“與重慶合作充滿期待”

第三屆西洽會期間，來渝參會、考察的各國駐華大使在接受媒體采訪時，紛紛談到重慶給他們留下的美好印象，并對其所在國的城市與重慶在各領(lǐng)域進(jìn)一步開展交流合作充滿期待。

During the 3rd Western China International Fair for Investment and Trade （WCIFIT）， the China-based ambassadors of a number of countries who attended the fair or made visits in Chongqing invariably talked about the good impression Chongqing left to them in their interviews with the press， and they all looked forward to further exchanges and cooperation in various fields between the cities of their home countries and Chongqing.

哥倫比亞駐華大使路易斯·蒙薩爾韋：?重慶是哥倫比亞與中國西部交往的重要門戶

這是我第四次到訪重慶，我非常喜愛這座城市，重慶也將成為哥倫比亞在中國中西部投資、交往的重要開放門戶。

重慶和哥倫比亞第二大城市麥德林有很多相似之處，麥德林也是我的家鄉(xiāng)。我很榮幸能再次來到重慶這座歷史深厚的城市。重慶美味的火鍋和壯觀的景色，讓我感到親切又熟悉，因?yàn)槲业墓枢l(xiāng)麥德林也是哥倫比亞的“山城”。這兩座城市也都是發(fā)展迅速的工業(yè)城市，雙方已經(jīng)通過了建立友好城市的諒解備忘錄，正在籌備建立友好城市的具體簽署事宜。

在貿(mào)易和投資方面，中國已成為哥倫比亞全球第二大貿(mào)易伙伴，也是亞洲的第一大投資伙伴。中國的企業(yè)在哥倫比亞有很多大型的投資項(xiàng)目，涉及的領(lǐng)域也十分廣泛。比如，中國港灣在哥倫比亞首都波哥大修建的地鐵項(xiàng)目，為城市的基礎(chǔ)設(shè)施建設(shè)作出了重要貢獻(xiàn)，方便了市民的生活;中國的紫金礦業(yè)收購了哥倫比亞最大的獨(dú)立金礦布里蒂卡金礦等成功的合作案例。

哥倫比亞是個熱帶國家，物產(chǎn)豐富，有世界聞名的品質(zhì)上乘的咖啡豆，花卉、牛肉、水果、巧克力等產(chǎn)品的出口量也在全球名列前茅，希望中國的朋友不出國門就能品嘗到來自哥倫比亞的特產(chǎn)。

This is my fourth visit to Chongqing. I love this city very much. Chongqing will also become an important open door for Colombia's investments and exchanges in the central and western parts of China.

Chongqing has a lot in common with Medellin， the second largest city in Colombia， and also my hometown. It's a great honor for me to come again to Chongqing， a city with a long history. The delicious hot pot and spectacular scenery of Chongqing make me feel warm and familiar， because my hometown Medellin is also the " city of mountains" of Colombia， as Chongqing in China. The two cities are also fast-growing industrial cities and both sides have passed the memorandum of understanding on establishing relationship of friendly cities with each other， and are preparing for the signing of specific agreements in this regard.

In terms of trade and investment， China has become Colombia's second largest trading partner in the world and the largest investment partner in Asia. Chinese enterprises have many large-scale investment projects in Colombia， which cover a wide range of fields. For example， the subway project built by China Harbour in Bogota， the capital of Colombia， has made an important contribution to the city's infrastructure construction and facilitated the life of local residents; China's Zijin Mining has acquired the largest independent gold mine in Colombia， Buritica gold mine and other cases of successful cooperation.

Colombia is a tropical country of abundance， where world-famous high-quality coffee beans are produced and the export volume of flowers， beef， fruit， chocolate and other products are among the top in the world. I hope that Chinese friends can taste the special products of Colombia without leaving China.

印度尼西亞駐華大使周浩黎：?期待雙方加強(qiáng)綠色經(jīng)濟(jì)、數(shù)字經(jīng)濟(jì)領(lǐng)域合作

2018年，印尼與中國同意在“一帶一路”與“全球海上支點(diǎn)”的框架下，建立印尼的4條“區(qū)域綜合經(jīng)濟(jì)走廊”，分別是位于蘇門答臘島的北蘇門答臘，加里曼丹島的能源與礦產(chǎn)中心北加里曼丹，環(huán)太平洋經(jīng)濟(jì)中心北蘇拉威西，旅游業(yè)和科技創(chuàng)新中心巴厘島。目前，這些項(xiàng)目運(yùn)行得相當(dāng)好。來自重慶的汽車及零部件等產(chǎn)品已經(jīng)進(jìn)入印尼市場。我們也希望印尼產(chǎn)品進(jìn)入重慶，重慶與印尼的貿(mào)易額已經(jīng)超過10億美元，參加此次西洽會讓我們看到還有很大的合作空間。

重慶是西部陸海新通道銜接“一帶一路”和長江經(jīng)濟(jì)帶的重要節(jié)點(diǎn)。現(xiàn)在，我們能夠通過西部陸海新通道，連接重慶和東盟成員國，我們希望能加強(qiáng)雙方的貿(mào)易合作。

從2017年起，印尼西爪哇省和重慶市建立友好市省關(guān)系，兩省市在能源開發(fā)領(lǐng)域、咖啡交易和教育領(lǐng)域開展了合作。重慶在綠色經(jīng)濟(jì)方面做得很成功，在這一領(lǐng)域我們還可以建立更好的合作。同時，也希望加強(qiáng)教育方面的合作。

去年，印尼的電子商務(wù)交易已經(jīng)達(dá)到440億美元。重慶是中國首個數(shù)字經(jīng)濟(jì)創(chuàng)新試驗(yàn)區(qū)，我們希望重慶和西爪哇省在數(shù)字經(jīng)濟(jì)方面的合作能夠加速、加強(qiáng)。

In 2018， under the framework of the “Belt and Road Initiative” and the “global maritime pivot”， China and Indonesia agreed to establish 4 regional comprehensive economic corridors in Indonesia， which are located in North Sumatra of the Sumatra Island， North Kalimantan， the energy and mineral center of the Kalimantan Island， North Sulawesi， the economic center of the rim of Pacific， Bali Island， the center of tourism and science and technology innovation. At present， these projects are running quite well， with products from Chongqing， such as automotives and parts， available in the Indonesian market. We also hope that Indonesian products will enter Chongqing， and with trade volume between Chongqing and Indonesia exceeding 1 billion US dollars we can see that there is still a lot of room for cooperation after participating in the 3rd Western China International Fair for Investment and Trade.

Along the New International Land-Sea Trade Corridor， Chongqing is an important node connecting the “Belt and Road Initiative” and the Yangtze River economic belt. Now， we can have Chongqing and ASEAN member countries connected with each other through this new land-sea corridor in West China. We hope to strengthen bilateral trade cooperation.

Since 2017， Indonesia's West Java province and Chongqing Municipality have established relations of friendly city and province. The two sides have carried out cooperation in the fields of energy development， coffee trading and education. Chongqing is very successful in green economy， and we can conduct better cooperation in this field. At the same time， we hope to strengthen the cooperation in education.

Last year， the volume of e-commerce transactions in Indonesia reached 44 billion US dollars. Chongqing is the first pilot zone of digital economy innovation in China， so we hope that the cooperation between Chongqing and West Java province in digital economy can be accelerated and strengthened.

老撾駐華大使坎葆·恩塔萬：?共同促進(jìn)區(qū)域合作發(fā)展，加強(qiáng)雙方貿(mào)易往來

老中鐵路是兩國最高領(lǐng)導(dǎo)人就積極落實(shí)區(qū)域互聯(lián)互通所達(dá)成的共識，也標(biāo)志著兩國友誼更上一層樓。這條鐵路的貫通，也將實(shí)現(xiàn)老撾由“陸鎖國”到“陸聯(lián)國”的轉(zhuǎn)變。我們堅信，老撾能成為區(qū)域互聯(lián)互通的重要紐帶。同時，為了用好這條鐵路，老撾也在國內(nèi)作了相應(yīng)的部署準(zhǔn)備。比如，在中國政府幫助下，提高鐵路管理能力，并且我們也在積極準(zhǔn)備把農(nóng)產(chǎn)品進(jìn)行深加工，通過這條鐵路出口到中國和周邊國家。我們也將建設(shè)老中經(jīng)濟(jì)走廊，并在鐵路沿線建設(shè)經(jīng)濟(jì)特區(qū)和保稅區(qū)，為通過鐵路運(yùn)送產(chǎn)品作好準(zhǔn)備。

區(qū)域發(fā)展需要大家共同努力來促進(jìn)區(qū)域合作發(fā)展，通過貿(mào)易往來加強(qiáng)雙方合作。我認(rèn)為，西部陸海新通道是一個非常好的倡議，為區(qū)域發(fā)展帶來了實(shí)實(shí)在在的好處。

老撾是一個自然資源豐富的國家，尤其是生態(tài)旅游、歷史旅游和文化旅游，希望中國企業(yè)到老撾投資旅游業(yè)。同時，老撾也是農(nóng)業(yè)國家，各種水果及農(nóng)產(chǎn)品豐富。借此機(jī)會，我也邀請更多重慶企業(yè)到老撾考察訪問，開展農(nóng)業(yè)方面的合作。

The China-Laos Railway is the consensus reached by the top leaders of the two countries on actively implementing regional connectivity， which also marks a further development of friendship between the two countries. The opening of this railway will also shift Laos from a "land-locked country" to a "land-linked country". We firmly believe that Laos can become an important link for regional connectivity. Meanwhile， Laos has also made arrangements and preparations at home for better use of this railway. For example， with the help of the Chinese government， we have strengthened and improved the railway management ability， and we are also making active preparation for deep processing of agricultural products， which can be exported to China and neighboring countries through this railway. We will also build the China-Laos economic corridor and special economic zones and bonded areas along the railway to prepare for the railway transportation of products.

The regional development calls for joint efforts to promote the regional cooperation and strengthen the bilateral cooperation through trade exchanges. In my opinion， the New International Land-Sea Trade Corridor is a very good initiative， which has brought tangible benefits to regional development.

Laos is a country rich in natural resources， especially in ecotourism， historical tourism and cultural tourism. We hope that Chinese enterprises will make investments in tourism in Laos. Laos is also an agricultural country with abundant fruits and agricultural products. I would also like to take this opportunity to invite more Chongqing enterprises to visit Laos for agricultural cooperation in future.

阿爾及利亞駐華大使艾哈?！げ脊ǎ浩诖c重慶在多個優(yōu)勢產(chǎn)業(yè)展開合作

重慶優(yōu)勢產(chǎn)業(yè)突出，希望阿爾及利亞與重慶在摩托車制造、筆電生產(chǎn)、數(shù)字信息等多個優(yōu)勢產(chǎn)業(yè)展開合作，造福阿爾及利亞人民。

我曾密切關(guān)注前兩屆西洽會，欣喜地看到，短短幾年時間，西洽會就成為了中國主要的商業(yè)交易會之一。不僅對重慶的發(fā)展有益，對整個西部和中國的發(fā)展都是有益的。通過該平臺，中國與周邊鄰國、諸多合作伙伴簽訂了商貿(mào)協(xié)議，實(shí)現(xiàn)合作共贏。

此次西洽會上，阿爾及利亞主要推介了能源轉(zhuǎn)型和可再生能源、再工業(yè)化和本地生產(chǎn)、制藥業(yè)、數(shù)字經(jīng)濟(jì)等四大產(chǎn)業(yè)領(lǐng)域，歡迎中國企業(yè)赴阿投資興業(yè)。阿爾及利亞有4300萬人口，不僅有豐富的勞動力資源，也擁有巨大的消費(fèi)潛力，希望重慶汽車企業(yè)赴阿進(jìn)行汽車整車或零部件的生產(chǎn)。重慶的汽車產(chǎn)品可以通過阿爾及利亞走進(jìn)阿盟、歐盟，獲得更大的市場。

阿爾及利亞與重慶在抗疫中的互幫互助讓彼此感情更加深厚。希望重慶和更多的中國藥企參與進(jìn)來，與阿爾及利亞人民攜手抗疫。同時，我希望阿爾及利亞安納巴與重慶締結(jié)友好城市。安納巴是一座位于地中海邊的港口城市，冶金、化學(xué)領(lǐng)域發(fā)達(dá)，如果與重慶結(jié)好，將互利雙方發(fā)展。

As Chongqing is strong in advantageous industries， we expect that Algeria and Chongqing will cooperate in motorcycle manufacturing， laptop production， digital information and other advantageous industries to benefit the Algerian people.

I have paid close attention to the previous two sessions of the Western China International Fair for Investment and Trade （WCIFIT）， and I am glad to see that in just a few short years， it has become one of the major commercial fairs in China， which is not only beneficial to the development of Chongqing， but also to the development of the whole western region of China and even the whole country. Through the platform made by WCIFIT， China has signed trade agreements with its neighboring countries and many partners to achieve win-win outcomes.

At the current WCIFIT， Algeria has mainly introduced four major industrial fields， namely， energy transformation and renewable energy， reindustrialization and local production， pharmaceutical industry and digital economy， and Chinese enterprises are welcomed to make investments in Algeria. With a population of 43 million， Algeria is not only rich in labor resources， but also has huge consumption potential， and we hope that Chongqing auto makers will produce complete vehicles or components of automobiles in Algeria， and that through Algeria the automobile products of Chongqing can gain better access to larger market in the Arab League and the EU.

The mutual aid between Algeria and Chongqing in the fight against the COVID-19 pandemic has deepened our feelings. We hope that more pharmaceutical enterprises from Chongqing and other parts of China will join hands with the Algerian people to battle the pandemic. At the same time， I hope that Annaba of Algeria will establish a relationship of friendly city with Chongqing. Annaba is a seaport city located off the Mediterranean， with developed metallurgical and chemical industries， and its friendship tie with Chongqing will surely benefit both sides.
