● 吳康明會見英國駐重慶總領(lǐng)事艾佩詩

3月7日，市政府外事僑務(wù)辦主任吳康明在市外事大樓會見了英國駐重慶總領(lǐng)事艾佩詩一行。吳康明回顧了重慶與英國在高層交往、經(jīng)貿(mào)科技、友城交流、文化教育等各方面開展合作的情況，對英國駐重慶總領(lǐng)事館長期以來所做的大量工作表示贊賞。他認(rèn)為，重慶與英國合作領(lǐng)域?qū)拸V、潛力巨大、前景廣闊，希望與英領(lǐng)館加強(qiáng)聯(lián)系與合作，促進(jìn)重慶與英國在各領(lǐng)域的合作更上一個臺階。

艾佩詩總領(lǐng)事感謝市政府外事僑務(wù)辦一直以來對英領(lǐng)館的支持與幫助。她表示愿意發(fā)揮英領(lǐng)館作用，在重慶和英國已有的良好交流基礎(chǔ)上進(jìn)一步推進(jìn)務(wù)實合作，實現(xiàn)互利共贏。雙方就2017年推動高層訪問、地方友好、經(jīng)貿(mào)、文化、體育、科技創(chuàng)新、教育培訓(xùn)等領(lǐng)域的合作交換了意見，達(dá)成了諸多共識。

● 王雯出席慶祝中英建立大使級外交關(guān)系45周年晚宴

3月12日，市政府外事僑務(wù)辦副主任王雯出席了英國駐重慶總領(lǐng)事館在重慶洲際酒店舉辦的“慶祝中英建立大使級外交關(guān)系45周年暨2015/16年志奮領(lǐng)學(xué)者回國歡迎晚宴”并致辭。王雯表示，中英兩國在建交45年間利益交融不斷擴(kuò)大，切實惠及兩國人民。英國駐渝總領(lǐng)館開館17年來，積極促進(jìn)重慶與英國在各領(lǐng)域的合作，取得了顯著的成績，志奮領(lǐng)獎學(xué)金項目在其中發(fā)揮了積極的作用，希望志奮領(lǐng)學(xué)者們繼續(xù)為促進(jìn)中英友好關(guān)系作出新的貢獻(xiàn)。

英國駐渝總領(lǐng)事艾佩詩在活動中，向2015-2016學(xué)年學(xué)成歸國的9名來自西南地區(qū)的志奮領(lǐng)獎學(xué)金獲得者頒發(fā)了結(jié)業(yè)證書。她表示，相信中英兩國欣欣向榮的伙伴關(guān)系將會繼續(xù)不斷發(fā)展壯大。

● 唐文與菲律賓駐重慶總領(lǐng)事蓮麗舉行工作會談

3月1日，市政府外事僑務(wù)辦副主任唐文赴菲律賓駐重慶總領(lǐng)事館與該館總領(lǐng)事蓮麗進(jìn)行了工作會談。唐文說，菲律賓駐渝總領(lǐng)事館自2008年開館以來，對促進(jìn)我市與菲律賓的友好交往發(fā)揮了重要作用，特別是蓮麗總領(lǐng)事上任以來，為推動重慶與菲律賓的友好交流與合作做了大量工作，重慶與菲律賓在各個領(lǐng)域的交流得到了進(jìn)一步拓展。

蓮麗說，菲律賓和重慶的友好交流歷史源遠(yuǎn)流長，目前新任菲律賓駐華大使已到任，菲律賓也是今年東盟輪值主席國，希望可以借此機(jī)會推動雙方友好合作更上一個新臺階。雙方就2017年推動重慶與馬尼拉、達(dá)沃等城市結(jié)好、加強(qiáng)雙方旅游推介及合作、基礎(chǔ)設(shè)施建設(shè)、水果進(jìn)口、菲律賓華裔青少年赴渝參加夏/冬令營、派遣華文教師、留學(xué)生交流等具體項目交換了意見。

● 市政府外事僑務(wù)辦赴有關(guān)省市學(xué)習(xí)華僑權(quán)益保護(hù)立法工作

3月6日—10日，市政府外事僑務(wù)辦副主任楊大慶隨市人大民宗僑外委前往江蘇省、上海市開展華僑權(quán)益保護(hù)立法前期調(diào)研。通過座談交流、參觀僑企和“僑之家”等形式，認(rèn)真學(xué)習(xí)借鑒在制定《江蘇省保護(hù)和促進(jìn)華僑投資條例》和《上海市華僑權(quán)益保護(hù)條例》過程中的做法，以及在貫切實施過程中遇到的新情況和新問題。

通過立法保護(hù)華僑在各地的合法權(quán)益是對海外僑胞需求的積極回應(yīng)，也是立足當(dāng)前適應(yīng)僑情新變化的實際需求。廣東、福建、江蘇、湖北和上海等五省市已相繼出臺了華僑權(quán)益保護(hù)的地方性法規(guī)。目前，我市也正在做立法前的相關(guān)準(zhǔn)備工作。

● 泰國皇家國防學(xué)院代表團(tuán)訪問重慶

3月14日—17日，泰國皇家國防學(xué)院國家安全學(xué)院辦公室主任帕洪·卡帕那率泰國皇家國防學(xué)院協(xié)會第59屆考察團(tuán)一行32人訪問重慶。訪渝期間，代表團(tuán)考察了童家院子軌道維修基地和果園港。代表團(tuán)贊賞重慶在軌道交通規(guī)劃、建設(shè)、營運(yùn)和維護(hù)等領(lǐng)域的先進(jìn)技術(shù)和管理經(jīng)驗，并就我市在“一帶一路”戰(zhàn)略中的區(qū)位優(yōu)勢進(jìn)行了交流。

● 國僑辦“華文教育·華文教師證書”培訓(xùn)首次來渝開班

3月24日上午，由國務(wù)院僑務(wù)辦公室主辦、重慶市政府外事僑務(wù)辦公室聯(lián)合西南大學(xué)共同承辦的2017年全國首期“華文教育·華文教師證書”培訓(xùn)班在西南大學(xué)國際學(xué)院開班。來自泰國49所大中小學(xué)及幼兒園的80位華文教師或華文教育工作者，將在渝參加為期18天的華文教育培訓(xùn)。

國務(wù)院僑務(wù)辦公室文化司巡視員湯翠英在開班典禮上指出，“在‘一帶一路’建設(shè)中，中泰有諸多合作項目，其中就包括漢語教師人才的交流互動?！彼诖?，泰國華文教育工作者們不虛此行，借此難得的培訓(xùn)機(jī)會提升教學(xué)教育水平，更好地實施華文教學(xué)。

市政府外事僑務(wù)辦副巡視員王廣成介紹，泰國是我市在東南亞地區(qū)的經(jīng)貿(mào)文化交流重點(diǎn)，多年來保持著密切的往來。泰國已成為我市高校外國留學(xué)生的主要生源國之一，兩地也開展了廣泛的校際交流。傳承和弘揚(yáng)中華文化、拓展民間外交、促進(jìn)友好交流，具有重要意義。

2017年全國首期“華文教育·華文教師證書”培訓(xùn)班學(xué)員考察世界文化遺產(chǎn)重慶大足石刻。

據(jù)悉，這是此類培訓(xùn)班第一次在重慶舉辦。本期培訓(xùn)班旨在提升泰國華文教師的綜合素質(zhì)和教學(xué)能力，推進(jìn)泰國華文教育的“正規(guī)化、標(biāo)準(zhǔn)化、專業(yè)化”建設(shè)，促進(jìn)華文教育事業(yè)的發(fā)展。

● 中外婦女慶?！叭恕眹H婦女節(jié)聯(lián)誼活動在重慶巾幗園舉行

“三八”國際婦女節(jié)，駐渝外籍婦女在渝體驗中國茶文化。

為加強(qiáng)與駐渝外籍婦女的交流合作，共同慶祝“三八”國際婦女節(jié)，市政府外事僑務(wù)辦、市婦聯(lián)于3月9日在重慶巾幗園共同開展了紀(jì)念“三八”國際婦女節(jié)107周年中外婦女聯(lián)誼活動。

市婦聯(lián)主席丁中平致辭向來賓表示歡迎，并簡要介紹了重慶市婦聯(lián)的職能。她說，希望通過品書畫、賞工藝、聽古琴、學(xué)茶道等豐富多彩的活動，各位來賓能觀看到、了解到、感受到中華民族傳統(tǒng)文化的獨(dú)特魅力。各位女性領(lǐng)事官員常駐重慶，歡迎大家常來巾幗園走走看看。

菲律賓駐渝總領(lǐng)事蓮麗、日本駐渝總領(lǐng)事星山隆攜夫人等來自菲律賓、日本、加拿大和意大利駐渝總領(lǐng)館的女性領(lǐng)事官員欣賞了“陌上花開”—聶輝詩書畫印巡展，參觀了重慶市婦聯(lián)手工編織展示中心，并聆聽了古琴演奏，學(xué)習(xí)了中國傳統(tǒng)茶藝、香藝。各位領(lǐng)事官員對此次活動大加贊賞，并希望介紹本國代表團(tuán)參觀并體驗巾幗園各種豐富有趣的活動。

● 廣東省外辦副主任羅軍來渝調(diào)研

3月15日，廣東省外辦副主任羅軍一行來渝進(jìn)行工作調(diào)研。市政府外事僑務(wù)辦副主任唐文及涉外處、領(lǐng)事處、新聞文化處負(fù)責(zé)人與調(diào)研組一行座談，雙方就領(lǐng)館管理和服務(wù)、海外領(lǐng)事保護(hù)、邀請外國人來華管理、境外媒體服務(wù)工作等內(nèi)容進(jìn)行了深入研討交流。工作組還赴重慶西部物流園調(diào)研，考察了渝新歐鐵路集裝箱中心站、重慶鐵路保稅物流中心、重慶鐵路口岸展示中心等，了解物流園整體規(guī)劃建設(shè)及中歐渝新歐班列運(yùn)行情況。

● 重慶市海外領(lǐng)事保護(hù)工作榮獲“優(yōu)秀獎”

2月23日，外交部領(lǐng)事保護(hù)中心在成都舉行地方外辦領(lǐng)保業(yè)務(wù)培訓(xùn)班，并對在海外領(lǐng)事保護(hù)工作中表現(xiàn)突出的地方外辦進(jìn)行表彰。外交部領(lǐng)事司授予重慶市人民政府外事僑務(wù)辦公室“2016年領(lǐng)事保護(hù)工作優(yōu)秀獎”，表揚(yáng)市政府外事僑務(wù)辦在維護(hù)海外中國公民和機(jī)構(gòu)的安全和合法權(quán)益方面的突出表現(xiàn)，尤其肯定積極整合地方外事資源，針對旅游、留學(xué)、商務(wù)等領(lǐng)域分類開展預(yù)防性領(lǐng)事保護(hù)宣傳培訓(xùn)工作，形成領(lǐng)事保護(hù)工作合力，不斷增強(qiáng)市民和機(jī)構(gòu)的海外安全風(fēng)險意識和應(yīng)急處置能力，使領(lǐng)保案件呈下降趨勢。

On March 7,2017,W u Kangming,director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government met Ms.Cecille El Beleidi,consul general of Consulate General of UK in Chongqing,and his gelegation in the Foreign Affair Building.W u Kangming reviewed the communication and cooperation on high-level visits,economy and trade,science and technology,friendship city relationship between UK and Chongqing,culture and education,etc.He appreciated a lot of work done by the Consulate General of UK in Chongqing.He believed that there exists broad field of cooperation,great potential and broad prospects between Chongqing and UK,so he hoped that both sides should enhance contact and cooperation,and promote cooperation in various f elds to a higher level.

Ms.Cecille El Beleidi thanked the support and help from Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government all along.On the basis of good exchanges between Chongqing and the United Kingdom,Consulate General of UK in Chongqing would like to play a role to further promote pragmatic cooperation to realize mutual benefits and win-win results.The two sides held wide ranging talks on areas of high-level visits,local friendship,economy and trade,culture,sports,technological innovation,education and training in 2017 and reached board consensuses.

On March 12,2017,W ang Wen,deputy director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government attended“The celebration banquet for the 45th anniversary of the establishment of ambassadorial diplomatic relations between China and UK and also the welcome banquet for the return of Chevening Scholars in 2015-2016”.In her speech,W ang Wen expressed that,nationals of both countries are really benefited from the constantly expanding shared interests between our two counties in the past 45 years since the establishment of diplomatic ties.British Consulate General in Chongqing has made remarkable results in actively promoting the cooperation between UK and Chongqing in various fields during the 17 years since the opening of this institution.Among which,Chevening Scholarship plays an active role to stimulate Chevening scholars to make efforts for a closer China-UK relationship.

Ms.Cecille El Beleidi,consul general of Consulate General of UK in Chongqing,awarded certi f cate of completion to nine scholarship winners,from Southwest China,who have returned to China after f nishing studies in UK between 2015 and 2016.She hoped that the f ourishing relationship between China and UK will continue to grow vigorously.

On March 1,Tang Wen,deputy director of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government,held working talks with Mrs.Olivia V Palala,consul general of Consulate General of the Republic of Philippines in Chongqing.She said that the opening of Consulate General of the Republic of Philippines in Chongqing in 2008 plays an important role in promoting the friendly companionship between Philippines and Chongqing.After taking office,Mrs.Olivia V Palala has made a large number of works to promote friendly exchanges and expand cooperation between Philippines and Chongqing in many f elds.

Mrs.Olivia V Palala said,Philippines and Chongqing have a long history of friendly exchanges.The friendly cooperation between the two sides can be leveled to a new stage by the new Philippine ambassador to China and the win of the presidency of ASEAN by Philippines.Both sides have exchanged views on speci f c projects like sister city between Chongqing and Manila,Davao; mutual tourism promotion and cooperation; infrastructure construction,the import of fruits,summer/winner camp programs in Chongqing for overseas Chinese in Philippines,dispatch of Chinese teachers and international students’ exchange.

Foreign and Overseas Chinese Affairs Off ce of Chongqing Municipal People’s Government went to the related provinces and cities to learn the legislation work on the protection of rights and interests of overseas Chinese

From March 6 to 10,Yang Daqing,deputy director of the Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government,and the Foreign Affairs Committee of Nation and Religion of Chongqing Municipal People’s Congress,went to Jiangsu Province and Shanghai to made an preliminary investigation of the legislation work on the protection of rights and interests of overseas Chinese.Through the informal discussion and visiting overseas enterprises as well as“Home for Overseas Chinese”,they had learned the methods in formulating the“Protection and Promotion Regulations for the Overseas Chinese Investment in Jiangsu Province”and“Regulations on the Protection of the Rights and Interests of Overseas Chinese in Shanghai”as well as the new conditions and new problems that occurred in the implementation process.The legislation work protects the legitimate rights and interests of overseas Chinese in each place,which is a positive response to the needs of overseas Chinese and based on the current situation to meet the new exchanges and actual needs.Five places including Guangdong,Fujian,Jiangsu,Hubei and Shanghai have issued local regulations to protect the rights and interests of overseas Chinese.Currently,Chongqing is also doing the related preparatory work before the legislation starts.

The delegation of Thailand Royal National Defense College visited Chongqing

From March 14 to 17,Pahon Kapana,director of the off ce of National Security Institute,Thailand Royal National Defense College,headed a 31-member delegation of the 59th Thailand Royal National Defense College Association visited Chongqing.During their visit,the delegation investigated the track maintenance base in Tongjiayuanzi and the Guoyuan Port.The delegation appraised the advanced techniques and management experience of Chongqing in fields including the planning,construction,operation and maintenance of rail transit and made communications on the regional advantages in the Belt and Road Initiative.

The training class of“Overseas Chinese Language and Culture Education ? Teaching Certif cate of Overseas Chinese Language and Culture ”sponsored by Overseas Chinese Affairs Off ce is set up in Chongqing

On the morning of March 24,the first training class of“Overseas Chinese Language and Culture Education ? Teaching Certificate of Overseas Chinese Language and Culture”,sponsored by Overseas Chinese Affairs Office of the State Council and co-hosted by Foreign and Overseas Chinese Affairs Off ce of Chongqing Municipal People’s Government and Southwest University,was set up in the International College,Southwest University.Eighty teachers or educators of Overseas Chinese Language and Culture from 49 schools in Thailand including universities,secondary and primary schools and kindergartens would take part in the 18-day training class in Chongqing.

Tang Cuiying,the inspector of Culture Department of Overseas Chinese Affairs Office of the State Council,pointed out at the opening ceremony that,“in the construction of the Belt and Road Initiative,there are many cooperative events between China and Thailand,which include the interaction of Chinese teachers.”She hoped that the educators of Overseas Chinese Language and Culture from Thailand could take this opportunity to improve the teaching level so as to better implement the teaching of Overseas Chinese Language and Culture.

According to Wang Guangcheng’s introduction,the deputy inspector of Overseas Chinese Affairs Off ce of Chongqing Municipal People’s Government,Thailand,as the communication center of trade and culture in Southeast Asia to Chongqing,has kept close contacts with us over the years.Nowadays,Thailand has become one of the main sources of foreign students in Chongqing.A wide range of interschool exchanges have also been carried out.It is of great signi f cance to inherit and carry forward the Chinese culture,expand civil diplomacy and promote friendly exchanges.

It is reported that this is the frst time for such training class to hold in Chongqing.This class aims to improve the overall quality and teaching ability of Chinese teachers in Thailand,to promote the“standardization,standardization and specialization”of Overseas Chinese Language and Culture Education in Thailand and the development of Overseas Chinese Language and Culture Education.

Communication activities to celebrate International Women’s Day were held by Chinese and foreign women in Chongqing Women’s Family

On March 9,Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government worked with the Women’s Federation of Chongqing to commemorate the communication activities which celebrated the 107th anniversary of International Women’s Day in Chongqing W omen’s Family.The cooperation with foreign women in Chongqing can be enhanced by this celebration.

Ding Zhongping,Chairmen of the W omen’s Federation in Chongqing gave a speech to express the warmest welcome to the distinguished guests and also brief y introduced the functions of the Women’s Federation of Chongqing.“All guests could understand and enjoy the special charms of Chinese classic cultures by colorful activities like appreciating painting and calligraphy,enjoying craftworks,listening Chinese Guqin and learning tea ceremony.”She said,“W e also hoped that every female consular of ficer will often visit Chongqing W omen’s Family.”

On March 15,Luo Jun,deputy director of Foreign Affairs Off ce in Guangdong Province,made a research in Chongqing.Tang Wen,deputy director of Foreign and Overseas Chinese Affairs Off ce of Chongqing Municipal People’s Government,together with the principals from Foreign Affairs Department,consular off ce and news and culture off ce,made an informal discussion with the research group.The two sides had made in-depth discussion and communication in the management and service of consulates,the overseas consular protection,the invition for foreigners to manage in China,the service work of foreign medias and so on.The group also went to the Chongqing Logistics City to investigate the containers’ center station of Yuxinou International Railway Logistics Channel,Chongqing Railway Port Bonded Logistics Center,Chongqing Railway Port Exhibition Center and so on,knowing about the the overall planning and construction as well as the operation situation of Yuxinou International Railway Logistics Channel which connects China and Europe.

Overseas consular protections of Chongqing were awarded“Excellence Award”

On February 23,the Department of Consular Affairs (Center for Consular Assistance and Protection) held local training courses for consular protection in Chengdu and acknowledged local foreign af fairs offices for their outstanding works in overseas consular protection.Foreign and Overseas Chinese Affairs Off ce of Chongqing Municipal People’s Government was awarded the“Excellence Award of Overseas Consular Protection in 2016”by the Department of Consular Affairs to praise the outstanding performance in safeguarding the safety and legal interest of overseas Chinese citizens and institutions,especially to give af firmation in works of integrating local foreign affairs resources to carry out preventive propaganda and training for consular protection in the areas like tourism,overseas study and commercial af fairs.All these efforts have formed a joint force for consular protection to continuously enhance the awareness of security risks and emergency response capabilities of overseas public and institutions and also cut down cases related to consular protection.
