黃奇帆：搶抓機(jī)遇大力發(fā)展服務(wù)貿(mào)易

3月20日，市長(zhǎng)黃奇帆主持召開(kāi)服務(wù)貿(mào)易“5+1”專項(xiàng)工作推進(jìn)會(huì)。他指出，要站在努力擴(kuò)大內(nèi)陸開(kāi)放新優(yōu)勢(shì)的高度，以推進(jìn)內(nèi)陸開(kāi)放高地建設(shè)向高度、廣度、深度拓展的戰(zhàn)略眼光，進(jìn)一步搶抓機(jī)遇，大力推進(jìn)以跨境電子商務(wù)、保稅商品展示交易、互聯(lián)網(wǎng)云計(jì)算大數(shù)據(jù)產(chǎn)業(yè)、保稅貿(mào)易、離跨境結(jié)算和投融資便利化、渝新歐鐵路口岸建設(shè)運(yùn)行等服務(wù)貿(mào)易“5+1”專項(xiàng)工作，使之成為重慶經(jīng)濟(jì)發(fā)展的重要增長(zhǎng)極，促進(jìn)全市經(jīng)濟(jì)平穩(wěn)較快發(fā)展。

在聽(tīng)取服務(wù)貿(mào)易“5+1”專項(xiàng)工作工作組及相關(guān)企業(yè)發(fā)言后，黃奇帆說(shuō)，專項(xiàng)工作開(kāi)展一年來(lái)，大家按照“見(jiàn)項(xiàng)目、見(jiàn)企業(yè)、見(jiàn)產(chǎn)品、見(jiàn)交易量、見(jiàn)配套體系”要求，積極開(kāi)拓、努力進(jìn)取，取得初步成果，令人鼓舞。服務(wù)貿(mào)易“5+1”專項(xiàng)工作是一項(xiàng)全新的事業(yè)，需要我們創(chuàng)造性地開(kāi)展工作。同時(shí)，它也是一項(xiàng)系統(tǒng)工程，需要涉及的各個(gè)部門(mén)形成共識(shí)，合力推動(dòng)，才能事半功倍。當(dāng)前國(guó)內(nèi)經(jīng)濟(jì)下行壓力較大，但也要看到國(guó)際經(jīng)濟(jì)形勢(shì)呈現(xiàn)大宗商品價(jià)格震蕩下行、人民幣匯率保持基本穩(wěn)定、國(guó)民對(duì)國(guó)外中高檔商品需求大幅增長(zhǎng)等新變化新特征。我們要深刻把握和充分利用這些新變化新特征，進(jìn)一步發(fā)揮重慶已經(jīng)形成的“三個(gè)三合一”的開(kāi)放平臺(tái)優(yōu)勢(shì)，用改革創(chuàng)新的精神進(jìn)一步推動(dòng)服務(wù)貿(mào)易的發(fā)展，使之成為促進(jìn)全市經(jīng)濟(jì)平穩(wěn)較快發(fā)展的戰(zhàn)略性措施。

就如何進(jìn)一步推進(jìn)服務(wù)貿(mào)易“5+1”專項(xiàng)工作，黃奇帆指出，抓好跨境電子商務(wù)，關(guān)鍵是要減少供銷的中間環(huán)節(jié)，開(kāi)拓進(jìn)貨渠道，降低交易成本，同時(shí)優(yōu)化跨境電子商務(wù)平臺(tái)綜合服務(wù)和流程監(jiān)管，提升通關(guān)效率。抓好保稅商品展示交易，一方面要充分利用保稅商品展示交易平臺(tái)，吸引國(guó)內(nèi)外商家入駐，豐富展銷品種，創(chuàng)新交易機(jī)制，做大交易規(guī)模，另一方面要打破高檔商品專賣(mài)的壟斷局面，真正實(shí)現(xiàn)平行貿(mào)易。要加快互聯(lián)網(wǎng)云計(jì)算大數(shù)據(jù)產(chǎn)業(yè)園區(qū)建設(shè)，上中下游產(chǎn)業(yè)鏈同步推進(jìn)，努力形成基于數(shù)據(jù)服務(wù)的產(chǎn)業(yè)集群。發(fā)展保稅貿(mào)易，要認(rèn)真學(xué)習(xí)上海外高橋保稅區(qū)經(jīng)驗(yàn)，推進(jìn)保稅區(qū)貿(mào)易方式創(chuàng)新，發(fā)展融資租賃、進(jìn)境入?yún)^(qū)維修、委內(nèi)加工、離岸貿(mào)易等新型業(yè)務(wù)。抓好離跨境結(jié)算和投融資便利化，重點(diǎn)在一般貿(mào)易結(jié)算、離岸金融結(jié)算、信用卡結(jié)算、保稅貿(mào)易結(jié)算和跨國(guó)公司資金結(jié)算等方面動(dòng)腦筋、下功夫。要進(jìn)一步推進(jìn)渝新歐鐵路口岸建設(shè)運(yùn)行，努力增加“渝新歐”開(kāi)行班次和集裝箱運(yùn)量，使之成為推動(dòng)跨境電子商務(wù)和平行貿(mào)易發(fā)展的“撒手锏”。

Huang Qifan: Grasp the Opportunities to Ramp up Service Trade

On March 20, Mayor Huang Qifan chaired over the “5+1”specific work promotion conference on service trade. He pointed out that we need to fully tap into the new advantage of inland opening-up, strategically push forward the construction of an inland highland of opening-up to new heights, width and depth, further grasp opportunities, ramp up the “5+1” specific work of service trade such as trans-boundary e-commerce, bonded commodity display and transaction, internet cloud computing and big data industry, bonded trade, offshore and trans-boundary settlement, investment and financing facilitation and Chongqing-Xinjiang-Europe Railway port construction and operation, which will turn into a key growth pole of Chongqing’s economic development and further stimulate the stable and fast growth of the city’s economy.

After hearing the speeches by service trade “5+1” task force and relevant enterprises, Huang said that in one year of implementation, we have yielded encouraging initial results through active exploration and strenuous work in conformity with the requirement of “creating projects, enterprises, products, turnovers and counterpart systems”. The “5+1” specific work on service trade is a brand-new undertaking which demands our creativity. Meanwhile, it is also a systemic work involving consensus of various sectors to form the synergy and double the efficiency. Now China is stressed with sliding economic growth, yet we still need to see new changes and characteristics of declining international bulk commodity prices, stable exchange rate of the yuan and people’s significantly growing demand toward overseas intermediary and premium commodities. We shall deeply grasp and fully utilize these new changes and characteristics, further leverage Chongqing’s advantage as an open platform of “Three three-in-ones”, spur service trade development in the spirit of reform and innovation and make it into a strategic measure to promote stable and fast economic development in the city.

As for furthering the specific work of “5+1” on service trade, Huang pointed out that the key for trans-boundary e-commerce is to reduce intermediary steps for supply and sales, explore purchase channels, lower transaction cost, optimize comprehensive service and flow regulation of trans-boundary e-commerce platforms and raise customs clearance efficiency. To ensure bonded commodity display and transaction, on one hand, we should fully leverage the display and transaction platform of bonded commodity, attract merchants home and abroad, enrich display and sales categories, innovate transaction mechanism and enlarge transaction scale. On the other hand, we must break the monopoly of premium commodities and truly realize parallel transaction. Through speeding up construction of internet cloud-computing and big data industrial park, the upstream and downstream industrial chain can be progressed simultaneously to form an industrial cluster based on data service. Developing bonded trade requires us to earnestly learn from Shanghai Waigaoqiao Bonded Zone by promoting innovation in trade means and developing financing leasing, entry maintenance, consigned processing and offshore trade. The key for offshore and trans-boundary settlement and investment and financing facilitation lies in general trade settlement, offshore financial settlement, credit card settlement, bonded trade settlement and multinational capital settlement. Thus we shall progress the construction and operation of Chongqing-Xinjiang-Europe railway ports, increase the frequency and container throughput of the train and make the railway the “ace” for trans-boundary e-commerce and parallel trade.
