Chinese wisdom builds new international relations with a focus on win-win cooperation

At present, the international community is facing great changes, great reforms and great adjustments. The international order is evolving at an increasing speed. Countries face important opportunities, among them a declining risk of confrontation among major powers, a rapid progress of science and technology,and the development of regional cooperation. At the same time, global challenges including terrorism, climate change, as well as energy and resource security are increasing as well. International cooperation faces both major opportunities and many serious challenges. Chinese spirit, concept and approach are serving as guide for other countries to raise their goals of domestic and global governance as well as cooperation to the same level of peace and development, and help them promote the values of peace, openness and inclusiveness.

CAFTA is expected to be the pilot area of the “The Belt and Road” Initiative and the demonstration area of the community of common destiny.

The initiative of building the 21st century Maritime Silk Road was proposed by President Xi Jinping during his visit in Indonesia in 2013. This initiative andthe initiative of building the Silk Road Economic Belt that proposed by President Xi Jinping during his visit in Central Asia in September 2013 supplement each other. These two initiatives constitute this integrated “The Belt and Road”millennium initiative. The “Belt and Road Forum for International Cooperation”held in Beijing in May 2017 attracted a lot of heads of states and governments of ASEAN. “The Belt and Road” Initiative is the mobilization order that stimulates China’s further opening wider to the outside world, deeply participating in economic globalization and striding towards the center of the international arena; and it is also a Declaration for China’s intention of having interactive development together with peripheral countries and countries along “The Belt and Road” and even the whole world. The Chinese nation and countries in the world,including countries of ASEAN, are striving together in good faith for realizing the magnificent undertaking of “The Belt and Road” Initiative, and they will write a brilliant new chapter for the development of contemporary human society.

A country needs to stand on the shoulders of giants in order to rise as a great power. Europe, where the ancient Silk Road used to end, once governed the world, which grants it a voice in the “connectivity in five areas”, i.e.connectivity of policy, transportation, trade, currency and the heart of the people. Hence, Europe is our ideal partner in implementing the Belt and Road Initiative. Winning the support of Europe has global significance for countries along the Belt and Road all have inextricable connections with the continent.The example of Europe shows that targeted measures should be taken to deal with the risks in regard to the perception of the Belt and Road Initiative and effectively respond to the concerns.

Public diplomacy and the building of China’s national image under the Belt and Road Initiative

The Belt and Road Initiative does not only mark the inevitable trend of China’s opening up, but also the country’s transition from a participant to a shaper of globalization. The article attempts to frame the national image China should create to help the smooth implementation of the initiative so that its identity of an active shaper of the international community would be recognized by countries along the Belt and Road route. It highlights that public diplomacy should focus on the countries along the route, and by this create China’s national image as a place of peace, growth, inclusiveness and as well as being a responsible stakeholder.

An important role in “Mini United Nations” — Children's cultural public diplomacy for “The Belt and Road” Initiative

“The Belt and Road” initiative aims at realizing mutual compensation of advantages and promoting common development on the basis of strengthening the international cooperation and connecting mutual development planning,and it also further puts forward the concept of community of common destiny for all mankind and demonstrates the broad view and good international image of China as a responsible great power to the whole world. The“Five Connections” approach, namely, “Policy Communication, Facilities Connectivity, Unimpeded Trade, Accommodation of Funds and People-topeople Bonds”, that proposed by President Xi Jinping has set the tone for the role to be played by the children's cultural public diplomacy for “The Belt and Road” Initiative. To this end, the author of this paper shares his own thoughtsand experience that accumulated during the long-term career of children’s cultural international communication in the International Board On Books For Young People (IBBY).

The long-expected Belt and Road Forum for International Cooperation was a full success. It was the largest diplomacy event of the People’s Republic of China,and served as a stage to present Chinese culture to the world. After listening to President Xi Jinping’s keynote speech and opening speech, as well as the speech at the welcoming banquet, I could hardly calm down for a long time, and I would like to share my thoughts based on the characteristics of the Academy for International Communication of Chinese Culture.

The Belt and Road Initiative, focusing on investments and the development of trade and infrastructure, inspires Chinese companies to go global, and offers a great opportunity for public diplomacy at the same time. However, there are elements in traditional Chinese entrepreneurs’ “Concept of Rightness and Benefit”that are not in line with the current approach. It is necessary to rethink the “Concept of Rightness and Benefit” in light of the initiative and of the concept of public diplomacy.

Originally a mere initiative, it has made progress in various prospects.After the success of the Belt and Road Forum for International Cooperation in May this year, the development of the initiative will acquire a new momentum.The further development of the initiative requires stronger public support and a more solid social foundation. China and South Korea should seize the window of opportunity under the Belt and Road Initiative

South Korea cannot be ignored in implementing the Belt and Road Initiative because of its geopolitical relevance, economic strength and cultural identity.There is a practical need for South Korea to participate in the initiative. We,however, should pay attention to the weak political mutual trust between China and South Korea. South Korea’s internal and diplomatic difficulties also exert a constraint on the bilateral cooperation in the initiative. China and South Korea should take measures in political, economic and cultural areas in order to generate more remarkable achievements in the initiative.

Women contribute to public diplomacy under the Belt and Road Initiative

With the gradual expansion of public diplomacy under the Belt and RoadInitiative, the number of events addressing topics of women and gender equality has increased. Women from countries along the Belt and Road route have been exchanging views and knowledge with one another. This approach is currently being analyzed for its potential as a best case study. We should pay attention to the following four aspects in order to further promote female public diplomacy:release the potential of women’s advantages regarding personality and ability;increase the number of women participating in public diplomacy at all levels;encourage the exchange and cooperation among women involved in the current events under the Belt and Road Initiative; and respect gender equality in the process of global governance.

The role of sports in public diplomacy under the Belt and Road Initiative

Sports are a powerful tool to connect the people under the Belt and Road Initiative. Consequently, greater communication and integration in regional sports will also be promoted. A greater focus on sports in public diplomacy will help to explore the political, economic and cultural relevance of sports, as well as to spread China’s “positive energy” and to serve China’s overall opening strategy.

The 21st Century Maritime Silk Road and public diplomacy over the South China Sea

At present, the development of the 21st Century Maritime Silk Road is lagging behind in China’s implementation of the Belt and Road Initiative and the call for early results. One of the obstacles is the dispute over the South China Sea. Given this, we should enhance public diplomacy in countries around the South China Sea to better connect the heart of the people, to gradually eliminate the negativeperception of China on the issue in relevant countries and to provide support for the development of the 21st Century Maritime Silk Road.

In recent years, religion has become an increasingly important soft force in the development of international relations. South Asia is a region where multiple religions co-exist in harmony, while there are also differences or even conflicts.The peaceful communication on religion between China and South Asian countries in the era of the ancient Silk Road provides inspiration for the present development of the Belt and Road Initiative. It is a test of the diplomatic wisdom and government capacity of China and the South Asian countries to promote public diplomacy addressing both religious aspects and the peaceful co-existence of different religions, at a time when geopolitics in the countries along the Belt and Road has gone through so many changes.

The advantages and strategies of the China Association for Science and Technology in promoting public diplomacy

EU countries’ evaluation of the Belt and Road Initiative: Analysis based on an ETNC report

Europe, being the intersection of the Silk Road Economic Belt and the 21st Century Maritime Silk Road, is of great value for the implementation of the initiative. Whether China and Europe can deepen their relationship and promote their cooperation through the opportunity presented by the initiative largely depends on their view of the opportunities and challenges of the initiative.According to the latest report published by ETNC, EU countries differ in their views on the initiative, i.e. they may develop an either more active or conservative approach on the initiative. China should listen carefully to the voices from EU countries, carry out targeted public diplomacy activities,eliminate misunderstanding and expand the consensus, in order to create a healthy international public opinion for the initiative.

Comments Analysing the core of public diplomacy to redefine China’s initiative in this aspect

冠心病是一種因動(dòng)脈硬化所引起的常見心血管疾病。經(jīng)臨床證實(shí),高血壓、糖尿病、高血脂癥、肥胖、吸煙、高齡等均為動(dòng)脈硬化的危險(xiǎn)因素[3],但是由于冠心病為多種因素誘發(fā),因此,無法僅根據(jù)危險(xiǎn)因素對(duì)冠心病的發(fā)生進(jìn)行準(zhǔn)確預(yù)測(cè)。根據(jù)相關(guān)臨床提示[4],冠心病的發(fā)生、發(fā)展在一定程度上與機(jī)體脂質(zhì)代謝異常存在密切關(guān)系。因此,我院采用血清膽紅素與尿酸檢驗(yàn)對(duì)冠心病進(jìn)行臨床診斷,具有較高的臨床診斷價(jià)值。

Since China began to carry out public diplomacy, Chinese officials and scholars have been deeply concerned about issues such as “which country should we learn from” or “which path should we follow”. After years of the diplomatic practice to “follow the Western countries as teachers,” the basic strategy of China’s public diplomacy is still not clear enough. In fact, public diplomacy as a diplomatic tool cannot be exclusively dominated by Western countries. We should explore its foundation and find the key to enhance its effectiveness, rather than follow the specific ways of Western countries. Public diplomacy has three features which distinguish it from other forms of diplomacy: firstly, the emotional factors of the people as its core;secondly, the important influence of the mechanism of information dissemination and feedback; thirdly, its dependence on the soft power of its own country. We must start from these three aspects in order to find a more suitable strategy of public diplomacy.

BRICS countries’ practice: cyber security and think tank cooperation

Against the backdrop of the low efficiency of multilateral cooperation, the BRICS mechanism needs to keep pace with the times, better coordinate, further enhance opening up and freedom, and improve connectivity in order to play an effective role in the world. This requires practice of win-win cooperation step by step. Successful experiences from pilot programs will be summerized and promoted so as to change people’s cognitive habits, thinking inertia and behavior patterns and ultimately achieve unity and win-win cooperation. Think tank cooperation can be used as a pilot where innovation can be carried out regarding cooperation mechanisms and content building. The cooperation mechanism can be extended to other sectors, thus cooperation pattern and inertia can be formed. The urgency and importance of cyber security issue makes it a premier choice for think tanks from BRICS countries to cooperate on.

Flood of fake news in Europe and the U.S. and its enlightenment on how to carry out China’s public diplomacy

The flood of fake news in Europe and the U.S. in 2016 attracted much attention from governments, media, technology enterprises and academics in those countries. At the end of the year, former U.S. President Barack Obama signed the Portman-Murphy Counter-Propaganda Bill just shortly before the end of his term.The bill included an extra budget for the United States Department of Defenseto set up a coordinated counter-propaganda center to help America and its allies counter political rumors and fake news. The U.S. mentioned China as a major target in its counter-propaganda campaign, confusing China’s public diplomacy with other countries’ public opinions and information wars through fake news.This shows again that China’s public diplomacy towards the U.S. has a long way to go. Our obstacles are not really from the U.S. people but from the double standard of the American government and officials.

Research on public diplomacy of the U.S. military

The United States was the first to conduct public diplomacy. Hence, abundant theories on public diplomacy and hands-on experiences are of American origin.The U.S. also initiated military public diplomacy. Studying U.S. military’s understanding of the concept of military public diplomacy, its process of intervention, its experiences and its existing problems can shed light on and provide references to the development of China’s own military public diplomacy.

Overall trend is good despite twists and turns - An analysis on Australian media reports on China

There has been a heated debate in the Australian media about taking side between either China or the U.S., against the backdrop of President Trump’s taking office, his announcement of the withdrawal from the Transpacific Partnership Agreement (TPP), hunging up on the Australian Premier Minister during a telephone conversation, Australian Foreign Minister Julie Bishop’s unfriendly remarks about China and Chinese Premier Li Keqiang′s successful visit to Australia. The analysis shows that China-related reports in Australian media experienced three stages: gradually pro-China, swaying, and pro-China again;with a good overall trend despite twists and turns. Though complicated factors are now affecting the public opinion in Australia, this article predicts a (despite some twists) gradually improvement of public opinion about China in Australian media due to China’s increasing influence on Australia.

China’s city public diplomacy since the 18th CPC National Congress:concept, system and practice

Cities participating in diplomacy have become a highlight in China’s public diplomacy in recent years. On May 15, 2014, Chinese President Xi Jinping explained the “city diplomacy” concept for the first time when he delivered a speech at the commemoration of the 60th anniversary of the founding of the Chinese People’s Association for Friendship with Foreign Countries. The concept requires great efforts to carry out the work related to sister cities in the world, to promote exchanges with foreign countries for resource sharing, to form mutual support of relative advantages, and to create win-win cooperation.After the speech, the concept of city diplomacy has been extensively promoted with the implementation of relevant policies and in practice. Summarizing the achievements of China’s city public diplomacy since the 18th CPC National Congress will provide examples on how to strengthen and improve public diplomacy in the future.

Case studies Changchun City in light of city public diplomacy - how to embed city public diplomacy in the research of a city

This article analyses how China’s Foreign Ministry uses micro blogging to carry out public diplomacy, explains the changes that the new technology has brought to China’s diplomacy, explores from theoretical and empirical aspects both the status quo of “micro blogging diplomacy” and its positive role in public diplomacy and in the shaping of China’s national image, summarizes the problems and disadvantages of public diplomacy used in the new media, and provides recommendations on solutions and specific measures.

Exploration and practice of public diplomacy in transnational operations of CNOOC

CNOOC has carried out transnational operations for more than 20 years.Facing complex political, economic and social environment in energy resource-rich countries, CNOOC has been enhancing its communication with local governments, seeking joint development with various stakeholders,implementing the strategy of localization of human resources, actively fulfilling its corporate social responsibility, and properly dealing with the media, as well as strengthening cultural publicity. It has formed a management model for public diplomacy in line with its own international strategy, which provides a strong effect on its strategic goals in transnational operations. In the future,with the continuous change in the international environment and the further implementation of the Belt and Road Initiative, CNOOC and other big companies which adopt the “go global” strategy should further strengthen public diplomacy, effectively use government, partners, private resources, media and other forces to enhance the companies’ overall competitiveness, and realize their long-term goals of transnational operations.

The situation, characteristics and challenges for China’s international energetic cooperation

As one of the earliest industries adopting the “go global” strategy, China’s energy sector, through its international cooperation, demonstrates the country’s economic cooperation with foreign countries. Currently, the global energy situation is generally favorable for China’s development. China’s international cooperation in the energy sector has developed due to new approaches regarding its strategies,scope, projects and regions where cooperation is carried out. Improvement is needed on the market foresight, though, with a focus on the development of the strategic emerging industries. China must raise its voice, strengthen its ability to set the agenda, and provide public goods in order to strengthen its position in the global governance of energy.

Book Review Strategic Research on the Belt and Road Initiative -- reflecting new features of the initiative

The implementation of the Belt and Road Initiative has provided a strong impetus for the development of relevant academic and policy research. If the initiative can last long enough and gain influence strong enough, it will become a synonym for “the relationship between the rising China and the world”. The article further predicts a new category of science specifically dedicated to the Belt and Road. The book Strategic Research on the Belt and Road Initiative written by Liu Weidong, Tian Jinchen and Ou Xiaoli et al. (published by the Commercial Press in January 2017) shows that practice and research go hand-in-hand and that they aid each other in the Belt and Road era.
