● 2019外國領(lǐng)事館新春工作聯(lián)誼會(huì)在渝舉行

1月31日，由重慶市人民政府外事辦公室、渝中區(qū)人民政府共同舉辦的“相約重慶·合作共贏——2019外國領(lǐng)事館新春工作聯(lián)誼會(huì)”在渝舉行。匈牙利、英國、日本、加拿大、意大利、菲律賓、荷蘭、埃塞俄比亞、丹麥、柬埔寨、波蘭、法國、瑞士、德國、以色列、奧地利、新加坡、澳大利亞等18國駐渝蓉領(lǐng)事官員及家屬、工作人員，部分在渝外國機(jī)構(gòu)、企業(yè)負(fù)責(zé)人約260人出席了聯(lián)誼會(huì)。

市政協(xié)副主席張玲、市政府外辦主任李謙、渝中區(qū)委書記黃玉林出席并致辭，市教委、市商務(wù)委、市公安局出入境管理局、市文化旅游委等單位有關(guān)負(fù)責(zé)人參加活動(dòng)。

聯(lián)誼會(huì)上，匈牙利駐重慶總領(lǐng)事羅瀾、波蘭駐成都總領(lǐng)事卡夏，分別作為各國駐渝蓉領(lǐng)事機(jī)構(gòu)官員代表致辭，各自總結(jié)了2018年與重慶的交流合作情況，并對(duì)新的一年表達(dá)了美好祝愿。聯(lián)誼活動(dòng)中，多國領(lǐng)事機(jī)構(gòu)以及重慶有關(guān)單位獻(xiàn)上了精彩紛呈的文藝節(jié)目。

● 李謙會(huì)見東盟國家駐華部分使節(jié)、駐渝蓉總領(lǐng)事和國際組織代表

1月8日，市政府外辦主任李謙會(huì)見了來渝出席共建“陸海新通道”主題對(duì)話會(huì)的東盟國家駐華部分使節(jié)、駐渝蓉總領(lǐng)事和國際組織代表，包括泰國駐華大使畢力亞·針蓬、越南駐華公使銜參贊阮得成、中國——東盟中心秘書長陳德海，以及柬埔寨駐重慶總領(lǐng)事馬瓦納、菲律賓駐重慶總領(lǐng)事睿克山、泰國駐成都總領(lǐng)事吳威德等一行12人。

李謙介紹了重慶市經(jīng)濟(jì)社會(huì)發(fā)展以及“陸海新通道”建設(shè)情況，希望東盟國家積極參與共建“陸海新通道”，共享“陸海新通道”成果，推動(dòng)通道進(jìn)入高質(zhì)量發(fā)展，深化中國——東盟命運(yùn)共同體建設(shè)。

各位使節(jié)、駐渝蓉總領(lǐng)事和代表表示，“陸海新通道”建設(shè)為加強(qiáng)東盟與中國及重慶的交流合作搭建了新平臺(tái)，希望進(jìn)一步加強(qiáng)合作，推動(dòng)?xùn)|盟與重慶的全方位合作交流。

● 俄羅斯阿爾希波夫基金主席阿爾希波夫·伊萬訪渝

1月9日，市政府外辦主任李謙在市外事大樓會(huì)見俄羅斯阿爾希波夫基金會(huì)主席阿爾希波夫·伊萬一行。

俄羅斯是重慶在東歐地區(qū)的重要經(jīng)貿(mào)人文合作伙伴，今年是中俄建交70周年，同時(shí)也是中俄地方合作交流年。李謙表示，希望俄羅斯阿爾西波夫基金會(huì)不斷加強(qiáng)與重慶中俄經(jīng)濟(jì)文化交流促進(jìn)會(huì)的友好合作，充分發(fā)揮雙方民間交往渠道作用，共同規(guī)劃有關(guān)交流項(xiàng)目，協(xié)力推動(dòng)兩地經(jīng)濟(jì)文化交流。

阿爾希波夫·伊萬表示，重慶是一座美麗而富有特質(zhì)的城市，首次訪渝令人印象深刻。阿爾西波夫基金會(huì)將發(fā)揮自身優(yōu)勢，不斷深化與重慶中俄經(jīng)濟(jì)文化交流促進(jìn)會(huì)的友好合作，積極探討推動(dòng)雙方共同感興趣的有關(guān)經(jīng)貿(mào)人文交流合作項(xiàng)目，為促進(jìn)中俄兩國及重慶與俄羅斯的友好交往貢獻(xiàn)力量。

● 丹麥2019年新年招待會(huì)在渝舉行

1月21日，丹麥駐重慶總領(lǐng)館在重慶舉行2019年新年招待會(huì)，市政府外辦主任李謙應(yīng)邀出席活動(dòng)并致辭。

在招待會(huì)前，李謙與丹麥駐重慶總領(lǐng)事樂慕勝進(jìn)行了親切交流，就進(jìn)一步推動(dòng)重慶和丹麥在各領(lǐng)域交流與合作交換了意見。

招待會(huì)上，樂慕勝向市政府外辦，以及相關(guān)部門對(duì)丹麥駐重慶總領(lǐng)事館工作的大力支持表示誠摯的謝意，期待2019年丹麥和重慶各領(lǐng)域的交流與合作更上新臺(tái)階。

李謙在致辭中表示，丹麥?zhǔn)峭捴l(xiāng)、故事之國，是重慶對(duì)歐交往的重要國家之一。近年來，重慶與丹麥兩地經(jīng)貿(mào)聯(lián)系愈發(fā)緊密，各領(lǐng)域合作不斷深化，人文交流蓬勃發(fā)展。希望雙方進(jìn)一步加強(qiáng)聯(lián)系，推動(dòng)丹麥與重慶全方位交流與合作。

● 王雯與加拿大駐重慶總領(lǐng)事戴杰豪舉行工作會(huì)談

1月24日，市政府外辦副主任王雯與加拿大駐重慶總領(lǐng)事戴杰豪舉行工作會(huì)談。雙方就2019年重慶與加拿大計(jì)劃開展合作的領(lǐng)域和項(xiàng)目進(jìn)行了謀劃，探討了重慶與安大略省、多倫多市等省市開展友好交往的計(jì)劃。

王雯希望加拿大駐重慶總領(lǐng)館繼續(xù)發(fā)揮橋梁紐帶作用，推動(dòng)加拿大相關(guān)地方、企業(yè)、機(jī)構(gòu)代表參加我市“智博會(huì)”“西洽會(huì)”“友城圓桌會(huì)”“文博會(huì)”等大型國際交流活動(dòng)，促進(jìn)渝加雙方相關(guān)領(lǐng)域的交流與務(wù)實(shí)合作。

戴杰豪表示，加拿大駐重慶總領(lǐng)館將與重慶市政府外辦加強(qiáng)聯(lián)系，共同努力，促進(jìn)渝加雙邊溝通順暢，增進(jìn)相互了解，著重加強(qiáng)在經(jīng)貿(mào)、文化和友城交往方面的合作。

● 市外服處組織個(gè)稅新政專項(xiàng)培訓(xùn)會(huì)

為有效推進(jìn)個(gè)稅新政落實(shí)，幫助各外國駐渝機(jī)構(gòu)雇員做好個(gè)稅專項(xiàng)附加扣除的申報(bào)工作，切實(shí)享受到國家政策紅利，1月10日，重慶市外國機(jī)構(gòu)服務(wù)處聯(lián)合渝中區(qū)稅務(wù)局組織各外國駐渝機(jī)構(gòu)雇員進(jìn)行個(gè)稅新政專項(xiàng)培訓(xùn)。

本次培訓(xùn)圍繞修改后的《中華人民共和國個(gè)人所得稅法》，以“六項(xiàng)專項(xiàng)附加扣除和扣繳申報(bào)操作指引”為主題，就個(gè)稅新政主要調(diào)整內(nèi)容、專項(xiàng)附加扣除辦理途徑、享受條件及標(biāo)準(zhǔn)方式等內(nèi)容為重點(diǎn)，結(jié)合實(shí)例、深入淺出地進(jìn)行了政策解讀，并對(duì)“個(gè)人所得稅”手機(jī)客戶端的使用進(jìn)行了詳細(xì)說明。

● 英國外交部志奮領(lǐng)學(xué)者和重慶媒體春節(jié)聯(lián)誼酒會(huì)在渝舉行

1月18日，英國駐重慶總領(lǐng)館在重慶威斯汀酒店舉行“英國外交部志奮領(lǐng)學(xué)者和重慶媒體春節(jié)聯(lián)誼酒會(huì)”。學(xué)成歸來的志奮領(lǐng)學(xué)者和重慶的媒體朋友共聚于此，共慶新春美好時(shí)光，共話新年美好未來。

英國駐重慶總領(lǐng)事艾佩詩在致辭中說：“感謝媒體朋友們在過去一年里，對(duì)領(lǐng)館工作的關(guān)注與支持。英國志奮領(lǐng)獎(jiǎng)學(xué)金是英國外交部旗艦獎(jiǎng)學(xué)金項(xiàng)目，全額資助來自各行各業(yè)的未來青年領(lǐng)袖在英國進(jìn)修一年制碩士學(xué)位。我希望，未來更多的有志青年成為志奮領(lǐng)大家庭的一員，通過這個(gè)項(xiàng)目，讓更多的人擁有引領(lǐng)創(chuàng)新的能力?！?/p>

The 2019 Spring Festival Gala with Foreign Consulates General Held in Chongqing

On January 31, 2019, the “Meet in Chongqing for Win-Win Cooperation—The 2019 Spring Festival Gala with Foreign Consulates General” jointly held by the Foreign Affairs Office of the Chongqing Municipal People’s Government and the Yuzhong District People’s Government was present in Chongqing.About 260 foreign institutions’ workers and business leaders in Chongqing, consular officers and their families, staff in Chongqing and Chengdu from 18 countries including Hungary, Britain, Japan,Canada, Italy, Philippines, Netherlands, Ethiopia, Denmark,Cambodia, Poland, France, Switzerland, Germany, Israel, Austria,Singapore, Australia attended the event.

Zhang Ling, vice Chairman of the Municipal Political Consultative Conference of Chongqing, Li Qian, Director of the Foreign Affairs Office of the Municipal Government, and Huang Yulin, secretary of the Yuzhong District Party Committee attended the event and delivered speeches. The relevant officials of the Municipal Education Commission, the Municipal Commerce Commission, the Municipal Public Security Bureau Exit-Entry Administration, and the Municipal Cultural Tourism Commission were all in attendance.

At the gala, Mr. Dióssi Lóránd, Consul General of Hungary in Chongqing, and Katarzyna Wilkowiecka, Consul General of Poland in Chengdu, respectively delivered speeches as representatives of the official consular agencies in China, and summarized the exchanges and cooperation with Chongqing in 2018, and further expressed their best wishes for the new year.During the activities, many consular agencies and relevant units and institutions in Chongqing delivered wonderful performances.

Li Qian Met with Envoys of ASEAN Countries in China, Consul Generals in Chengdu and Chongqing and Representatives of International Organizations

Li Qian, Director of the Foreign Affairs Office of the Municipal Government, met with 12 diplomatic envoys from ASEAN countries, Consul Generals in Chengdu and Chongqing as well as representatives of international organizations, who all came to Chongqing for the dialogue on building the “New International Land-Sea Trade Corridor” on January 8. Mr. Piriya Khempon,Thai ambassador to China, Ruan Decheng, Minister of the Vietnamese Embassy in China, Chen Dehai, Secretary-General of the China-ASEAN Center, Mahana, Cambodian Consul General in Chongqing, Crescente R. Relacion, Consul General of the Philippines in Chongqing, and Consul General of Thailand in Chengdu Vithit Powattanasuk were present.

Li Qian introduced the economic and social development of Chongqing and the construction of the New International Land-Sea Trade Corridor. He hoped that ASEAN countries would actively participate in the construction of the corridor,share the achievements it would offer, promote a high-quality development, and deepen the construction of the China-ASEAN community of shared future.

The envoys, delegations and consuls in Chengdu and Chongqing said that the New International Land-Sea Trade Corridor has established a new platform for strengthening exchanges and cooperation between ASEAN and China as well as Chongqing. It is expected that further cooperation will be strengthened and all-round cooperation and exchanges between ASEAN and Chongqing will be promoted.

Arkhipov Ivan, President of Russia’s Arkhipov Fund, Visited Chongqing

Li Qian, Director of the Foreign Affairs Office of the Municipal Government, met with President of Russia’s Arkhipov Fund Arkhipov Ivan and his party at the Foreign Affairs Building of the Municipal Government on January 9.

Russia serves as an important economic and trade partner of Chongqing in Eastern Europe. This year marks the 70th anniversary of the establishment of diplomatic relations between China and Russia, and it is also the year of Sino-Russian local cooperation and exchanges. Li Qian hoped that the Russia’s Arkhipov Fund will continue to strengthen friendly cooperation with the China-Russia Economic and Cultural Exchange Promotion Association in Chongqing, give full play to the role of the non-governmental exchange channels, jointly plan relevant exchange projects, and work together to promote economic and cultural exchanges of both sides.

Arkhipov Ivan said that Chongqing is a beautiful and unique city, which made his first visit impressive. The Arkhipov Fund will give full play to its advantages, continuously deepen the friendly cooperation with the China-Russia Economic and Cultural Exchange Promotion Association in Chongqing, and actively explore and promote the exchanges of economic, trade culture that are of mutual interests to promote China and Russia as well as Chongqing.

The Danish 2019 New Year Reception Held in Chongqing

On January 21, Chongqing saw the 2019 New Year reception held by the Danish Consulate General in Chongqing. Li Qian, Director of the Foreign Affairs Office of the Municipal Government, was invited to attend the event and delivered a speech.

Before the reception, Li Qian had a cordial exchange with Le Musheng, Danish Consul General in Chongqing, and exchanged views on dialogues and cooperation between Chongqing and Denmark in various fields.

At the reception, Le Musheng expressed sincere gratitude to the Foreign Affairs Office of the Municipal Government and relevant departments for their support of the Danish Consulate General in Chongqing, and he expected for a new level of exchange and cooperation in various fields between Denmark and Chongqing in 2019.

In his speech, Li Qian said that Denmark is the hometown of fairy tales and the country of stories. It is one of the important countries for Chongqing to exchange with Europe. In recent years, the economic and trade ties between Chongqing and Denmark have become closer and closer, cooperation in various fields has continued to deepen,and cultural exchanges have flourished. It is hoped that the two sides will further strengthen contacts and promote all-round exchanges and cooperation between Denmark and Chongqing.

Wang Wen Had a Working Meeting with Jeff David,Canadian Consul General in Chongqing

Wang Wen, deputy director of the Foreign Affairs Office of the Municipal Government, had a working meeting with Jeff David, Consul General of Canada in Chongqing on January 24. The two sides planned the areas and projects for cooperation between Chongqing and Canada in 2019, and discussed plans for friendly exchanges between Chongqing and Ontario, Toronto and other provinces and cities.

Wang Wen hoped that the Canadian Consulate would continue to play a role as a bridge to promote the participation of relevant local, business, and institutional representatives from Canada in major international exchange activities such as the “Smart China Expo”, “Western China International Fair for Investment and Trade”, “Friend City Roundtable” and“International Cultural Industry Fair”. In this way, exchanges and pragmatic cooperation in related fields between the two sides can be strengthened.

Jeff David said that the Canadian Consulate will strengthen ties with the Chongqing Municipal Foreign Affairs Office and work together to promote smooth bilateral communication, enhance mutual understanding, and focus on strengthening cooperation in trade, culture and friendship.

The Chongqing Foreign Agency Service Department Organized a Special Training on New Individual Income Tax Policy

In order to promote the effective implementation of the new tax policy, help foreign employees in institutions in Chongqing to apply for a special additional tax deduction and truly enjoy the national policy dividend. On January 10,the Chongqing Foreign Agency Service Department and the Yuzhong District Taxation Bureau organized foreign employees in institutions of Chongqing to conduct special training on new individual income tax policy.

With the theme of “Six Operational Guidelines for Special Additional Deductions and Deductions Declaration”,This training focused on the revisedIndividual Income Tax Law of the People’s Republic of China,the main contents that have been reversed of the new taxation policy, the methods, conditions and standard for dealing with special additional deduction. The policy interpretation have been carried out in combination with examples and in-depth explanation, and how to use the “individual income tax” App has been described in detail.

The Spring Festival Friendship Reception for Chevening Scholars of British Foreign Ministry and Chongqing Media Held in Chongqing

On January 18, British Consulate General in Chongqing held the “Spring Festival Friendship Reception for Chevening Scholars of British Foreign Ministry and Chongqing Media” at the Westin of Chongqing. The scholars who came back from overseas study and media friends in Chongqing gathered there to celebrate the New Year and talk about the bright future.

In her speech, Cecille Elbelebidl, British Consul General in Chongqing said: “Thanks to the friends from the media for their concern and support for the work of the consulate in the past year. The British Chevening Scholarship is the flagship scholarship program of British Foreign Ministry, with full funding from all walks of life. Future young leaders from all industries are pursuing a one-year master’s degree in the UK. I hope that more ambitious young people in the future will become part of the family of Chevening Scholars, and through this project,more people will have the ability to lead innovation.”
