深化“一帶一路”交流合作 共商“17+1”發(fā)展大計(jì) 在中國(guó)—中東歐國(guó)家地方合作中貢獻(xiàn)“重慶力量”

2月5日，第五次中國(guó)—中東歐國(guó)家地方領(lǐng)導(dǎo)人會(huì)議全體會(huì)議以視頻方式召開(kāi)。遼寧省委副書記、省長(zhǎng)劉寧，保加利亞索非亞大區(qū)主席托多羅夫、中國(guó)人民對(duì)外友好協(xié)會(huì)會(huì)長(zhǎng)林松添、克羅地亞扎達(dá)爾省省長(zhǎng)羅京、外交部中國(guó)—中東歐國(guó)家合作事務(wù)特別代表霍玉珍出席會(huì)議并致辭。沈陽(yáng)市代市長(zhǎng)王新偉主持會(huì)議。

重慶分會(huì)場(chǎng)同步“云”參會(huì)，市政府副市長(zhǎng)李波、市政府副秘書長(zhǎng)汪夔萬(wàn)，市政府外辦主任章勇武、副主任王雯，以及市教委、市商務(wù)委、市政府口岸物流辦、市貿(mào)促會(huì)、重慶社科院、國(guó)家開(kāi)發(fā)銀行重慶分行等相關(guān)部門、單位負(fù)責(zé)人出席。

本次會(huì)議以“攜手共命運(yùn)，同心促發(fā)展”為主題，除設(shè)在遼寧沈陽(yáng)的主會(huì)場(chǎng)外，跨越時(shí)區(qū)、連接多國(guó)，分別在保加利亞、克羅地亞等17個(gè)中東歐國(guó)家地方政府，北京、重慶等22個(gè)?。ㄗ灾螀^(qū)、直轄市）設(shè)分會(huì)場(chǎng)，各地嘉賓相聚“云”端，深化“一帶一路”交流合作，共商“17+1”發(fā)展大計(jì)。

林松添表示，2020年，在新冠肺炎疫情全球發(fā)生的背景下，中國(guó)與中東歐國(guó)家經(jīng)貿(mào)互利合作逆勢(shì)增長(zhǎng)，貿(mào)易額高達(dá)1034.5億元人民幣，增長(zhǎng)8.4%，給世界帶來(lái)了新的希望和信心。中國(guó)與中東歐國(guó)家有著傳統(tǒng)友好關(guān)系，面臨共同發(fā)展任務(wù)，都希望各自國(guó)家人民能過(guò)上更美好生活。中國(guó)人民對(duì)外友好協(xié)會(huì)將繼續(xù)發(fā)揮橋梁作用，協(xié)助中國(guó)與中東歐國(guó)家地方政府、友好城市間開(kāi)展更多人文交流，互利合作，促進(jìn)雙向投資和貿(mào)易，為增進(jìn)雙方人民友誼與互信帶來(lái)更多福祉，作出新的更大貢獻(xiàn)。

霍玉珍說(shuō)，2012年4月，中國(guó)—中東歐國(guó)家合作機(jī)制正式創(chuàng)立，這是中國(guó)同中東歐國(guó)家基于共迎挑戰(zhàn)、共同發(fā)展的一致意愿打造的跨區(qū)域多邊合作平臺(tái)，為雙方各領(lǐng)域友好合作開(kāi)辟了新的局面。9年來(lái)，該合作機(jī)制發(fā)展不斷完善，為雙方人民帶來(lái)了實(shí)實(shí)在在的利益。中國(guó)—中東歐國(guó)家合作影響力、感召力日益擴(kuò)大，雙方在各領(lǐng)域建立多個(gè)合作平臺(tái)，各類活動(dòng)精彩紛呈，為合作不斷深入發(fā)展注入了新的生機(jī)與活力。今年是中國(guó)“十四五”規(guī)劃的開(kāi)局之年，中國(guó)—中東歐國(guó)家合作面臨新的更大的發(fā)展機(jī)遇，希望大家攜起手來(lái)，以更高水平的合作，更廣泛的交流，更豐碩的成果，回應(yīng)各國(guó)人民的殷切希望，把中國(guó)—中東歐國(guó)家地方合作推向新的高度。

會(huì)議通過(guò)了吉林省、寧夏回族自治區(qū)和湖北省3個(gè)成員單位加入中國(guó)—中東歐國(guó)家地方省州長(zhǎng)聯(lián)合會(huì)的申請(qǐng)。

當(dāng)天，還以視頻方式召開(kāi)了第六次中國(guó)—中東歐國(guó)家地方省州長(zhǎng)聯(lián)合會(huì)工作組會(huì)議。部分中東歐國(guó)家地方領(lǐng)導(dǎo)人、中東歐國(guó)家駐華使節(jié)代表、國(guó)內(nèi)省區(qū)市代表共同與會(huì)，共敘珍貴友誼，共謀合作發(fā)展。

重慶與中東歐國(guó)家近20個(gè)市州建立友好關(guān)系

中東歐國(guó)家是“一帶一路”沿線重要國(guó)家。重慶是中國(guó)—中東歐國(guó)家“17+1”地方合作機(jī)制建設(shè)的重要參與方，特別是2013年7月，首屆中國(guó)—中東歐國(guó)家地方領(lǐng)導(dǎo)人會(huì)議在重慶成功舉辦并通過(guò)《重慶倡議》以來(lái)，重慶與中東歐國(guó)家友好交往更趨深入，取得積極成效。

重慶與中東歐地區(qū)人員往來(lái)頻繁，已有十多批市領(lǐng)導(dǎo)分別率團(tuán)訪問(wèn)中東歐各國(guó)，另有數(shù)十批經(jīng)貿(mào)人文代表團(tuán)去訪，商洽推動(dòng)合作。多位中東歐國(guó)家政要、中東歐國(guó)家地方領(lǐng)導(dǎo)人以及17國(guó)駐華使節(jié)曾訪問(wèn)重慶。

重慶承辦和參與了多個(gè)與中東歐國(guó)家的交流活動(dòng)，多次派出文化、新聞代表團(tuán)赴中東歐國(guó)家開(kāi)展文藝演出和新聞采訪活動(dòng)。

多年來(lái)，重慶與中東歐國(guó)家的近20個(gè)市州建立友好關(guān)系，中歐班列（渝新歐）通達(dá)或輻射波蘭、立陶宛、斯洛伐克、捷克、匈牙利等中東歐國(guó)家，科技、教育、文化合作也取得積極成效。

新冠肺炎疫情發(fā)生后，重慶與中東歐國(guó)家守望相助，以互贈(zèng)抗疫物資，視頻會(huì)議分享交流抗疫技術(shù)經(jīng)驗(yàn)等多種方式共同抗疫;重慶首開(kāi)中歐班列“中國(guó)郵政號(hào)”專列并實(shí)現(xiàn)穩(wěn)定運(yùn)行，切實(shí)發(fā)揮中歐班列（渝新歐）國(guó)際物資應(yīng)急運(yùn)輸“綠色通道”作用，為抗疫國(guó)際合作貢獻(xiàn)了重慶力量。

2020年，重慶與中東歐17國(guó)進(jìn)出口總額約199.8億元人民幣，增長(zhǎng)24.7%，未來(lái)各領(lǐng)域合作將愈加密切。

On February 5， the Fifth Local Leaders Plenary Meeting of China-CEEC was held via video conferencing. Liu Ning， deputy secretary of CPC Liaoning Committee and governor; Todorov， President of Sofia Region of Bulgaria， Lin Songtian， President of the Chinese People's Association for Friendship with Foreign Countries， Bo?idar Longin， governor of Zadar Province of Croatia; and Huo Yuzhen， special representative for cooperation between China and CEE countries of Ministry of Foreign Affairs attended and addressed the meeting. Wang Xinwei， acting mayor of Shenyang， presided over the meeting.

Chongqing sub-venue synchronized the meeting on the “cloud”. Li Bo， vice mayor of Chongqing Municipal Government， Wang Kuiwan， deputy secretary general of Chongqing Municipal Government， Zhang Yongwu， director general of Foreign Affairs Office of Chongqing Municipal People's Government， Wang Wen， deputy director general of Foreign Affairs Office of Chongqing Municipal People's Government， and heads of relevant departments and units such as Chongqing Education Commission， Chongqing Commerce Commission， Chongqing Port and Logistics Office， CCPIT Chongqing， Chongqing Academy of Social Sciences， Chongqing Branch of China Development Bank attended the meeting.

Themed upon "Join hands for the shared destiny and promote development with concerted effort"， this meeting， apart from the main venue in Shenyang， Liaoning， also has set up sub-venues in 17 main CEE countries i.e. Bulgaria， Croatia， etc.， 22 provinces （autonomous regions and municipalities directly under the central government） such as Beijing， Chongqing. Guests met online to deepen the "Belt and Road" exchanges and cooperation and discuss the "17 + 1" development plan.

Lin Songtian said that， under the context of global outbreak of COVID-19 in 2020， China's economic and trade cooperation with CEE countries has grown against the trend. The trade volume has registered 103.45 billion yuan， an increase of 8.4%， bringing new hope and confidence to the world. Enjoying traditional friendly relations and facing the task of shared development， China and CEE countries hope that the people of their respective countries can lead a better life. The Chinese People's Association for Friendship with Foreign Countries will continue playing its role as a bridge to assist local governments and friendly cities of China and CEE countries to carry out more people-to-people exchanges and mutually beneficial cooperation， promote two-way investment and trade， and make new and greater contributions to enhancing friendship and mutual trust between the two peoples.

Huo Yuzhen said that in April 2012， the cooperation mechanism between China and CEE countries was officially established as a cross-regional multilateral cooperation platform built by China and CEE countries based on their common willingness to meet challenges and develop together， opening up a new outlook for friendly cooperation in various fields. Over the past nine years， the cooperation mechanism has been continuously improved， bringing tangible benefits to the people of both sides. As influence and appeal of cooperation between China and CEE countries is increasingly expanding， the two sides have set up a number of cooperation platforms in various fields， and various splendid activities are being unfolded， injecting new vitality and dynamism into the continuous development of cooperation. This year marks the first year of China's 14th Five-Year Plan， China-CEEC cooperation is facing new and greater development opportunities. He hoped that parties would join hands to respond to the ardent hope of the people of various countries and push China-CEEC local cooperation to a new height with a higher level of cooperation， wider exchanges and more fruitful results.

The meeting approved the application of three member units of Jilin Province， Ningxia Hui Autonomous Region and Hubei Province to join the China-CEEC Association of Provincial Governors.

On the same day， the sixth working group meeting of the China-CEEC Association of Provincial Governors was also held via video format. Local leaders of some CEE countries， representatives of envoys of CEE countries in China and representatives of domestic provinces， autonomous regions and cities attended the meeting to renew the invaluable friendship and seek shared development.

Chongqing has established friendly relations with nearly 20 cities and states of CEE countries

CEE countries are major countries along the "Belt and Road". Chongqing is a key participant in the construction of the "17 + 1" local cooperation mechanism between China and CEE countries. Particularly since success holding of the first Local Leaders Meeting of China-CEEC in Chongqing in July 2013 and the adoption of Chongqing Initiative， the friendly exchanges between Chongqing and CEE countries have developed more substantially with positive results.

Chongqing has frequent personnel exchanges with the CEE region. Over ten batches of municipal leaders have led delegations to visit the CEE countries respectively， and dozens of economic， trade and cultural delegation have paid visits to discuss and promote cooperation. Multiple political dignitaries of CEE countries， local leaders of CEE countries and envoys from 17 countries have visited Chongqing.

Chongqing has undertaken and participated in a number of exchange activities with CEE countries， and has sent cultural and journalism missions to CEE countries for artistic performances and interview activities.

Over the years， Chongqing has established friendly relations with nearly 20 cities and states of CEE countries. The China-Europe Railway Express （Chongqing-Xinjiang-Europe） has reached or rippled to Poland， Lithuania， Slovakia， Czech Republic， Hungary and other CEE countries. The cooperation in science， technology， education and culture has also yielded positive results as well.

After COVID-19 outbreak， Chongqing and CEE countries have been assisting each other， and fighting against the pandemic by mutually giving anti-epidemic supplies and sharing anti-epidemic technologies and experiences via video conferencing; Chongqing has launched the "China Post" special train of China-Europe Railway Express， fully playing the "green corridor" role of China-Europe Railway Express （Chongqing-Xinjiang-Europe） international supplies emergency transport and contributing its strength to international anti-epidemic cooperation.

In 2020， the total import and export volume between Chongqing and 17 CEE countries totaled around 19.98 billion yuan， an increase of 24.7%. In the future， cooperation in various fields will be closer.
