在東營市,商貿(mào)園的成長是一個(gè)奇跡。這個(gè)1997年經(jīng)東營市政府批準(zhǔn)設(shè)立的園區(qū),總規(guī)劃面積160公頃,概算總投資40億元人民幣,短短10年的時(shí)間,已發(fā)展成為建筑面積88萬平方米的大型服務(wù)業(yè)園區(qū),區(qū)內(nèi)業(yè)態(tài)涵蓋五金機(jī)電、裝飾建材、商貿(mào)餐飲服務(wù)等,入園企業(yè)達(dá)1600多家,旗下?lián)碛薪鸫蟮匚褰鸾ú氖袌觥|亞燈具城、東趙家居燈飾廣場等專業(yè)市場10余家,匯集圣象地板、佛山陶瓷、德力西電器等品牌1000余個(gè),經(jīng)營品種數(shù)萬種,從業(yè)人員達(dá)7000余人,年交易額近20億元,成為東營市目前規(guī)模最大的民營經(jīng)濟(jì)集約化發(fā)展基地。
如此的業(yè)績,如果對于一個(gè)政府園區(qū)來說,也許算不上突出,但對于完全依靠民間資本發(fā)展起來的東營商貿(mào)園,卻是跨越式的發(fā)展。園區(qū)秉承“集民間之財(cái)力,聚企業(yè)之熱情”的發(fā)展宗旨,成功實(shí)施“以地生財(cái)”、“以地興城”的土地經(jīng)營和開發(fā)策略,已建成的總投資近20億元的商貿(mào)園區(qū),除基礎(chǔ)設(shè)施配套資金來自土地出讓金以外,全部來自民間資本。
隨著各地招商引資政策的不斷優(yōu)惠,各類資本特別是私營資本紛紛擇“利”而流。一個(gè)市里的民營經(jīng)濟(jì)園區(qū),東營商貿(mào)園憑何魅力招致企業(yè)資本蜂擁蝶至?合作共贏,這個(gè)被無數(shù)人時(shí)時(shí)掛在嘴上的經(jīng)濟(jì)用語,被東營商貿(mào)園管委會(huì)運(yùn)用得得心應(yīng)手,而且是成效顯著。他們在開發(fā)建設(shè)過程中,為投資者提供完善的基礎(chǔ)設(shè)施配套和詳細(xì)的發(fā)展規(guī)劃,并在項(xiàng)目的推進(jìn)及實(shí)施上提供全方位的管理及服務(wù)。在與企業(yè)的不斷溝通交流中,管委會(huì)一方面逐步將市場管理理念滲透到企業(yè)文化中,調(diào)動(dòng)企業(yè)主動(dòng)參與市場規(guī)范和管理的積極性,另一方面則將服務(wù)延伸到企業(yè)的經(jīng)營管理中去,不斷提升服務(wù)水平,拓展服務(wù)內(nèi)容,使投資商戶在園區(qū)可享受到比以前更加快捷、周到的服務(wù)。幾年內(nèi),共為業(yè)戶提供各類服務(wù)5000余項(xiàng),受到了業(yè)戶的高度評價(jià),使廣大投資商戶真正愿意來,留得住,住得好。
政策扶持、科學(xué)引導(dǎo)、合理規(guī)劃是東營商貿(mào)園加快發(fā)展的制勝“法寶”。園區(qū)建設(shè)之初,中共東營市東營區(qū)委、區(qū)政府就從本區(qū)實(shí)際情況出發(fā),制定出臺(tái)了《東營區(qū)經(jīng)濟(jì)園區(qū)鼓勵(lì)投資優(yōu)惠政策》,有力地推動(dòng)了園區(qū)一期工程的開發(fā)建設(shè)。2001年,商貿(mào)園著手啟動(dòng)了五金建材專業(yè)市場建設(shè),通過政策引導(dǎo)、優(yōu)化環(huán)境和提升服務(wù)水平,當(dāng)年引進(jìn)經(jīng)營業(yè)戶200余家。2002年,規(guī)劃實(shí)施了二期工程,市場定位于五金建材專業(yè)區(qū),制定了市場啟動(dòng)優(yōu)惠政策和投資商減免房租的優(yōu)惠政策,該市場于2005年全面啟動(dòng)。為了進(jìn)一步加快商貿(mào)園發(fā)展步伐,解除發(fā)展過程中遇到的束縛,2004年以來,東營區(qū)政府除制定商貿(mào)園稅收獎(jiǎng)勵(lì)政策外,還通過深化財(cái)稅改革,積極理順了分配關(guān)系,對商貿(mào)園實(shí)行積極優(yōu)惠的財(cái)政管理體制,增強(qiáng)了園區(qū)自我發(fā)展的后勁和實(shí)力。
幾年來,東營商貿(mào)園管委會(huì)逐年加大對基礎(chǔ)設(shè)施的投入力度,在改造和維護(hù)好原有基礎(chǔ)設(shè)施的同時(shí),每年都要增加新的基礎(chǔ)設(shè)施投入,不斷滿足入園企業(yè)對市場投資環(huán)境的需求。目前,市場各項(xiàng)基礎(chǔ)設(shè)施、生活設(shè)施及文體設(shè)施等日臻完善,已基本實(shí)現(xiàn)了“七通一平”的配套條件和美化、亮化、凈化的環(huán)境條件,優(yōu)美的投資環(huán)境吸引了更多投資商戶入園經(jīng)營。早在2001年12月份召開的全省民營經(jīng)濟(jì)大會(huì)上,東營商貿(mào)園就已被省政府授予“山東省先進(jìn)民營經(jīng)濟(jì)園區(qū)”榮譽(yù)稱號(hào),現(xiàn)已是山東省先進(jìn)民營經(jīng)濟(jì)園區(qū)和山東省重點(diǎn)服務(wù)業(yè)園區(qū),旗下“金大地建材市場”也被授予“山東省規(guī)范化文明誠信市場”稱號(hào)。
東營商貿(mào)園在不斷探索和發(fā)展的過程中,逐步形成了一套“市場化運(yùn)作,多元化投資,滾動(dòng)式發(fā)展”的市場運(yùn)營機(jī)制和發(fā)展路子。園區(qū)響應(yīng)東營市土地實(shí)行“五統(tǒng)一”政策的要求,商貿(mào)園在二期工程土地運(yùn)作上采用了市場化公開掛牌拍賣的形式,將土地推向市場,積極吸納各種社會(huì)力量投資園區(qū)建設(shè),充分調(diào)動(dòng)社會(huì)力量參與經(jīng)濟(jì)建設(shè)的積極性和主動(dòng)性,在實(shí)現(xiàn)投資者和政府雙贏的同時(shí),實(shí)現(xiàn)了園區(qū)的不斷發(fā)展壯大。
經(jīng)過10年的發(fā)展集聚,東營商貿(mào)園全力打造成為東營現(xiàn)代化新型服務(wù)業(yè)基地。 “十一五”期間,東營商貿(mào)園編制了社會(huì)發(fā)展的詳細(xì)規(guī)劃。按照規(guī)劃,商貿(mào)園共劃分為三大功能區(qū):綜合服務(wù)區(qū)、五金建材專業(yè)區(qū)和商業(yè)服務(wù)區(qū)。綜合服務(wù)區(qū)以發(fā)展餐飲、中介服務(wù)、信息咨詢、科技服務(wù)等為主;五金建材專業(yè)區(qū)以發(fā)展專業(yè)化、規(guī)?;褰鸾ú膶I(yè)市場為主;商業(yè)服務(wù)區(qū)為正在規(guī)劃實(shí)施的三期工程,以發(fā)展電子科貿(mào)、商業(yè)服務(wù)及部分商務(wù)辦公為主。預(yù)計(jì)至2010年,商貿(mào)園控制規(guī)劃區(qū)面積將達(dá)到12平方公里,年銷售收入達(dá)45億元,就業(yè)人數(shù) 2萬余人,將發(fā)展成為東營市功能完善、配套齊全、服務(wù)一流的服務(wù)業(yè)產(chǎn)業(yè)集聚中心。
Ten Years Development of Dongying Commercial and Trade Park
Dongying Commercial and Trade Park was established in 1997. The total investment was four billion yuan. Ten years have passed. This park has developed into a large-scale service industry park with the building area of 880,000 square meters and provides the services of hardware & electromechanical, decorative building materials, and commercial catering. More than 1,600 enterprises have settled in the park with over 10 special markets such as Jindadi Hardware Building Materials Market, Dongya Lamps Market, and Dongzhao Home Lamps Square within it. There are more than 10,000 kinds of products and over 1,000 brands here such as Power Dekor, Foshan Ceramics, and DELIXI. The annual turnover is nearly two billion yuan, which makes the park now the largest private economy intensive development base in Dongying.
Only the funding to support the infrastructure of the park comes from land transfer fees. All the other funding is from private capital. So this is a bound in development for the commercial park to attain such achievements.
Through constantly communicating with the enterprises, on the one hand, the management committee gradually feeds the concept of market management into the enterprise culture and stimulates the enterprises initiative to participate in market standardization and management. On the other hand, the committee promotes the service level and broadens the service contents to let the investors enjoy the considerate service. In a few years, the commercial park has provided more than 5,000 kinds of service for the enterprises and won high regard.
After ten years of development, Dongying Commercial and Trade Park has become a modern new style service base. It is estimated that in 2010, the control planning area of the park will hit 12 square kilometers. The annual sales income will reach 4.5 billion yuan, the profit and tax 900 million yuan, tax revenue 200 million yuan and the number of the employees will hit more than 20,000. Dongying Commercial and Trade Park will develop into a service industry center with full functions, complete supporting facilities, and top-grade service.
