“卡脖子”用英語怎么表達

隨著世界各國在核心技術和關鍵領域的競爭日趨激烈，“卡脖子”成了一個熱詞，頻頻現(xiàn)身國內媒體和政府文件。2019年10月30日，在全球硬科技創(chuàng)新大會上，《2019中國硬科技發(fā)展白皮書》正式發(fā)布。該文件系統(tǒng)論述了發(fā)展硬科技的時代背景、硬科技在各領域的突破和進展、國內各城市硬科技產(chǎn)業(yè)發(fā)展情況以及全球主要城市硬科技創(chuàng)新狀況?！栋灼穼τ部萍嫉亩x進一步深化，即硬科技是指那些需要長期研發(fā)投入、持續(xù)積累的高精尖原創(chuàng)核心技術。同時該文件明確指出，鑒于當下的國際經(jīng)濟貿(mào)易形勢，硬科技可以直接定義為“卡脖子”技術。這一表達既直觀，又形象。

那么中文熱詞“卡脖子”在英語世界如何表達呢？筆者注意到中外媒體在引用時，措辭各不相同。

用stranglehold（勒頸，壓制，束縛）來表達“卡脖子”之義。

例如新華網(wǎng)2018年5月30日的一篇報道中引用了習近平的一段話：“在關鍵領域、卡脖子的地方下大功夫，集合精銳力量，作出戰(zhàn)略性安排，盡早取得突破?！?/p>

新華網(wǎng)的英語譯文為：Prime resources should be focused and strategic planning made to deal with “key areas and stranglehold problems，” Xi said， calling for breakthroughs at the earliest possible date in these fields.

《金融時報》（Financial Times）2020年7月31日刊文說：“As tense as the congressional hearing was， Lex says that it is the results that offer the most convincing argument about the stranglehold tech giants have on the US economy.”（盡管國會聽證會氣氛緊張，但Lex表示，對于科技巨頭對美國經(jīng)濟的控制，調查結果提供了最令人信服的論據(jù)。）

《亞洲時報》（Asia Times）2020年1月14日載文，題為：China aims to break US high-tech stranglehold（中國的目標是打破美國在高科技領域的壟斷）

《紐約時報》（New York Times）2005年1月6日刊文，題為：Breaking Free of Cable’s Stranglehold（掙脫電纜的束縛），在文章中又換了一種“卡脖子”的說法：LAS VEGAS， Jan. 5—Cable television companies are not among the exhibitors here at the Consumer Electronics Show. But their influence is everywhere， as equipment makers seek to work with—or bypass—the cable industry’s bottleneck control over the way most Americans watch TV. （有線電視公司不在消費電子展的參展商之列，但它們的影響力無處不在，因為針對有線電視行業(yè)對大多數(shù)美國人看電視方式的瓶頸控制，設備制造商試圖與其合作或規(guī)避控制。）

用bottleneck（瓶頸）指代“卡脖子”，也是常見的切換方式。例如：

新華社2016年6月1日刊文，題為：President Xi says China faces major science， technology bottleneck（習主席說中國面臨重大的科學和技術瓶頸）

2019年5月24日頒布了《中共中央、國務院關于深化改革，加強食品安全工作的意見》（Opinions of the Central Committee of the CPC and the State Council on Deepening the Reform and Strengthening Food Safety）的雙語版，其中說道：建設一批國際一流的食品安全技術支撐機構和重點實驗室，加快引進培養(yǎng)高層次人才和高水平創(chuàng)新團隊，重點突破“卡脖子”關鍵技術。（We will build a number of world-class food safety technical supporting institutions and key laboratories， accelerate the introduction and training of top talents and innovation teams， and focus on breaking through the key bottleneck technologies.）

中國國際服務貿(mào)易交易會（China International Fair for Trade in Services）網(wǎng)站2020年9月21日以雙語刊文，題為：High-Quality Economy Should Be Driven by High-Quality Technologies， CAS to Include “Bottleneck” Problems into List of Scientific Research Tasks （以高質量技術驅動高質量經(jīng)濟，將卡脖子問題納入中科院科研任務清單）

此外，用core（核心）、key（關鍵）間接表示“卡脖子”的意思，容易理解。可分開用，也可在兩詞中加and，甚至看到重疊使用的例子。例如：

新美國組織網(wǎng)站2020年9月28日報道：Xi Jinping Puts “Indigenous Innovation” and “Core Technologies” at the Center of Development Priorities Under Pressure， Xi Signals China Won’t Retreat From Tech.（習近平把自主創(chuàng)新和卡脖子技術放在了發(fā)展重點的中心位置，表示中國不會在科技領域退縮。）

《環(huán)球時報》（Global Times）2020年9月28日推文說： The “helps” that the US offers domestic companies by cracking down their foreign rivals will gradually wear down their will to develop core technologies， making US enterprises less competitive on the global market.（美國通過打擊外國競爭對手為國內企業(yè)提供的“幫助”，將逐漸削弱它們開發(fā)卡脖子技術的意愿，降低美國企業(yè)在全球市場上的競爭力。）

中國國際電視臺（CGTN，China Global Television Network）2020年10月3日刊文，題為：Xi Jinping calls for reform to break through development bottlenecks（習近平呼吁通過改革來突破發(fā)展瓶頸）—During the meeting，Xi urged Anhui to strive for breakthroughs in “key and core technologies” and rely on reform to strengthen driving forces for its development.（在會議上，習近平敦促安徽努力在“卡脖子技術”上取得突破，依靠改革增強發(fā)展動力。）

《環(huán)球時報》2020年9月19日載文說： “The situation that our country is under others’ control in core technologies of key fields has not changed fundamentally， and the country’s S&T foundation remains weak，” Xi said at a Monday S&T conference.（“我國關鍵領域核心技術受制于人的局面沒有根本改變，科技基礎依然薄弱。”習近平在周一的一次科技會議上說。）
