歐盟委員Spidla和商界領(lǐng)袖共議全球供應(yīng)鏈中的企業(yè)社會責任問題
歐盟委員會就業(yè)、社會事務(wù)和均等機會委員Vladimir Spidla在6月26日主題為“全球供應(yīng)鏈中的企業(yè)社會責任”研討會上指出:“在全球一體化的形勢下,商界為可持續(xù)發(fā)展作出貢獻比以往顯得更加必要?!贝舜窝杏憰藖碜詺W洲企業(yè)社會責任協(xié)會和倡議商界遵守社會責任組織(BSCI)的會員企業(yè)代表的參與。與會者就進一步確保歐洲企業(yè)的長期競爭力達成一致,分享和傳播來自有關(guān)CSR的倡議例如BSCI和CSR實驗室有關(guān)負責任供應(yīng)鏈管理方面的經(jīng)驗。

IBM提供新的有關(guān)企業(yè)社會責任的咨詢服務(wù)項目
IBM發(fā)起一項新的“企業(yè)社會責任基準效用”工具,幫助客戶評估其環(huán)境政策、勞工實踐、法規(guī)遵守、企業(yè)價值以及其他企業(yè)社會責任相關(guān)活動的有效性,同時也將評估客戶在消費者和其他利益相關(guān)方參與以了解利益相關(guān)方關(guān)注進行溝通交流方面的績效。通過這一工具揭示出客戶存在的問題,IBM將提供其企業(yè)社會責任戰(zhàn)略評估和路線圖來幫助客戶提升其商業(yè)實踐和運作,指出其缺陷之處,幫助客戶將企業(yè)社會責任融入公司整體戰(zhàn)略和目標。

大眾汽車與德國自然保護聯(lián)合會(NABU)聯(lián)手開展節(jié)約燃油培訓課程
作為大眾汽車與NABU的重要合作,大眾汽車開展了節(jié)約燃油培訓課程,以此傳播負責任的駕駛信息和技術(shù),并向使用者揭示汽車使用時對環(huán)境的影響,通常駕駛者如何使用是汽車公司無法掌控的。課程的獨特之處在于,NABU的地區(qū)組織、大眾汽車經(jīng)銷商組織和一名專業(yè)培訓師組成團隊協(xié)同工作。參與是免費的,且針對任何人開放。培訓下來平均能夠使參與者節(jié)約燃油消耗達13%,最佳的案例能夠達到節(jié)約25%的消耗。

歐委會更新社會議程
歐委會最新社會議案尋求推動“通路、機會和社會公證”。其中,不歧視也是歐委會處理由全球經(jīng)濟一體化而引發(fā)社會變化的應(yīng)對中的重要一項。歐委會指出,近年來歐盟的經(jīng)濟發(fā)展勢頭越來越好失業(yè)率不斷下降,但是幾乎每六個歐洲人中就有一個生活處于或接近貧困線,而每七個人中就有一個遭受歧視。
評論指出歐盟環(huán)境立法“速度慢,不完善”
EurActiv報道說,7月2日發(fā)布的2007歐盟環(huán)境政策回顧中歐委會這樣評價:去年,環(huán)境問題在政治議程中凸顯,但具體措施的執(zhí)行卻“落在后面”。這份回顧列舉了數(shù)項成果,包括化學品REACH法規(guī)的實施,2007年4月通過的環(huán)境責任指引,以及2007年3月歐盟理事會簽署了頗具雄心的能源和氣候變化框架。但是,歐委會也同時對2010年歐盟制止生物多樣性損失的目標無法實現(xiàn)表示擔憂。成員國政府在歐盟層面采取措施的緩慢進度,也是其他領(lǐng)域的一些擔憂的重要根源之一。

IBM has launched a new Corporate Social Responsibility Benchmarking Utility to help clients assess the effectiveness of their environmental policies, labor practices, regulatory compliance, corporate values, and other CSR-related activities, as well as their engagement with customers and other stakeholders to understand their concerns and to communicate CSR performance.
HP publishes guide to help customers reduce their carbon footprint
HP has published a guide that identifies the potential to reduce carbon dioxide (CO2) emissions by using existing HP solutions. HP's white paper, titled "Low Carbon IT Solutions," helps customers identify products and services that can help them transition to operate with a lower carbon footprint.
ArcelorMittal launches new clean technology venture capital fund and carbon fund
ArcelorMittal has launched a new clean technology venture capital fund and a new carbon fund as part of its commitment to finding solutions for environmental challenges. The objective of the clean technology venture capital fund is to support the commercialisation of clean energy technologies. In particular, the fund will focus on ventures that have relevance for the steel industry and its customers.
Volkswagen partners with NABU to run fuel economy training courses
As an integral part of its partnership with the German environmental protection organisation NABU, Volkswagen runs fuel economy training courses in order to spread information about responsible driving and address the impacts of their vehicles during the use phase, a situation that the company cannot easily control. The unique aspect of the courses is that local NABU groups, Volkswagen dealer organisations and a professional trainer team all work hand-in-hand. Participation is free of charge and anyone can take part. The fuel economy trainings yield an average fuel consumption reduction of 13% for all participants and up to 25% in the best cases.

Commission launches Renewed Social Agenda
The Commission's new social proposals seek to boost access, opportunities and social justice. Discrimination is also tackled under a wide EU package on coping with social change in a global economy. EU economic growth has been brisk in recent years and unemployment is down, but almost one in six Europeans are living below or close to the poverty line and one in seven has suffered discrimination, the Commission said.
EU environment legislation 'slow or incomplete', says review
Environment issues leapt up the political agenda last year, but implementation of measures is "lagging behind", according to a Commission review of EU environment policy in 2007 published on 2 July, EurActiv reports. The review outlines a number of successes, including the implementation of the REACH legislation on chemicals, the Environmental Liability Directive adopted in April 2007, and the ambition of the energy and climate change package endorsed by the Council in March 2007. However, the Commission expressed concern that the EU target of halting biodiversity loss by 2010 may not be achieved. The slow take-up by national governments of measures taken at EU level is a strong source of concern in other areas too.

歐盟農(nóng)業(yè)部長同意對殺蟲劑設(shè)定嚴格標準
經(jīng)過長達兩年的談判,歐盟農(nóng)業(yè)部長在上周同意,將草擬有關(guān)已被證實能引發(fā)癌癥、基因突變或?qū)ι斐蓚Φ霓r(nóng)藥的使用和銷售的限制規(guī)定。然而,在特殊情況下,如果替代品無法有效地保護農(nóng)作物,存在有害物質(zhì)的農(nóng)藥將可以使用,但是僅限于在嚴格規(guī)定的條件下使用,且最長使用時間為5年。
英國的礦業(yè)公司為津巴布韋的投資計劃辯護
盡管政府對公司施加壓力要求其撤出津巴布韋,位于倫敦的礦業(yè)巨頭——英美資源集團為其在津巴布韋的鉑金開采計劃進行辯護,這個項目價值4億美元,如果成功將是津巴布韋有史以來最大的一起外國投資。股東和政治家們紛紛對這個鉑金開采項目有可能支持津巴布韋的政權(quán)表示關(guān)注。

European Farm Ministers Agree to Restrict Pesticides
After two years of negotiating, European agricultural ministers agreed last week to draft rules restricting the use and marketing of pesticides proven to cause cancer, gene mutation or harm reproduction. However, in exceptional cases, hazardous substances may be used when alternatives do not effectively protect plants, but only under strictly regulated conditions for a maximum of five years.
U.K Mining Firm Defends Zimbabwe Investment Plans
In spite of government pressure on companies to withdraw from Zimbabwe, London-based mining giant Anglo American plc defended plans to develop a platinum mine in Zimbabwe — a project worth about US$400 million that could be the largest foreign investment in that country. Shareholders and politicians alike are concerned the planned platinum mine would help support the Zimbabwe regime.
U.S. Joins Europe and Australia in Inspecting Pharmaceutical Plants
Faced with the globalization of drug production, the United States announced last week that it will be joining with Europe and Australia to inspect factories in China and India that make raw materials for medications. The Bush administration announced that the agreement would allow regulators to cover more territory, inspect more plants and also go into facilities that have already been inspected by another countrys regulators. In addition, the U.S. Food and Drug Administration wants to establish offices in three Chinese cities — Beijing, Shanghai and Guangzhou; 13 employees would be assigned to work there.
Secret World Bank Report Links Biofuels to High Food Prices
Biofuels have caused world food prices to increase by 75 percent, according to an unpublished World Bank report recently obtained by Great Britains Guardian newspaper. The results of the report — authored by World Bank senior economist Don Mitchell — contradict the U.S. governments claims that plant-derived fuels contribute less than 3 percent to food-price rises and are attributed to an increase in demand from India and China. According to the report, the drive for biofuels has distorted food markets by diverting grain away from food for fuel, encouraging farmers to set aside land for its production and sparking financial speculation on grains.
