銀聯(lián)國際支持“一帶一路”支付網(wǎng)絡(luò)互聯(lián)互通
UnionPay International supports interconnected payment network along “the Belt and Road”
2013年“一帶一路”倡議提出以來,銀聯(lián)國際一方面把倡議契機轉(zhuǎn)化為實際業(yè)務(wù)機會,另一方面通過自身業(yè)務(wù)支持倡議的推進和落實。
目前,在“一帶一路”涉及的60多個國家和地區(qū),有近50個國家和地區(qū)已經(jīng)可以使用銀聯(lián)卡。銀聯(lián)卡不僅為各國企業(yè)和居民提供了優(yōu)質(zhì)、安全、高效的支付服務(wù),還參與和幫助了當?shù)刂Ц扼w系建設(shè)。
順應(yīng)“一帶一路”倡議實施,沿線市場的銀聯(lián)卡受理和發(fā)卡業(yè)務(wù)取得突破性進展,雙向支持中國與這些地區(qū)的經(jīng)貿(mào)合作和人員交流。
作為中亞區(qū)域中心國家,哈薩克斯坦是沿線市場銀聯(lián)卡業(yè)務(wù)進展的一個“縮影”:短短兩年時間,當?shù)谹TM和POS終端的銀聯(lián)卡受理覆蓋率從50%和20%,快速提升到目前的80%;預計年內(nèi)將進一步提升到95%,基本實現(xiàn)銀聯(lián)卡在哈使用“無障礙”。同時,當?shù)匾牙塾嫲l(fā)行超過130萬張銀聯(lián)卡。
同樣在巴基斯坦,不僅幾乎所有POS終端和逾七成ATM能用銀聯(lián)卡,當?shù)剡€累計發(fā)行了超過340萬張銀聯(lián)卡,“銀聯(lián)”已成為巴基斯坦發(fā)卡市場份額第二的國際卡品牌。俄羅斯則有約34萬臺POS終端和4萬臺ATM受理銀聯(lián)卡,年內(nèi)受理覆蓋率均將大幅提升到80%。
這意味著,銀聯(lián)卡不僅服務(wù)于到訪當?shù)氐闹袊髽I(yè)和中國人,也成為越來越多“一帶一路”沿線市場居民喜愛的支付工具。數(shù)據(jù)顯示,2016年,巴基斯坦、尼泊爾等國發(fā)行的銀聯(lián)卡在中國境內(nèi)的交易量增長近2倍,俄羅斯、吉爾吉斯、印尼、毛里求斯等國發(fā)行的銀聯(lián)卡在中國境內(nèi)的交易量增速也在50%左右。
近年來,銀聯(lián)不僅實現(xiàn)自有網(wǎng)絡(luò)、品牌、產(chǎn)品“走出去”,也通過參與境外支付產(chǎn)業(yè)基礎(chǔ)設(shè)施建設(shè)、芯片卡標準授權(quán)等方式,推動中國金融技術(shù)標準成功“出?!保?wù)中國金融機構(gòu)、中國企業(yè)、中國人“走出去”。
一方面是通過援建和商業(yè)合作等方式,參與建成了老撾的國家銀行卡支付系統(tǒng),還與泰國主要銀行合作建立本地轉(zhuǎn)接網(wǎng)絡(luò)TPN(Thai Payment Network)。以TPN為基礎(chǔ),銀聯(lián)還幫助泰國創(chuàng)建自有借記卡品牌TPN,降低當?shù)劂y行對其他國際卡品牌的依賴。
另一方面是推動銀聯(lián)芯片標準“走出去”。目前,銀聯(lián)芯片卡標準不僅是泰國、緬甸銀行業(yè)的推薦標準,還成為APN(Asian Payment Network,APN)的跨境芯片卡標準,新加坡、韓國、馬來西亞、印尼、菲律賓等國的7家主流轉(zhuǎn)接網(wǎng)絡(luò)已獲得授權(quán),把銀聯(lián)芯片卡標準作為受理、發(fā)卡業(yè)務(wù)的技術(shù)標準。今年2月,銀聯(lián)國際還與菲律賓轉(zhuǎn)接網(wǎng)絡(luò)BancNet簽署發(fā)卡合作協(xié)議,共同推動會員銀行大規(guī)模發(fā)行銀聯(lián)芯片卡,這意味著首個基于APN芯片標準授權(quán)的發(fā)卡項目落地。
未來,銀聯(lián)國際將繼續(xù)通過受理和發(fā)卡業(yè)務(wù)雙向支持中國與這些區(qū)域的人員往來,同時借助一些具有可復制性和可拓展性的項目,實現(xiàn)中國與“一帶一路”沿線市場金融基礎(chǔ)設(shè)施的互聯(lián)互通,提升中國支付產(chǎn)業(yè)的國際競爭力。
2016年3月24日,銀聯(lián)通過與阿聯(lián)酋央行旗下本地轉(zhuǎn)接網(wǎng)絡(luò)UAE SWITCH合作,實現(xiàn)銀聯(lián)卡在當?shù)谹TM的全面受理。中國銀聯(lián)董事長葛華勇( 右 )、阿聯(lián)酋央行行長H.E Mubarak Rashed Al Mansoori( 左 )出席儀式。

Since “the Belt and Road” was proposed in 2013, UnionPay International has put such proposed opportunity into practical business, while having supported improvement and practice of such proposal with its own business.
At present, UnionPay cards can be available in approximately 50 countries and regions of more than 60 ones along “the Belt and Road”. UnionPay cards have not only provided qualified, safe and efficient payment services to enterprises and residents of each country, but also taken part in helping the establishment of local payment system.

Supports to the contacts between China and the countries and regions along the “the Belt and Road”
For the practice of “the Belt and Road”, the acceptance and issuance of UnionPay cards has gained the breakthrough improvement over the markets along “the Belt and Road”, bringing supports to economic and trade cooperation and personal contacts of China and those regions.
As a central country in Asian regions, Kazakhstan is one “Epitome” of UnionPay card business launched in the markets along “the Belt and Road”. As a matter of fact, the acceptance coverage rate of local ATMs and POSs of UnionPay cards has greatly increased up to 80% from 50% and 20% in the recent two years; and it is estimated that 95% will be achieved within this year, and accordingly a “barrier-free” over the use of UnionPay cards will be generally achieved in Kazakhstan. Additionally, more than 1,300,000 UnionPay cards have been issued accumulatively in the local.
In Pakistan, UnionPay cards can be available at almost all POSs and over 70% of ATMs, and more than 3,400,000 UnionPay cards have been issued accumulatively in the local, according to which UnionPay has become the second international card brand in the issuing shares of Pakistan. About 340,000 POSs and 40,000 ATMs can accept UnionPay cards in Russia, and the acceptance coverage rate will be greatly added up to 80% within this year.
It means that UnionPay cards not only serve Chinese enterprises and Chinese people visiting there, but also become a payment tool favored by more and more residents along “the Belt and Road”. The data shows that the transactions made with UnionPay cards issued in Pakistan and Nepal have been almost increased by twice in China; and the transactions made with UnionPay cards issued in Kirghizia, Indonesia and Mauritius have been increased by about 50% in China.
Promote the “go overseas” of China’s financial technologies
In recent years, UnionPay has not only achieved the “reach out” of its own network, brands and products, but also promoted the “go overseas” of China’s financial technologies, and supported the “reach out” of China’s financial entities, enterprises and people by taking part in building the overseas payment facilities and in licensing the chip card criteria.
On the one hand, UnionPay has taken part in the building of national bankcard payment system of Laos, and cooperated to establish the TPN (Thai Payment Network) with major banks of Thailand by the way of aids and business cooperation. Meanwhile, UnionPay has helped Thailand to create its own debit card brand, i.e., TPN for the purpose of decreasing the dependence of its local banks to other international card brands.
On the other hand, the “reach out” of UnionPay chip criteria will be promoted. Currently, UnionPay chip card criteria not only act as the recommended criteria in the bank sectors of Thailand and Burma, but also become the cross-border chip card criteria of APN (Asian Payment Network,APN); and the main payment networks of Singapore, Korea, Malaysia, Indonesia, the Philippines and the other two countries have gained the license, according to which UnionPay chip card criteria will be applied to their card acceptance and issuance. In February of this Year, UnionPay International has signed a issuing cooperation agreement with BancNet of the Philippines for jointly promoting the mass issuance of UnionPay chip cards of the member banks, which means that the first issuing project based on APN chip criteria license is launched.
In the future, UnionPay international will support the contacts of China and these regions by its continuous acceptance and issuance, and reach the interconnection of financial facilities between China and the countries and regions along “the Belt and Road” for improving the international competitive power of China’s payment industry with those duplicable and expansible projects.
