山東，錨定發(fā)展新航標

定向發(fā)力攻堅克難

“從全省來看，山東三次產(chǎn)業(yè)可以齊頭并進、需求供給可以協(xié)同發(fā)力、新老行業(yè)可以相得益彰、各類企業(yè)可以比翼齊飛、陸海潛力可以統(tǒng)籌開發(fā)、交通運輸可以四通八達、對外開放可以提檔升級、城鄉(xiāng)區(qū)域可以均衡發(fā)展、人文沃土可以深度耕作?！鄙綎|省商務廳副廳長張型成說，錨定“三個走在前”，就必須充分利用和塑造好這一系列優(yōu)勢。

在全國率先成立省委科技創(chuàng)新委員會；率先將“一業(yè)一證”改革由20個行業(yè)拓展到50個行業(yè)，實現(xiàn)全省全行業(yè)全覆蓋；深化中國（山東）自由貿(mào)易試驗區(qū)改革，形成制度創(chuàng)新成果189項……2021年前10個月，山東高技術(shù)制造業(yè)增加值同比增長19%，增速高于規(guī)模以上工業(yè)8.5個百分點。

實踐反復證明，惟有創(chuàng)新，才能把競爭和發(fā)展的主動權(quán)牢牢掌握在自己手中，才能塑造高質(zhì)量發(fā)展新優(yōu)勢。圍繞增強經(jīng)濟社會發(fā)展創(chuàng)新力，中共山東省委十一屆十四次全會提出推進理念思路、科技教育、產(chǎn)業(yè)企業(yè)、文化傳承、社會治理、安全環(huán)保、民生保障、體制機制等8個方面創(chuàng)新。

近日，濰柴集團董事長譚旭光向全球10萬員工發(fā)出高端動力、新能源動力、智慧農(nóng)業(yè)、科研創(chuàng)新成果、創(chuàng)造社會價值、高質(zhì)量高速發(fā)展走在最前的動員令。他說，“十四五”期間將累計投入研發(fā)經(jīng)費400億元，不僅動力總成、重卡業(yè)務要穩(wěn)固全球第一地位，其他各業(yè)務板塊也要力爭進入行業(yè)第一，打造全省第一家萬億級裝備制造集團。

市場主體既是產(chǎn)業(yè)轉(zhuǎn)型的“主角”，更站在創(chuàng)新驅(qū)動的“C位”。目前，山東省市場主體超1282萬戶，但與其他省份相比，還有不小差距。

“實現(xiàn)‘在增強經(jīng)濟社會發(fā)展創(chuàng)新力上走在前’，必須激活市場主體轉(zhuǎn)型發(fā)展的積極性和創(chuàng)造力。”中共濱州市委書記佘春明說。魏橋集團、創(chuàng)新集團等企業(yè)將低碳和創(chuàng)新作為高質(zhì)量發(fā)展的“牛鼻子”，打造了世界領(lǐng)先的全流程汽車輕量化研發(fā)制造基地、再生鋁循環(huán)產(chǎn)業(yè)基地，鋁業(yè)走上價值再造新路子?！跋乱徊剑瑸I州將深入轉(zhuǎn)變政府科技管理職能，塑造更多依靠創(chuàng)新驅(qū)動、更多發(fā)揮比較優(yōu)勢的引領(lǐng)型發(fā)展企業(yè)?！辟艽好髡f。

探索共同富裕有效路徑

中共山東省委十一屆十四次全會提出，加快提高人民群眾收入，加快基本公共服務均等化，加快推進鄉(xiāng)村全面振興，加快完善社會保障兜底機制，不斷改善人民生活、促進共同富裕?！白鳛闁|部沿海經(jīng)濟大省，山東有責任在探索實現(xiàn)共同富裕有效路徑上作出更大貢獻?！敝泄采綎|省委黨校（山東行政學院）經(jīng)濟學部教師麻睿說。

圍繞群眾“急難愁盼”，山東2021年確定重點民生項目清單兩批43項；建立省級黨員領(lǐng)導干部聯(lián)系點29個，推動1.9萬個機關(guān)企事業(yè)單位黨組織、111.4萬名在職黨員到基層“雙報到”為民服務；省直部門推出民生實事1500余件，16市推出民生實事1370件……

“為了人民、服務人民，依靠人民、仰仗人民，惠及人民、造福人民?！睂懭胧∥珪珗蟮倪@句話，在濱州市市長宋永祥看來，彰顯了對億萬山東人民的莊嚴承諾?！拔覀兏擅恳患?、作每一項決策，都要把人民利益作為出發(fā)點和落腳點，把群眾急難愁盼的事變成我們正在干的事?！?/p>

就業(yè)是民生之本，也是收入之源。截至2021年10月底，全省實現(xiàn)城鎮(zhèn)新增就業(yè)110.5萬人，同比增長7.03%，提前完成全年目標任務。同時，部省共建國家職業(yè)教育創(chuàng)新發(fā)展高地以來，山東的職業(yè)教育吸引力明顯增強?！艾F(xiàn)在，職業(yè)院校學生就業(yè)率保持在90%以上，擁有一技之長的學生越來越‘吃香’，而且收入不比白領(lǐng)低?！鄙綎|省教育廳廳長鄧云鋒說道。

促進共同富裕，最艱巨最繁重的任務依然在農(nóng)村?！按蜈A脫貧攻堅戰(zhàn)后，推動鞏固拓展脫貧攻堅成果同鄉(xiāng)村振興有效銜接是重中之重。”山東省農(nóng)業(yè)農(nóng)村廳廳長、省鄉(xiāng)村振興局局長李希信介紹，山東選擇部分縣（市、區(qū)）作為省鄉(xiāng)村振興重點幫扶縣，從政策、資金、項目等方面給予傾斜，支持發(fā)展壯大鄉(xiāng)村特色產(chǎn)業(yè)，促進脫貧人口穩(wěn)定就業(yè)、增加收入，全面推進鄉(xiāng)村振興。

如今，村里就業(yè)也可月入過萬。在菏澤市定陶區(qū)北王村，魯創(chuàng)機械加工返鄉(xiāng)創(chuàng)業(yè)車間剛剛投產(chǎn)。占地一畝的小車間，年產(chǎn)值可達600萬元，40多名村民在此工作。目前，26個項目先后進駐該村，帶動上千人就業(yè)。

在重大戰(zhàn)略中揚起龍頭

作為黃河流域人口、經(jīng)濟、文化大省和唯一沿海省份，習近平總書記對山東落實好國家戰(zhàn)略寄予厚望，明確要求山東“發(fā)揮山東半島城市群龍頭作用”“努力在推動黃河流域生態(tài)保護和高質(zhì)量發(fā)展上走在前”。

立足戰(zhàn)略定位，明確主攻方向，關(guān)鍵是要練好內(nèi)功，重點在龍頭塑造上下功夫。中共山東省委十一屆十四次全會提出，要加快構(gòu)建國土空間保護利用新格局，優(yōu)化“一群兩心三圈”區(qū)域發(fā)展布局，推動形成功能清晰、優(yōu)勢互補的區(qū)域經(jīng)濟布局。山東社會科學院財政金融研究所副研究員王韌認為，優(yōu)化區(qū)域發(fā)展布局，重在突出“優(yōu)化”。伴隨相關(guān)具體方案的實施，將更好實現(xiàn)區(qū)域、城市、城鄉(xiāng)之間各就其位、協(xié)同聯(lián)動、有機互促的發(fā)展。

中共山東省委十一屆十四次全會還提出，要充分發(fā)揮山東半島城市群龍頭作用，著力抓好科技創(chuàng)新、產(chǎn)業(yè)綠色化高端化、數(shù)字賦能等工作。這是中共山東省委基于全省在黃河戰(zhàn)略中的地位，瞄準重點領(lǐng)域，謀劃打造高質(zhì)量發(fā)展的有效路徑。

作為省會，濟南科創(chuàng)基礎良好，特別是近年來，高水平建設齊魯科創(chuàng)大走廊、推動科教產(chǎn)教融合、建設中科院濟南科創(chuàng)城，濟南的科創(chuàng)集聚效應明顯增強。目前，中科院濟南科創(chuàng)城已引進“中科系”院所機構(gòu)15家，中共濟南市委、市政府建立了中科院科技轉(zhuǎn)化項目的工作專班，協(xié)調(diào)推進，加快科技成果轉(zhuǎn)移轉(zhuǎn)化。濟南市科技局局長呂建濤表示，黃河戰(zhàn)略的提出，對濟南科創(chuàng)工作是一個難得的重大發(fā)展機遇。近兩年，在高新技術(shù)企業(yè)培育方面，濟南已經(jīng)走在了全省前列。

發(fā)揮山東半島城市群龍頭作用，山東既要做強自身龍頭地位，也要打造對外開放新高地，發(fā)揮龍頭引領(lǐng)和輻射帶動作用，打造國內(nèi)大循環(huán)的戰(zhàn)略節(jié)點、國內(nèi)國際雙循環(huán)的戰(zhàn)略樞紐。

山東立足對外開放、出海港口、科技創(chuàng)新、產(chǎn)業(yè)發(fā)展等方面的比較優(yōu)勢，深化沿黃地區(qū)城市群聯(lián)動合作。建設沿黃達海大通道大樞紐大網(wǎng)絡是強化區(qū)域協(xié)作的基礎。“我們將持續(xù)推動中歐班列（齊魯號）擴量增效，在沿黃地區(qū)建設50個內(nèi)陸無水港，實現(xiàn)沿海港口與沿黃內(nèi)陸港口聯(lián)動發(fā)展，全面推進沿黃達海交通互聯(lián)互通，支撐和帶動黃河流域深度參與共建‘一帶一路’，服務黃河流域高質(zhì)量發(fā)展?！鄙綎|省交通運輸廳廳長孟慶斌說。

At the 14th Plenary Session of the 11th CPC Shandong Provincial Committee, it was stated that General Secretary Xi Jinping fully affirmed Shandong’s effort since the 19th CPC National Congress, and required Shandong to: “Strive to take the lead in serving and integrating into the new development pattern, enhancing innovation on economic and social development, and propelling the ecological protection and high-quality development of the Yellow River basin; continue to improve people’s living standards, promote common prosperity, and open up a new situation in the building of a strong socialist modern province in a new era.”

“From ‘marching at the forefront, opening up in all respects’ to ‘three taking the lead’, the General Secretary has accurately determined the development orientation of Shandong from the overall strategic perspective.” Hao Xianyin, secretary of the Party committee of the Shandong Academy of Social Sciences, held that the overall instruction, orientation or guidance signifies higher requirements, greater expectations, and heavy responsibilities.

“Throughout the province, Shandong’s three industries can advance side by side; demand and supply can work together; old and new industries can complement each other; all kinds of enterprises can take off together; land and sea potential can be developed in a coordinated way; transportation can be available in all directions; opening-up can be upgraded; urban and rural areas can achieve balanced development; cultural land can be further cultivated.” Zhang Xingcheng, Deputy Director of the Department of Commerce of Shandong Province, said that to achieve the “Three Taking the Lead”, it is necessary to make full use of this series of advantages.

Practice repeatedly proves that only through innovation can we keep the initiative of competition and development in our own hands, and create new advantages for high-quality development. Focusing on strengthening innovation on socioeconomic development, at the 14th Plenary Session of the 11th CPC Shandong Provincial Committee, the committee proposed propelling innovation in eight aspects concerning ideas & thoughts, scientific and technological education, industrial enterprises, cultural inheritance, social governance, safety and environmental protection, people’s livelihood security, as well as systems and mechanisms.

Shandong has taken the initiative to consult with eight provinces (regions) along the Yellow River, and determined 102 trans-provincial cooperation projects in seven spheres. At present, more than 80 cooperation projects, including the Transverse Ecological Protection Compensation for the Yellow River Basin of Shandong and Henan, and the Gansu-to-Shandong Power Transmission Project, have made important progress.
