打造世界級(jí)產(chǎn)業(yè)集群的雄心

2014年9月25日，國(guó)務(wù)院公布的《關(guān)于依托黃金水道推動(dòng)長(zhǎng)江經(jīng)濟(jì)帶發(fā)展的指導(dǎo)意見(jiàn)》明確要求：國(guó)家將推動(dòng)沿江產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)，打造世界級(jí)產(chǎn)業(yè)集群，培育具有國(guó)際競(jìng)爭(zhēng)力的城市群。

同樣，前不久由國(guó)家發(fā)改委、商務(wù)部、外交部公布的“一帶一路愿景與行動(dòng)”表示：當(dāng)前，中國(guó)經(jīng)濟(jì)和世界經(jīng)濟(jì)高度關(guān)聯(lián)，中國(guó)將一以貫之地堅(jiān)持對(duì)外開(kāi)放的基本國(guó)策，構(gòu)建全方位開(kāi)放新格局，深度融入世界經(jīng)濟(jì)體系。

為搶占制高點(diǎn)，“融入世界，打造世界級(jí)產(chǎn)業(yè)集群”成為當(dāng)下各省市發(fā)展規(guī)劃的新航標(biāo)燈。比如，長(zhǎng)江沿線的合肥市就提出“打造世界級(jí)產(chǎn)業(yè)集群的思考”，并冀望通過(guò)5—10年努力，形成若干個(gè)“叫得響”的世界級(jí)產(chǎn)業(yè)集群。而位于長(zhǎng)江經(jīng)濟(jì)帶中段的湖北省則計(jì)劃聯(lián)手湖南、江西共同編制“十三五”產(chǎn)業(yè)發(fā)展規(guī)劃，推進(jìn)中三角產(chǎn)業(yè)協(xié)同發(fā)展，提出了“打造若干個(gè)具有全球競(jìng)爭(zhēng)力的世界級(jí)產(chǎn)業(yè)集群”的發(fā)展思路。處于內(nèi)陸腹地的成都市也豪邁地提出“打造國(guó)際化、世界級(jí)的汽車產(chǎn)業(yè)集群”。

總之，打造世界級(jí)的產(chǎn)業(yè)集群現(xiàn)正清晰地?cái)[在長(zhǎng)江經(jīng)濟(jì)帶和一帶一路所涉區(qū)域省市的發(fā)展規(guī)劃藍(lán)圖上，展現(xiàn)出他們快速融入世界并在世界舞臺(tái)上嶄露頭角的雄心壯志。

重慶，作為長(zhǎng)江經(jīng)濟(jì)帶和一帶一路戰(zhàn)略支點(diǎn)的中國(guó)西部唯一直轄市，在“一帶一路愿景與行動(dòng)中”定位為“西部開(kāi)發(fā)開(kāi)放的戰(zhàn)略支撐”。如何體現(xiàn)“戰(zhàn)略支撐”呢？作為工業(yè)重鎮(zhèn)的重慶，首先會(huì)體現(xiàn)在產(chǎn)業(yè)影響力上。重慶社科院副院長(zhǎng)張波說(shuō)，在對(duì)接一帶一路和長(zhǎng)江經(jīng)濟(jì)帶戰(zhàn)略中，重慶應(yīng)加強(qiáng)區(qū)域合作，培育世界級(jí)產(chǎn)業(yè)集群。他說(shuō)，重慶應(yīng)該和其他地方加強(qiáng)區(qū)域合作，與周邊的、與沿江的（省市）進(jìn)行既有合作，又有差異性的發(fā)展，這樣來(lái)承接國(guó)外以及沿海的產(chǎn)業(yè)，形成一個(gè)具有世界影響的產(chǎn)業(yè)集群，來(lái)推動(dòng)我們的產(chǎn)業(yè)升級(jí)。

近年來(lái)，重慶一直在培育自己獨(dú)特的世界級(jí)產(chǎn)業(yè)集群，已有作為。目前，重慶電子信息產(chǎn)業(yè)發(fā)展迅速，全世界筆記本電腦有1/3就產(chǎn)自重慶。重慶形成了世界最大的筆記本電腦生產(chǎn)基地，一個(gè)具有世界影響的電子信息產(chǎn)業(yè)集群已經(jīng)在重慶形成。

當(dāng)然，世界級(jí)產(chǎn)業(yè)集群不可能一蹴而就。重慶的汽車產(chǎn)業(yè)、裝備產(chǎn)業(yè)、醫(yī)藥產(chǎn)業(yè)等也有望培育成世界級(jí)產(chǎn)業(yè)集群。

其實(shí)，還有一個(gè)產(chǎn)業(yè)具備培育成世界級(jí)產(chǎn)業(yè)集群的基礎(chǔ)，這就是火鍋產(chǎn)業(yè)，它包括原輔材料、火鍋底料、火鍋餐飲以及相應(yīng)的設(shè)備設(shè)施等。但現(xiàn)在他們基本上是各自為陣，沒(méi)有集群的理念。朝世界級(jí)產(chǎn)業(yè)集群邁進(jìn)，這個(gè)產(chǎn)業(yè)需要做的功課還很多。

The Ambition of Fostering World-class Industry Clusters

also，the NDRC，the Ministry of Commerce and Ministry of Foreign affairs released The Mission & Vision and action of One Belt，One Road，stating that as China’s economy and the world’s economy are highly connected，China will insist on the basic state policy of reform and opening up，build a comprehensively open-up new pattern and deeply integrate into the world economy system.

To occupy a commanding height，all provinces and cities have planned to “integrate into the world，and foster a world class industry cluster”. For example，Hefei，the city located along the Yangtze River，has already put forward the“Refl ection on Fostering a World Class Industry Cluster”，carrying the expectation of building several “well-known” world class industry clusters through fi ve to ten years of efforts. Hubei Province，which is located in the middle of Yangtze River Economic Zone，collaborated with Hunan and Jiangxi Provinces，has established the industry development plan for the 13th Five-Year Plan and put forward the idea of “fostering several world class industry clusters with global competitiveness” to promote the synergetic development of industry in central delta area.

In all，all provinces and cities in the Yangtze River Economic Zone or alongside the One Belt，One Road project have taken the plan of building a world class industry cluster into their development blueprint，which has shown their ambition of quickly integrating into the world and making achievements.

as a strategic point and the only municipality in western China，Chongqing is positioned as the “strategic support in western development and opening up” in the The Mission & Vision and action of One Belt，One Road. How to provide the “strategic support”？To Chongqing，the important industrial city，the fi rst lies in the infl uence of industries. Zhang Bo，assistant dean of Chongqing academy of Social Science，said that when implementing the strategies of One Belt，One Road and Yangtze River Economic Zone，Chongqing needs to enhance regional cooperation and build world-class industry clusters. He said that when enhancing the cooperation，Chongqing needs to cooperate with peripheral provinces and cities，keeping its own characteristics in development. In this way，it can undertake industries from abroad and coastal areas and form industry clusters with world infl uence to promote industrial upgrading.

In recent years，Chongqing has always been fostering its own world-class industry clusters and has already made some progress. at present，its electronic information industry is developing rapidly. One third of the laptops in the world are made in Chongqing. It is positive to say that Chongqing has bcome one of the largest laptops manufactruing base，while its electronic information industry cluster has impacts across all over the wolrd.

Of course，building a world class industry cluster cannot be completed overnight. The automobile，equipment，pharmaceutical and other industries are promising to be cultivated into world-class industry clusters.

actually，there is another industry that has the foundation of being cultivated into a world-class industry cluster；this is hotpot industry. The industry includes raw and auxiliary materials，hotpot condiment，hotpot catering and other related equipment and facilities. However for now，enterprises in the industry are independent without an idea of doing their business jointly. This industry still has a long way to go before reaching the goal of becoming a world-class industry cluster.
