摘要:經(jīng)場(chǎng)地調(diào)查和人體健康評(píng)估表明上海市某工業(yè)地塊受鉛砷復(fù)合污染,污染物濃度超過了人體健康風(fēng)險(xiǎn)可接受水平需要修復(fù),修復(fù)技術(shù)采用原地異位穩(wěn)定化技術(shù),修復(fù)藥劑為磷酸鹽/亞鐵鹽復(fù)配粘土礦物穩(wěn)定劑,實(shí)際修復(fù)方量為2 710 m3,依據(jù)《污染地塊風(fēng)險(xiǎn)管控與土壤修復(fù)效果評(píng)估技術(shù)導(dǎo)則》(HJ 25.5-2018)對(duì)整個(gè)修復(fù)過程進(jìn)行評(píng)估、現(xiàn)場(chǎng)采樣監(jiān)測(cè),土壤監(jiān)測(cè)結(jié)果符合評(píng)價(jià)標(biāo)準(zhǔn),修復(fù)工程效果評(píng)估合格。

Remediation effectiveness evaluation of heavy metal lead and arsenic in soil for a contaminated site in Shanghai

Abstract:An industrial site in Shanghai was contaminated with lead and arsenic and the concentrations of contaminants showed to exceed acceptable levels of human health risk by environmental site investigation and human health risk assessment.Ex-situ solidification/stabilization technology was adopted to repair the contaminated soil,phosphate/ferrous salt compound clay mineral stabilizer was used as a remediation agent.The actual amount of repair of this project was 2 710 m3.The remediation process was evaluated and monitored according to the technical guidelines for risk control and soil remediation effect assessment of contaminated plots (HJ 25.5-2018).The test results conform to the remediation target value, the practice indicates the contaminated soil remediation has good effect and reaches the remediation goals.

依據(jù)上海市滬環(huán)保防〔2014〕188號(hào)的相關(guān)規(guī)定[1],按照“誰污染、誰治理”的原則,原土地用途為工業(yè)用地的場(chǎng)地再開發(fā)利用為經(jīng)營(yíng)性用地,應(yīng)按照規(guī)定進(jìn)行土壤和地下水環(huán)境調(diào)查和評(píng)估,經(jīng)認(rèn)定存在污染并且需要治理修復(fù)的,場(chǎng)地責(zé)任方應(yīng)承擔(dān)土壤或地下水環(huán)境修復(fù)的責(zé)任和費(fèi)用,將污染場(chǎng)地治理修復(fù)達(dá)到環(huán)保要求,方可進(jìn)行再開發(fā)利用。
1 場(chǎng)地概況
本場(chǎng)地位于上海市城區(qū),歷史為工業(yè)用地,存在金屬制品加工廠、機(jī)械加工廠、設(shè)備生產(chǎn)廠,場(chǎng)地規(guī)劃用作商業(yè)用地,屬于《土壤環(huán)境質(zhì)量 建設(shè)用地土壤污染風(fēng)險(xiǎn)管控標(biāo)準(zhǔn)(試行)》(GB 36600-2018)中劃分的第一類用地,場(chǎng)地總面積10 000 m2,污染區(qū)域面積為830 m2。
1.1 地塊調(diào)查階段結(jié)論
1.1.1 地塊調(diào)查主要結(jié)論
前期地塊調(diào)查階段所得場(chǎng)地內(nèi)四個(gè)點(diǎn)位土壤重金屬鉛濃度、砷濃度超過(GB 36600-2018)第一類用地篩選值,砷濃度范圍:21.6~38.3 mg/kg,鉛濃度范圍525~1 460mg/kg。
1.1.2 土壤人體健康評(píng)估主要結(jié)論
依據(jù)HJ 25.5-2018對(duì)地塊關(guān)注污染物鉛、砷進(jìn)行人體暴露健康風(fēng)險(xiǎn)評(píng)估。地塊上超標(biāo)點(diǎn)位鉛、砷均超風(fēng)險(xiǎn),經(jīng)計(jì)算土壤中超風(fēng)險(xiǎn)污染物風(fēng)險(xiǎn)控制值為:砷20 mg/kg、鉛400 mg/kg。
1.2 土壤修復(fù)方案
1.2.1 修復(fù)范圍與理論修復(fù)工程量
場(chǎng)地內(nèi)受鉛、砷污染區(qū)域的面積為830 m2,按照0~2.9 m的不同深度分成兩個(gè)區(qū)域。理論修復(fù)工程量見表1。
1.2.2 修復(fù)目標(biāo)值
清挖后基坑清理值采用GB 36600-2018中第一類用地篩選值;穩(wěn)定化修復(fù)后土壤依據(jù)規(guī)范,采用硫酸硝酸混合配制的浸提劑,浸出液濃度滿足《地下水質(zhì)量標(biāo)準(zhǔn)》(GB/T 14848-2017) IV類標(biāo)準(zhǔn)限值。
1.2.3 修復(fù)技術(shù)路線
本項(xiàng)目土壤鉛、砷采用原地異位穩(wěn)定化技術(shù)進(jìn)行修復(fù),污染土壤經(jīng)過挖掘,短駁至本場(chǎng)地土壤暫存處,加入修復(fù)藥劑后利用挖機(jī)對(duì)其進(jìn)行篩分破碎等預(yù)處理;利用機(jī)械和人工結(jié)合方式布撒設(shè)計(jì)比例的修復(fù)藥劑,利用挖機(jī)進(jìn)行混合攪拌并霧炮噴水調(diào)節(jié)濕度,藥劑混合完成的土壤養(yǎng)護(hù)7天完成修復(fù)。
