香港紫荊雜志:重慶正成為中國西部開放高地

以重慶為起點的中歐班列(渝新歐班列)成功運行,對絲綢之路經(jīng)濟帶建設(shè)運行起到了先行先試作用。
記者在紫荊雜志位于黃泥磅的辦公室里見到了紫荊雜志重慶聯(lián)絡(luò)站主任徐家強,這位經(jīng)驗豐富的記者呷著一口茶,談起了對重慶發(fā)展的看法。
他說,不久前,搭載80輛進口奔馳、寶馬、大眾汽車的中歐班列(渝新歐班列)從德國的杜伊斯堡車站出發(fā)順利抵達重慶,這是7月1日國務(wù)院正式批準(zhǔn)重慶市為汽車整車進口口岸后由鐵路進入重慶的首批進口汽車,這個首次在中國西部內(nèi)陸地區(qū)設(shè)立的整車口岸使重慶成為擁有水、陸(包括鐵路)、航空三棲立體開放平臺的內(nèi)陸特大城市,有望成為西部地區(qū)名符其實的開放高地。
他談到,在《中共中央關(guān)于全面深化改革若干重大問題的決定》(簡稱《決定》)的“擴大內(nèi)陸沿邊開放”章節(jié)中,“兩帶一路”(指絲綢之路經(jīng)濟帶、長江經(jīng)濟帶和21世紀(jì)海上絲綢之路)推進建設(shè)成為中國未來經(jīng)濟發(fā)展的“國家戰(zhàn)略”。以重慶為起點的中歐班列(渝新歐班列)成功運行,對絲綢之路經(jīng)濟帶建設(shè)運行起到了先行先試作用。渝新歐作為一條國際物流鐵路大通道,與沿途6個國家簽訂并已經(jīng)開始運行的“定起點、定終點、定路徑、定價格、定時間”的“五定班列”,不僅提高了重慶的國際認知度,更確立了重慶在中國西部大開發(fā)中的“中心地位”。
徐家強還表示,從中國區(qū)域經(jīng)濟發(fā)展的歷史看,都是以中心城市帶動區(qū)域經(jīng)濟和城市發(fā)展,就如深圳帶動了珠三角,上海帶動了長三角一樣,在中國的西部十二省區(qū)中也需要一個這樣的城市來引領(lǐng),西部內(nèi)陸城市中,成都、昆明、西安和重慶都可能成為這個城市。應(yīng)當(dāng)說,重慶直轄和“中國城鄉(xiāng)統(tǒng)籌示范區(qū)”為重慶成為“中心”奠定了基礎(chǔ),以重慶為起點的中歐班列(渝新歐班列)和重慶作為長江黃金水道上游,貨物吞吐和周轉(zhuǎn)規(guī)模最大的航運中心,加之重慶在正在建設(shè)的鄭渝昆鐵路為依托的向南開放大通道上的“重要節(jié)點”功能,重慶作為中國內(nèi)陸“開放高地”和中國西部大開發(fā)的“中心城市”將由可能變?yōu)楝F(xiàn)實。
最后他補充到,“山城重慶”在中國內(nèi)地和海外小有名氣。重慶美女、重慶夜景和重慶火鍋等許多城市特質(zhì)讓到過這里的人記憶深刻。城市建設(shè)、城市交通、城市功能的完善也讓人們能感受到中國改革開放給內(nèi)陸城市帶來的巨大變化和影響。外商、港商、臺胞在重慶的常住人口中已實現(xiàn)了從“稀有”到“擁有”的轉(zhuǎn)變。開放的口岸、保稅港區(qū)、立體交通、國家級開發(fā)區(qū)等功能性開放平臺將吸引更多海外人士來共同參與重慶打造內(nèi)陸開放高地的進程。
Our reporter had an interview with Xu Jiaqiang, the Director of Chongqing Of fi ce of Hongkong Bauhinia Magazine, talking about his views on the development of Chongqing.
The State Council officially approved Chongqing to be the automobile import port on July 1.The Central European trains (Chongqing-Xinjiang-Europeantrain) shipped 80 imported Mercedes-Benz, BMW, Volkswagen from Duisburg in Germany to Chongqing not long ago, it is the first batch of import cars shipped to Chongqing by rail. Chongqing is expected to become truly open highland in the Western region.
Mr. Xu Jianqiang said, in the chapters of “Expanding the Open Interior Borde” from the Decision on several major issues of deepening reform by the CPC Central Committee (the Decision), in which the "Two Zones One road" (a reference to the silk road economy zone, the Yangtze River economic zone and the 21st century Silk Road on the sea) is promoted to be the "national strategies of China's future economic development. Chongqing-Xinjiang-Europe as an international railway, which signed with 6 countries has already begun running the "five block trains" (setting the start point, setting the terminal, fixed-price, fixed-time, fixed path).Not only did it promote the international awareness of Chongqing, but also established the " central position " of Chongqing in the West China development.
He also indicated that from the perspective of regional economic development history in China, they are all based on the central cities to promote regional economic and urban development, it’s like Shenzhen to drive the Pearl River Delta, as well as Shanghai to drive in the Yangtze River Delta, Chongqing, Chengdu, Kunming, Xi’An could also be the one that’s to drive the inland Western China.Chongqing as a municipality and the "demonstration area of city and countryside overall plan" laid a good foundation for Chongqing to become the "Center”. Chongqing-Xinjiang-Europe railway and Chongqing as maximum scale of turnover shipping center in the Yangtze River gold waterways upstream, and the "important node" function of the construction of Zhengzhou-Chongqing-Kunming railway, it as the "open Highland" of inland China and "Center City" in the West China development may become reality.
In the end he also said that the mountain city Chongqing is famous in Mainland China and overseas. The beauty, night view and hot pot make the city impressive. The urban development, urban traffic, improvement of the city function made people feel the great changes and effect to the inner-city brought by China's reform.
The number of foreigners, Hong Kong and Taiwan residents in Chongqing has increased a lot. Open ports, bonded port, transportation, functional open platforms such as these state-level development zones will attract more overseas investors to participate in the processes of building Chonfqing to be the inland open highland.
