“一國(guó)兩制”

“一國(guó)兩制”，即“一個(gè)國(guó)家，兩種制度”，是中國(guó)政府為實(shí)現(xiàn)國(guó)家和平統(tǒng)一而提出的基本國(guó)策。“一國(guó)兩制”的基本內(nèi)容是：在一個(gè)中國(guó)的前提下，國(guó)家的主體堅(jiān)持社會(huì)主義制度；香港、澳門(mén)、臺(tái)灣是中華人民共和國(guó)不可分割的部分，它們作為特別行政區(qū)保持原有的資本主義制度長(zhǎng)期不變。在國(guó)際上代表中國(guó)的，只能是中華人民共和國(guó)?！耙粐?guó)兩制”是中國(guó)的一個(gè)偉大創(chuàng)舉，是中華民族為世界和平與發(fā)展做出的新貢獻(xiàn)。按照“一國(guó)兩制”方針，中國(guó)政府先后于1997年和1999年對(duì)香港和澳門(mén)恢復(fù)行使主權(quán)。香港、澳門(mén)回歸祖國(guó)以來(lái)，“一國(guó)兩制”實(shí)踐取得舉世公認(rèn)的成功。事實(shí)證明，“一國(guó)兩制”是解決歷史遺留的香港、澳門(mén)問(wèn)題的最佳方案，也是香港、澳門(mén)回歸后保持長(zhǎng)期繁榮穩(wěn)定的最佳制度。繼續(xù)推進(jìn)“一國(guó)兩制”事業(yè)，是中央政府、特別行政區(qū)政府和包括港澳同胞在內(nèi)的全國(guó)各族人民的共同使命。中央貫徹“一國(guó)兩制”方針堅(jiān)持兩點(diǎn)：一是堅(jiān)定不移，不會(huì)變、不動(dòng)搖；二是全面準(zhǔn)確，確?！耙粐?guó)兩制”在港澳的實(shí)踐不走樣、不變形，始終沿著正確方向前進(jìn)。當(dāng)然，作為一項(xiàng)前無(wú)古人的開(kāi)創(chuàng)性事業(yè)，“一國(guó)兩制”的實(shí)踐不會(huì)一帆風(fēng)順，需要在實(shí)踐中不斷探索。

‘ONE COUNTRY, TWO SYSTEMS’

“One Country, Two Systems” is a basic national policy devised by the Chinese government for realizing peaceful reunification of the country.Under the “One Country, Two Systems” framework, there is but one China, and Hong Kong, Macao and Taiwan are inseparable parts of the People's Republic of China, but they will retain their existing capitalist system for a prolonged period of time as special administrative regions, while the rest of China implements a socialist system.Internationally, however, the PRC alone represents China.The “One Country, Two Systems” formula is a remarkable Chinese invention and an important contribution that China has made to world peace and development.

In line with this policy the Chinese government resumed its exercise of sovereignty over Hong Kong in 1997 and Macao in 1999.It has been a widely acknowledged success since the return of Hong Kong and Macao to China, proved to be the best possible solution to the issues of Hong Kong and Macao - issues left over from history, and credited for sustained prosperity and stability there.

It is a shared mission of the central government, the administrations of the two special administrative regions and the Chinese people including the people of Hong Kong and Macao to continue implementing the “One Country, Two Systems” model.The central government follows two principles in this regard.First, it remains committed to this model and will never change or waver on its position.Second, the model must be implemented exactly as it was originally agreed upon without any distortion.Unprecedented in history, this groundbreaking endeavor will not be smooth sailing, and there will be much to learn along the way.
