Communicating with Mutual Respect

Pakistan’s 300-MW Photovoltaic Power Generation Project is located in a deserted area of Punjab Province.When the Chinese workers learned that their Pakistani colleagues had no place to practice their religious activities as the only mosque in the area had been abandoned,they set up a special team to repair the mosque for Muslims to worship in.It was widely welcomed by CFMCC’s Muslim staff,the local security personnel,and the villagers.

世界各國(guó)建設(shè)大業(yè)中，從來(lái)不乏中國(guó)建設(shè)者身影。中國(guó)一冶是開拓海外市場(chǎng)的先行者，是中冶集團(tuán)也是湖北省最早走出去的企業(yè)之一，先后在亞洲、非洲、歐洲、美洲等20 余個(gè)國(guó)家和地區(qū)承接了上百項(xiàng)工程，涉及冶金、房建、能源、建材、市政及基礎(chǔ)設(shè)施、鋼結(jié)構(gòu)等多個(gè)領(lǐng)域。承建的孟加拉首都達(dá)卡市第一座立交橋——摩哈卡利立交橋、全球單體最大的巴基斯坦300兆瓦光伏發(fā)電項(xiàng)目、科威特866 項(xiàng)目、馬來(lái)西亞超高層凱賓斯基酒店公寓（306 米）項(xiàng)目、越南全球第二大垃圾發(fā)電項(xiàng)目等，都是中國(guó)一冶的杰作。

中國(guó)一冶堅(jiān)持公益先行，以善促建，認(rèn)為民心通，則國(guó)家通、發(fā)展通，特別注意尊重當(dāng)?shù)孛袼琢?xí)慣，贏得項(xiàng)目當(dāng)?shù)厝嗣竦闹С趾途粗亍?/p>

巴基斯坦300 兆瓦光伏發(fā)電項(xiàng)目，在旁遮普省荒蕪人稀的地方，原有的一座清真寺已廢棄，當(dāng)?shù)貑T工沒有集中做禮拜的地方。得知情況后，一冶專門成立修繕組，修繕清真寺供穆斯林做禮拜，受到當(dāng)?shù)啬滤沽謫T工、安保人員和百姓的歡迎。該公司承建的科威特新城工程，別墅多達(dá)1475 棟，共分11 個(gè)區(qū)，工程榮獲中國(guó)建設(shè)工程魯班獎(jiǎng)，背后凝聚著來(lái)自朝鮮、巴基斯坦、希臘等8 個(gè)國(guó)家員工的共同努力。這個(gè)被稱為“聯(lián)合國(guó)工程隊(duì)”的建筑大軍能夠牢牢地團(tuán)結(jié)在一起，原因就是公司對(duì)大家各自習(xí)俗的尊重。期間，朝鮮員工要祭奠前國(guó)家領(lǐng)導(dǎo)人，項(xiàng)目部特意為他們搭建靈堂。穆斯林有沐浴習(xí)俗，公司額外打深水井，滿足他們的需求。同時(shí)，公司還搭建納涼棚，提供冷飲、中式酸梅湯等，用細(xì)節(jié)滋潤(rùn)員工心靈，讓這支“多國(guó)部隊(duì)”相互尊重、和諧相處。

2017年3月，馬來(lái)西亞分公司與當(dāng)?shù)卮髮W(xué)聯(lián)合開展了一系列公益活動(dòng)，為殘障人士謀福利。2018年12月，柬埔寨分公司組織慰問(wèn)柬埔寨中心孤兒院，給孩子們送去書包、學(xué)習(xí)用品和兒童讀物。2019年11月，越南分公司會(huì)同越南志愿者，開展愛老、敬老慰問(wèn)活動(dòng)，為河內(nèi)和朔山縣等縣市偏遠(yuǎn)鄉(xiāng)村孤寡老人，打掃庭院衛(wèi)生，并贈(zèng)送棉被、毛巾等生活用品。2020年年初新冠肺炎疫情特殊時(shí)期，中國(guó)一冶所在8 個(gè)國(guó)家分公司和項(xiàng)目部組織中外員工為中國(guó)捐款捐物，以實(shí)際行動(dòng)攜手共建“人類命運(yùn)共同體”。

CFMCC’s Kuwaiti New City Project,which covered 1475 villas in 11 respective districts,was later honored with the China Construction Engineering Luban Award,the highest reward for the construction industry in China.It was constructed by the joint efforts of employees from 8 countries including North Korea,Pakistan,and Greece,which were nicknamed the “UN Corps of Construction Workers.” Their effective and and efficient cooperation resulted from the company’s respect for the customs and culture of each person.During the period of construction,when the North Korean workers needed to mourn their late national leader,the project department built a mourning hall for them.When Muslims needed a place for Wudhu and Ghusl,the company drilled a deep well to meet their needs.Moreover,the company set up shelters,provided cold drinks (such as Chinese plum drink),and performed many other detailed works that brought the “multinational force” mutual respect and harmony.

In March of 2017,CFMCC’s branch in Malaysia held a series of public charity activities together with the local universities in order to help the disabled.In December of 2018,CFMCC’s branch in Cambodia organized an activity to visit the Cambodian Central Orphanage,sending schoolbags,school supplies and books to the children.In November of 2019,CFMCC’s branch in Vietnam and local volunteers visited the widowed elders in Hanoi and Shoshan County,helping them by cleaning up their houses and denoting daily necessities to them.In early 2020,during the COVID-19 epidemic,the branches of CFMCC in 8 countries organized both Chinese and foreign staff to donate money and materials for the regions in need,in order to jointly build a “Community with a Shared Future for Mankind.”

文化融合——暖心

世界文化在發(fā)展中互鑒，在互鑒中融合，世界各國(guó)文化和中國(guó)文化一樣，是各國(guó)的寶貴財(cái)富，都有值得借鑒的內(nèi)涵。讓中國(guó)員工了解和學(xué)習(xí)外國(guó)文化的同時(shí)，中國(guó)一冶更重視外國(guó)員工了解中國(guó)文化，增加他們對(duì)中國(guó)企業(yè)的認(rèn)可度和認(rèn)同感，同時(shí)培養(yǎng)他們的主人翁意識(shí)。

2017年2月，公司首次邀請(qǐng)5位優(yōu)秀外籍員工代表，來(lái)武漢參加一冶總部年度表彰大會(huì)。這是他們?nèi)松幸淮螌氋F經(jīng)歷，在總部大會(huì)接受表彰獎(jiǎng)勵(lì)，無(wú)不感到興奮和自豪。他們第一次漫步壯麗武漢江灘，登上中國(guó)三大名樓之一的黃鶴樓，覽武漢三鎮(zhèn)美景，扼腕驚嘆奔騰東逝的萬(wàn)里長(zhǎng)江，滿目春光，心曠神怡。他們親歷世界聞名的武漢東湖綠道，放飛共享單車，盡覽“東方芝加哥”的湖光山色。游歷于多元文化交融的漢街，看一場(chǎng)由外國(guó)專家主導(dǎo)的漢秀表演，他們讀懂了武漢國(guó)際化發(fā)展取向，讀懂了中國(guó)的文化包容。

每年春節(jié)和元宵節(jié)，留守海外的中國(guó)職工，會(huì)邀請(qǐng)外籍員工吃年飯、包餃子、看春晚、猜燈謎、品元宵、微信搶紅包，歡聚一堂。

中國(guó)一冶是中國(guó)工業(yè)版畫的搖籃和常春藤。用版畫的藝術(shù)形式呈現(xiàn)出鋼鐵結(jié)構(gòu)和工業(yè)力量的美，這種獨(dú)特的一冶文化浸染著外籍員工。2018年1月底，4 名外籍員工代表和2 名津巴布韋實(shí)習(xí)生來(lái)武漢參觀、學(xué)習(xí)中國(guó)一冶版畫，他們驚嘆一冶深厚的文化底蘊(yùn)。

2016年，一冶海外公司首創(chuàng)“中外青年俱樂部”，促動(dòng)青年文化相通。公司策劃以“初心或匠心”為主題的英文演講比賽，40 多名中外青年同臺(tái)抒懷，暢談成長(zhǎng)經(jīng)歷和感悟，視頻在馬來(lái)西亞、柬埔寨、巴基斯坦、孟加拉、印度等7 個(gè)國(guó)家直播，實(shí)現(xiàn)了不同語(yǔ)言和文化互相接納。

Heartwarming with Cultural Integration

The cultures of all countries in the world shall learn from each other in the course of their development,and cultural integration is a result of such development.Being aware that all cultures are equally valuable,CFMCC attaches great importance to helping its Chinese staff understand foreign cultures,while helping the foreign employees get familiar with Chinese culture so as to increase their commitment and loyalty and develop their sense of belonging to the company.

In February of 2017,for the first time,five representatives of outstanding foreign employees were invited to attend the annual commendation conference at the CFMCC headquarters in Wuhan.These employees said that it was a valuable experience in their lives,and that they were excited and proud to accept their awards.Later,they strolled along the beautiful river bank of Wuhan,visited the Yellow Crane Tower,one of the three most famous towers in China,enjoyed the breathtaking views in the three towns of Wuhan,and marveled at the mighty Yangtze River rushing eastward.They also visited the world-famous Wuhan East Lake Greenway,rode the bicycles,and viewed the scenes of “The Chicago of the East.” Traveling through the multicultural Han Street and watching an exceptional performance directed by foreign artists,they understood Wuhan’s international flavor and China’s spirit of cultural inclusiveness.

Every year when the Spring Festival and the Lantern Festival came,the Chinese staff would invite their foreign colleagues to celebrate the festival together by having a dinner,making dumplings,watching a Spring Gala,figuring out the lantern riddles,eating rice glue balls,and giving red envelopes.

CFMCC was the birthplace of Chinese industrial engraving art,which has been part of the company’s long-kept tradition.This unique art form presents the beauty of steel structures and industrial strength,and provides a channel for foreign employees to understand the company culture.At the end of January 2018,when four foreign employees and two Zimbabwean interns came to Wuhan to visit and study CFMCC’s industrial engraving art,they were amazed at the company’s profound cultural heritage.

In 2016,CFMCC Overseas established its first “Chinese and Foreign Youth Club” to promote cultural exchange among young people.The company planned an English speech contest with the theme of “Original Intention or Ingenuity,” when more than 40 Chinese and foreign youths expressed their viewpoints and talked about their experiences and feelings in their growth on the same stage.The contest was broadcast live in 7 countries including Malaysia,Cambodia,Pakistan,Bangladesh,and India,marking mutual integration between different cultures.

一冶印度中國(guó)智能手機(jī)制造中心項(xiàng)目團(tuán)隊(duì)，固定每天下午4 點(diǎn)設(shè)立“下午茶時(shí)間”，搭建中印“一綠一紅”茶文化媒介。雙方邊喝茶、邊交流，輕松談笑中補(bǔ)齊短板，可謂“小飲一杯茶，助益大項(xiàng)目”。中國(guó)一冶建設(shè)的OPPO 印度制造中心一期工程榮獲了2019年度中國(guó)建設(shè)工程魯班獎(jiǎng)殊榮。

“一帶一路”國(guó)家建設(shè)具備兩大空前紅利：一是促進(jìn)沿線和相關(guān)國(guó)家公共設(shè)施建設(shè)，獲得經(jīng)濟(jì)和社會(huì)效益；二是緩解甚至有效解決長(zhǎng)期困擾這些國(guó)家的就業(yè)壓力，顯著改善民生。中國(guó)一冶在創(chuàng)造兩大“紅利”方面，有獨(dú)創(chuàng)之道——堅(jiān)持不搶所在國(guó)民眾飯碗。

During the construction of the OPPO India Manufacturing Center Project,workers from CFMCC had a “Tea Time” every day at 4:00 pm when green and black tea became a cultural medium of intercourse between them.While drinking tea and exchanging ideas,employees from both countries often came up with new ideas for improvement in relaxed conversations.Thus,a small cup of tea had become a big help for the project.Later,the first phase of the OPPO India Manufacturing Center Project,built by CFMCC,won the 2019 China Construction Engineering Luban Award.

All the overseas branches of CFMCC emphasize cultural integration and maintain that it is necessary to unite minds from different cultures.Regardless of race or religion,they treat Chinese and foreign employees fairly.Foreign employees appreciate the fact that CFMCC holds no prejudice,pays on time,and shares its honor with all staff members.Every year,the foreign employees strive to be “excellent foreign employees,” an honor offers them a greater “sense of belonging” and inspires their enthusiasm and creativity in their work.

Sharing Common Interests

It is CFMCC’s “engineering philosophy” that the project country’s interest goes first and CFMCC’s profit comes later.

There are two major unprecedented dividends for the countries to join the Belt and Road Initiative.First,it can promote the construction of public facilities along the route and in the countries concerned,thus achieving related economic and social benefits; second,it can alleviate or even eliminate the employment pressure which might have long worried those countries and significantly improve the living standard of the local people.CFMCC has its special way of creating these “dividends,” that is,the company insists on hiring and training the people in the host countries.

Wang Zhong,a veteran employee,recalled that when the company undertook India’s 2.2 million ton electric steel project,more than 1,600 workers were sent out from China,which stirred up doubt in India.As the project moved on,however,the company sent the Chinese staff back home in a short time,and increased the numbers of local employment.Nowadays,Indian employees account for more than 80% of all Indian projects of CFMCC,and Chinese personnel are mainly responsible for technical guidance and management.On its solar power plant project in Pakistan,the initial employment ratio of Chinese to Pakistani was only 1:4; and when the quality stabilized,the company further reduced the number of Chinese employees and hired more Pakistani workers.

老員工王忠回顧說(shuō)，早先承接印度220 萬(wàn)噸電鋼項(xiàng)目時(shí)，從國(guó)內(nèi)派出去浩浩蕩蕩1600 多名工人，引起印度上下?lián)鷳n。項(xiàng)目順利推進(jìn)后，公司迅速回撤中國(guó)員工，同時(shí)成倍擴(kuò)增印度員工。如今中國(guó)一冶所有印度項(xiàng)目中，印度員工占80%以上，中方人員主要負(fù)責(zé)技術(shù)指導(dǎo)和管理等職責(zé)。巴基斯坦光伏項(xiàng)目，初期中巴作業(yè)人員以1:4 比例組合施工，隨著質(zhì)量進(jìn)度穩(wěn)定后，公司再調(diào)整巴方員工占比，進(jìn)一步縮小中國(guó)員工人數(shù)。

政策向有特長(zhǎng)的外籍人員傾斜。巴基斯坦人阿里在一冶巴基斯坦分公司DHA 項(xiàng)目部工作期間，成績(jī)優(yōu)異。2018年9月，阿里被東北林業(yè)大學(xué)機(jī)械電氣工程專業(yè)錄取讀博，一冶保留其職位，等他學(xué)成歸來(lái)。2016年5月，一冶到西安對(duì)6 個(gè)國(guó)家68 名外籍留學(xué)生面試，挑選了18 名學(xué)子到武漢總部機(jī)關(guān)實(shí)習(xí)，并最終錄用9 人，大部分已到一冶境外公司工作。

中國(guó)一冶堅(jiān)持“授人以漁”的理念，盡可能多培育外籍員工，把工地辦成學(xué)校，讓專家和技術(shù)人員結(jié)合施工經(jīng)驗(yàn)教訓(xùn)，總計(jì)給近萬(wàn)人次外籍員工講解、點(diǎn)評(píng)，上課圖文并茂，通俗易懂，全面提升他們的技藝、理論與綜合素質(zhì)。

中國(guó)一冶推進(jìn)海外項(xiàng)目堅(jiān)持成他國(guó)之美換己之美。一冶承建的柬埔寨宏偉瑰麗的東盟國(guó)際會(huì)議中心，為該國(guó)2022年承辦東盟國(guó)際會(huì)議增添國(guó)家光彩和民族榮譽(yù)感。項(xiàng)目設(shè)計(jì)、施工和質(zhì)量成為柬埔寨之美的標(biāo)桿項(xiàng)目，換來(lái)了承建該國(guó)昊利酒店公寓等項(xiàng)目。

中國(guó)一冶“不求近功，不安小就”，著眼長(zhǎng)遠(yuǎn)規(guī)劃。印尼100 萬(wàn)噸高碳鋼冶煉、50 萬(wàn)噸鎳鐵及其2×65MW 發(fā)電燒結(jié)項(xiàng)目，是歷史性工程，為印尼注入強(qiáng)大經(jīng)濟(jì)發(fā)展動(dòng)能。正確的利義兼顧，使公司于2019年獲得承建印尼維達(dá)貝工業(yè)園項(xiàng)目的機(jī)遇，一冶為此成立印尼區(qū)域公司，扎根發(fā)展。

一冶在印度先后執(zhí)行了ISPAT燒結(jié)、冶金板塊ESSAR 高爐等30多個(gè)合同，項(xiàng)目榮獲國(guó)家優(yōu)質(zhì)工程銀獎(jiǎng)、中國(guó)建設(shè)工程魯班獎(jiǎng)等榮譽(yù)。OPPO 印度制造中心項(xiàng)目，成為印度工業(yè)廠房領(lǐng)域樣板工程，為公司2018年拿下印度中電科光伏產(chǎn)業(yè)園一期200 兆瓦項(xiàng)目、印度青山鋼鐵60 萬(wàn)噸冷軋不銹鋼等項(xiàng)目，公司在印度的長(zhǎng)遠(yuǎn)發(fā)展奠定了堅(jiān)實(shí)基礎(chǔ)。

一冶在海外的發(fā)展離不開外腦，毛里塔尼亞的亞爾巴，柬埔寨的倪英金、黃錦珠，巴基斯坦的阿里、扎胡，印度的辛格，埃及的穆斯塔法，孟加拉的哈桑等，都是公司優(yōu)秀外籍員工代表，是公司拓展新項(xiàng)目的紐帶和橋梁。

The company’s policy favors foreign employees with special skills.Mudassar Ali,a Pakistani,has been excellent while working in CFMCC’s DHA project department in Pakistan.In September of 2018,Ali was accepted as a doctoral candidate for mechanical and electrical engineering at Northeast Forestry University (China),and CFMCC retained his position until he returned from his studies.In May of 2016,CFMCC went to Xi’an to interview 68 foreign students from 6 countries,selected 18 to intern at the Wuhan headquarter office,and eventually hired 9,most of whom now work in the company’s overseas branches.

CFMCC adheres to the concept of “teaching a man how to fish rather than just giving him fish,” and trains as many foreign employees as possible—CFMCC even turns construction sites into special schools,where experts and technicians have given lectures to a total of nearly 10,000 foreign employees based on case study and analysis of their own experience as well as mistakes they made in their construction work.As the teaching materials were well illustrated and the classes easy to understand,the foreign employees saw improvements in their skills,knowledge of theories,and overall quality.

Quality-oriented Construction

In its overseas projects,CFMCC sticks to the principle that “selfaccomplishment is based on helping the accomplishments of others.” The magnificent Cambodia ASEAN International Conference Center built by CFMCC is a good example.The Center adds glory and honor to the country,as it will be the site of the ASEAN International Conference in 2022.The design and construction quality of this project set a new standard for Cambodia’s architectural beauty,and the success of the project has earned more contracts for the company,such as the Sihanoukville Haoli Tourism Complex Apartment Building Project in Cambodia.

CFMCC does not pursue immediate interests,and nor is it contented with present achievements.On the contrary,the company focuses on longterm development.In Indonesia,CFMCC’s projects of a 1-millionton high carbon steel smelting plant,a 500,000 ton ferronickel plant,and two 65-MW power plant are all historical and classic,which will inject strong economic development into Indonesia.This proper strategy brought the company a new opportunity to undertake the construction of Indonesia Weda Bay Industrial Park in 2019.For it,the CFMCC established its Indonesian branch to guarantee the quality.

CFMCC has implemented more than 30 projects in India,such as ISPAT sintering,and ESSAR blast furnace in the metallurgical sector.These projects have won the silver award of National Quality Engineering,the China Construction Engineering Luban Award,and other honors.The OPPO India Manufacturing Center Project has become a model project in the field of industrial plants in India.The successful projects have made it possible for CFMCC to win bids for more Indian projects in 2018,including the 200-MW first-phase project of CETC PV industrial park,and the 600,000-ton cold-rolled stainless steel project of Tsingshan Group (India).A solid foundation has been laid for the company’s long-term development in India.
