(fèi)吸引力持續(xù)增強(qiáng)。發(fā)展以觀光旅游、休閑娛樂(lè)為主的“江岸經(jīng)濟(jì)”“云端經(jīng)濟(jì)”,推出“城市之巔”多元化消費(fèi)地標(biāo)。
提升磁器口、洪崖洞、彈子石老街等街區(qū),延續(xù)街區(qū)、老舊廠房的建筑風(fēng)格和文化脈絡(luò),打造富有山城記憶和巴渝特色的“后街支巷”特色消費(fèi)場(chǎng)景。加快改造特色古鎮(zhèn),塑造具有巴渝特色的商文旅融合發(fā)展消費(fèi)場(chǎng)景。
著眼品質(zhì)提升 集聚全球優(yōu)質(zhì)消費(fèi)供給
2021年,重慶引進(jìn)品牌首店203家。同時(shí),拓展進(jìn)口商品集散分撥中心功能,推動(dòng)建設(shè)解放碑進(jìn)口商品展銷中心。拓展江北國(guó)際機(jī)場(chǎng)口岸免稅店功能,完善免稅店布局。注重品牌培育,打造“渝貨精品”。聚焦重慶味道、重慶工藝、重慶制造等重點(diǎn)領(lǐng)域,累計(jì)培育中華老字號(hào)19個(gè)、重慶老字號(hào)291個(gè)。
推動(dòng)新能源、智能網(wǎng)聯(lián)汽車產(chǎn)業(yè)發(fā)展,長(zhǎng)城汽車、吉利汽車先后落戶,彰顯“重慶造”影響力。做靚“不夜重慶”品牌,著力培育“夜味、夜養(yǎng)、夜賞、夜玩、夜購(gòu)”等“五夜”生活業(yè)態(tài)。打響“美食之都”品牌,培育“川菜渝味”品牌。做優(yōu)的“山水旅游”品牌,打造“大都市、大三峽、大武陵”旅游名片,促進(jìn)文旅消費(fèi)。
強(qiáng)化聯(lián)動(dòng)發(fā)展 創(chuàng)新共建共享培育模式
完善物流通道,重慶陸續(xù)開(kāi)通中東、歐洲、北美等全球主要航空貨運(yùn)樞紐機(jī)場(chǎng)航線,搭建至日韓、東南亞、歐洲、北美等重點(diǎn)城市國(guó)際客運(yùn)航線網(wǎng)絡(luò)。獲批空港型國(guó)家物流樞紐,成為全國(guó)唯一兼具水陸空三類國(guó)家物流樞紐的城市。
為加快陸海聯(lián)動(dòng)網(wǎng)絡(luò)布局,重慶著力推進(jìn)杜伊斯堡、波茲南、布達(dá)佩斯等海外倉(cāng)建設(shè)工作;推動(dòng)共建西部陸海新通道,成功開(kāi)行重慶至老撾、越南跨境直達(dá)公路班車,提升國(guó)外貨物集聚分撥能力。優(yōu)化開(kāi)放環(huán)境,獲批服務(wù)業(yè)擴(kuò)大開(kāi)放綜合試點(diǎn)、全面深化服務(wù)貿(mào)易創(chuàng)新發(fā)展試點(diǎn),出臺(tái)服務(wù)貿(mào)易重點(diǎn)發(fā)展領(lǐng)域指導(dǎo)目錄。萬(wàn)州綜合保稅區(qū)、永川綜合保稅區(qū)獲批設(shè)立。深化合作交流,重慶持續(xù)拓展國(guó)際合作載體,白俄羅斯駐渝總領(lǐng)事館開(kāi)館,國(guó)際友城、國(guó)際友好交流城市分別達(dá)到52、110個(gè)。
重慶市商務(wù)委主任章勇武表示,為加快推進(jìn)國(guó)際消費(fèi)中心城市培育建設(shè),下一步,重慶將強(qiáng)化試點(diǎn)示范,培育一批國(guó)際消費(fèi)中心、區(qū)域消費(fèi)中心、商文旅體融合發(fā)展試點(diǎn)示范城市和示范商圈、特色街區(qū)。推進(jìn)中央商務(wù)區(qū)、寸灘國(guó)際新城建設(shè),持續(xù)抓好城市商圈、特色街區(qū)提檔升級(jí),提升打造夜間經(jīng)濟(jì)示范區(qū),不斷完善城鄉(xiāng)商業(yè)體系。同時(shí),持續(xù)優(yōu)化營(yíng)商環(huán)境,完善城市服務(wù)功能,提升城市國(guó)際化水平和消費(fèi)舒適度。加強(qiáng)城市整體營(yíng)銷,打響“長(zhǎng)江三峽”“不夜重慶”等城市名片,宣傳展示重慶消費(fèi)“新魅力”。
