INTERNET + SHANDONG, WALKING AT THE FOREFRONT

無(wú)人車將如何運(yùn)行？5G是一種怎樣的技術(shù)？傳統(tǒng)店鋪如何互聯(lián)網(wǎng)化？

2015年歲末的烏鎮(zhèn)，用“互聯(lián)網(wǎng)之光”發(fā)出來(lái)自中國(guó)的最強(qiáng)光。

在互聯(lián)網(wǎng)時(shí)代，一切新奇的事物似乎都刻上了屬于這個(gè)時(shí)代的印記。工業(yè)、農(nóng)業(yè)、服務(wù)業(yè)……智能化、科技化以顛覆者的姿態(tài)創(chuàng)造著“只有想不到?jīng)]有做不到”的奇跡，其速度之快，令人咂舌。

誰(shuí)能想到，不過(guò)21年的時(shí)間，中國(guó)就從通過(guò)一條64K國(guó)際專線、全功能接入國(guó)際互聯(lián)網(wǎng)的“嬰兒”成長(zhǎng)為擁有6.7億網(wǎng)民、互聯(lián)網(wǎng)普及率為48.8％（截至2015年6月統(tǒng)計(jì)數(shù)據(jù)）的“巨人”?；ヂ?lián)網(wǎng)全面發(fā)展，成為中國(guó)基礎(chǔ)設(shè)施建設(shè)、經(jīng)濟(jì)轉(zhuǎn)型、社會(huì)發(fā)展、技術(shù)進(jìn)步、國(guó)際交流乃至國(guó)家治理不可或缺的部分。

僅以2015年的山東發(fā)展來(lái)看，山東全年信息技術(shù)產(chǎn)業(yè)（含制造業(yè)、軟件業(yè)）統(tǒng)計(jì)內(nèi)規(guī)模以上企業(yè)個(gè)數(shù)突破5000家，實(shí)現(xiàn)主營(yíng)業(yè)務(wù)收入1.5萬(wàn)億元，增長(zhǎng)12％左右，信息技術(shù)產(chǎn)業(yè)對(duì)工業(yè)經(jīng)濟(jì)增長(zhǎng)貢獻(xiàn)率由2014年的8.5％上升到15％，成為拉動(dòng)山東省工業(yè)增長(zhǎng)的重要力量。

因此不難理解，中國(guó)對(duì)互聯(lián)網(wǎng)建設(shè)提出的“五年”設(shè)想：加快推進(jìn)“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃，發(fā)展分享經(jīng)濟(jì)，實(shí)施國(guó)家大數(shù)據(jù)戰(zhàn)略，特別是明確提出要超前布局下一代互聯(lián)網(wǎng)，這無(wú)疑為中國(guó)互聯(lián)網(wǎng)未來(lái)發(fā)展做好規(guī)劃、指明方向。

國(guó)家戰(zhàn)略既已制定，山東省的戰(zhàn)術(shù)攻略又將如何？

深入推進(jìn)兩化融合、創(chuàng)新發(fā)展互聯(lián)網(wǎng)工業(yè)、促進(jìn)擴(kuò)大信息經(jīng)濟(jì)、統(tǒng)籌推進(jìn)智慧山東建設(shè)……力爭(zhēng)到2016年底，全省互聯(lián)網(wǎng)普及率達(dá)到50％以上，網(wǎng)民數(shù)量增速比上年度提升8個(gè)百分點(diǎn)，進(jìn)入全國(guó)前列。

“互聯(lián)網(wǎng)+”是一個(gè)開(kāi)放式的命題，似乎任何事物，只要與互聯(lián)網(wǎng)關(guān)聯(lián)上，就有了互聯(lián)網(wǎng)的基因，于是也在這個(gè)智慧的大網(wǎng)中完成著屬于自己的蝶變。

在2016年開(kāi)年第一版，本刊以“山東+互聯(lián)網(wǎng)”專題形式，回顧總結(jié)并梳理山東“十二五”期間，互聯(lián)網(wǎng)的發(fā)展成就，借“互聯(lián)網(wǎng)+”為線索和透視角度，挖掘互聯(lián)網(wǎng)時(shí)代山東轉(zhuǎn)型升級(jí)的核心力量，也試圖預(yù)見(jiàn)下一個(gè)“五年”，山東如何借力“互聯(lián)網(wǎng)+”完成打造經(jīng)濟(jì)文化強(qiáng)省的使命。

I n the Internet era, every novelty seems to be branded with the imprint of this age. With the attitude of subverters, intelligent and technologybased industry, agriculture, service industry, etc. are creating “inconceivable”miracles. The rapid pace is astonishing.

Seen from t he development of Shandong in 2015, the number of enterprises above the designated size within the statistical scope in the IT industry (including manufacturing industry and software industry) of Shandong in the whole year is over 5,000. Besides, it has realized the main business income of RMB 1.5 trillion, increasing by about 12％. The contribution rate of the IT industry to industrial economic growth has increased from 8.5％ in 2014 to 15％. Thus, the IT industry has become an important force driving the industrial growth of Shandong Province.

Therefore, it is not difficult to understand the five-year conception for the Internet construction raised by China: accelerating the “Internet+” action plan, developing the sharing economy, implementing the national big data strategy, and especially clearly putting forward the advance layout of next-generation Internet, which develops a good plan and indicates the direction for the future development of Internet in China.

Since the national strategy has been developed, what is the tactical strategy of Shandong Province? Further advance the integration of information technology and industrialization; innovatively develop the Internet industry; promote the expansion of the information economy; propel the construction of smart Shandong under overall planning…Strive to realize the Internet penetration rate of above 50％ in the whole province by the end of 2016, to increase the growth rate of the number of netizens by 8％ over the previous year, and to walk at the forefront of the whole country.
