中國北海：崛起中的“北部灣硅谷”

13家來自東部地區(qū)的知名電子企業(yè)“抱團(tuán)”扎堆落戶北海工業(yè)園區(qū)，規(guī)劃建設(shè)包括智慧終端產(chǎn)業(yè)園、LCM液晶屏、智能終端產(chǎn)品供應(yīng)鏈等13個(gè)電子信息產(chǎn)業(yè)項(xiàng)目；中電北海產(chǎn)業(yè)園眾創(chuàng)空間被科技部認(rèn)定為國家級眾創(chuàng)空間；被譽(yù)為北海電子信息產(chǎn)業(yè)“升級版”的中國電子北部灣信息港項(xiàng)目，首期雙創(chuàng)孵化大樓正式封頂……北海電子信息產(chǎn)業(yè)好消息頻出。近年來，國內(nèi)外許多電子信息企業(yè)入駐北海，一個(gè)個(gè)廣西或全國電子信息產(chǎn)業(yè)在這里不斷誕生，一幅“北部灣硅谷”的宏偉藍(lán)圖正在這座海濱城市徐徐鋪開。

早在2006年3月，在中國東部產(chǎn)業(yè)轉(zhuǎn)移的大背景下，北海就掛牌成為了廣西首個(gè)電子信息產(chǎn)業(yè)基地。隨著廣西北部灣經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃的加快實(shí)施，北海電子信息產(chǎn)業(yè)也得到進(jìn)一步發(fā)展。2007年，中國電子工業(yè)集團(tuán)進(jìn)入北海，投資建設(shè)中電北海產(chǎn)業(yè)園。

2009年12月30日，中國電子北海產(chǎn)業(yè)園正式開園，借助中電集團(tuán)等行業(yè)領(lǐng)軍企業(yè)的帶動(dòng)效應(yīng)，冠捷科技、朗科科技、三諾電子先后進(jìn)駐，在北海這片“沃土”上蓬勃發(fā)展，并帶來了五金、注塑等一批關(guān)聯(lián)配套企業(yè)，促進(jìn)北海電子信息產(chǎn)業(yè)鏈條逐步延伸和完善，使得北海電子信息產(chǎn)業(yè)產(chǎn)值一路走高。隨著廣西第一條固態(tài)干鉭電容器生產(chǎn)線和第一家萬級液晶模組無塵車間在此誕生，廣西擁有了自主生產(chǎn)的第一臺筆記本電腦、第一塊筆記本電池、第一臺海量存儲器、第一臺液晶電視等等，實(shí)現(xiàn)了電子信息產(chǎn)品生產(chǎn)的多項(xiàng)新突破。目前，園區(qū)已形成整機(jī)及光電顯示、關(guān)鍵零部件、海量存儲、軟件研發(fā)、新能源新材料等幾大產(chǎn)業(yè)板塊。

如今，北海電子信息產(chǎn)業(yè)已實(shí)現(xiàn)從無到有，從弱到強(qiáng)的“爆發(fā)式”發(fā)展，成為北海市的重要支柱產(chǎn)業(yè)和廣西北部灣經(jīng)濟(jì)區(qū)開放開發(fā)的新亮點(diǎn)。從以下這組數(shù)字，我們可以看到被譽(yù)為“北部灣硅谷”的北海,其電子信息產(chǎn)業(yè)強(qiáng)勢崛起歷程：2006年北海全市電子信息產(chǎn)業(yè)總產(chǎn)值僅為25.6億元；在2008年時(shí)只有45.6億元；2009年突破100億元，成為北海首個(gè)產(chǎn)值過百億元的產(chǎn)業(yè)；2015年，北海市電子信息產(chǎn)業(yè)實(shí)現(xiàn)產(chǎn)值1034億元，成為北海首個(gè)千億元產(chǎn)業(yè)，并成為廣西最大的電子產(chǎn)業(yè)集群，產(chǎn)業(yè)規(guī)模在廣西獨(dú)占鰲頭。

然而北海電子信息產(chǎn)業(yè)是如何取得如此的成績的？

據(jù)了解，在看到北海電子信息產(chǎn)業(yè)蓬勃發(fā)展的狀況之后，2010年北海市政府就將電子信息產(chǎn)業(yè)確立為北海三大支柱產(chǎn)業(yè)之一，并給予多種優(yōu)惠政策：為了吸引電子信息企業(yè)入駐，北海從財(cái)稅、審批、人才、技術(shù)創(chuàng)新等方面出臺多種優(yōu)惠政策。

在通關(guān)方面，海關(guān)、國檢等口岸聯(lián)檢部門為落戶電子信息企業(yè)優(yōu)先開通綠色通道，目前北海口岸已成為廣西各大口岸中通關(guān)速度最快、服務(wù)最周全的口岸之一，可滿足電子信息企業(yè)“大進(jìn)大出、快進(jìn)快出”的需要；在物流方面，為幫助企業(yè)盡量降低物流成本，北海市政府采取補(bǔ)貼物流公司和生產(chǎn)企業(yè)的方式，設(shè)立從北海至廣州、深圳的物流專線，開辟了北海到中國香港、高雄地區(qū)的海運(yùn)專線。

通過完善的服務(wù)，帶來“以商招商”的良性效果。就北海工業(yè)園來說，企業(yè)進(jìn)駐，有園區(qū)幫招工，項(xiàng)目進(jìn)來，有團(tuán)隊(duì)幫辦證；項(xiàng)目建設(shè)直接有市領(lǐng)導(dǎo)聯(lián)系推進(jìn)，遇到問題有工作組協(xié)調(diào)……

“項(xiàng)目入園后，政府部門就像‘保姆’一樣給我們提供‘一站式’服務(wù)，招工、辦證都實(shí)行免費(fèi)包辦，相關(guān)費(fèi)用也進(jìn)行了減免?！碧岬奖焙５耐顿Y環(huán)境，廣西惠科科技有限公司總經(jīng)理沈涌贊不絕口。他表示，自己2011年準(zhǔn)備到中西部地區(qū)投資建廠時(shí)，考慮了揚(yáng)州、宜昌等多個(gè)地方，之所以選擇北海，不僅是因?yàn)檫@里有便捷的交通物流條件，更重要的是因?yàn)楸焙?yōu)越的投資環(huán)境及服務(wù)。

電子信息產(chǎn)業(yè)憑借集聚創(chuàng)新資源與要素的特征，成為當(dāng)前全球創(chuàng)新最活躍、帶動(dòng)性最強(qiáng)、滲透性最廣的行業(yè)領(lǐng)域，其發(fā)展前景十分廣闊。北海電子信息產(chǎn)業(yè)暢快發(fā)展，將為北海、北部灣經(jīng)濟(jì)發(fā)展注入強(qiáng)勁動(dòng)力，對北海、北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)結(jié)構(gòu)的完善具有重要意義。未來，伴隨中國電子北部灣信息港的建設(shè)，北海電子信息產(chǎn)業(yè)還將創(chuàng)造新高，增速北部灣經(jīng)濟(jì)區(qū)的發(fā)展，讓廣西北部灣經(jīng)濟(jì)區(qū)在中國—東盟信息交流中扮演更重要的角色。

R ecently good news came that the Beihai Industrial Park contracted with 13 wellknown E-commerce companies in eastern China, and planned to launch 13 projects involving intelligent terminal industrial park, the supply chain of intelligent terminal products and LCM panel; the maker space of CEC Beihai Industrial Park (CECBIP) has been ranked as China’s state-level maker space; and the Phase I project of Innovative and Entrepreneurial Incubator Building of the CEC Beibu Gulf Information Harbor Project has been officially completed. Over the recent years, a group of E-commerce companies at home and abroad have settled in Beihai, thus rolling up an imposing and thriving picture of the electronic information industry Beibu Gulf “silicon valley” in the coastal city.

In March 2006 when the some industries in eastern China were moving towards some less-developed areas in the central or western China, Beihai became the first electronic information industrial base. Beihai Electronic Information Industry has been advanced by virtue of the rapid development of Guangxi Beibu Gulf Economic Zone. In 2007, China Electronics Technology Group Corporation invested in the building of CECBIP.

CECBIP opened on December 30, 2009. Led by industrial pioneers, TPV, Netac and 3NOD have contracted with CECBIP and brought in a group of supporting enterprises involving metals and injection molding, which sped up the extension and improvement of the electronic information industrial chain in Beihai and kept the industrial value on the rise. The first production line of solid and dry tantalum capacitors has manufactured the first Guangximade PC, laptop battery, mass memory and LCD TV. New breakthrough has been made in the manufacturing of many an electronic information product. At present, CECBIP owns several industrial sectors like complete machines and photoelectric display, key components, mass memory, software R & D, and new energy and materials.

The explosive growth of the electronic information industry in Beihai made the industry local economic mainstay and new growth point in the open development of Guangxi Beibu Gulf Economic Zone. The rise of the electronic information industry in Beihai can be seen from the following data: the output value of the electronic information industry in Beihai was only 2.56 billion yuan in 2006; 4.56 billion yuan in 2008; 10 billion yuan; 103.4 billion yuan in 2015. It is therefore now the largest electronic industrial cluster in Guangxi.

How did the industry grow into today’s leading industrial cluster?

It is learned that, in order to invite electronic information companies, Beihai municipal government launched a series of preferential policies to the one of the three economic mainstays of Beihai in 2010, involving finance & taxation, review & approval, personnel, and technological innovation.

In terms of clearance, the port customs and inspection departments open a green channel for the contracted electronic information companies. At present, Beihai Port’s convenient and thoughtful clearance services satisfy the companies’ demands for pass speed. In terms of logistics, depending on the governmental support, logistics companies and manufacturers work together to set up a logistics route from Beihai to Guangzhou, to Shenzhen and a shipping route from Beihai to Hong Kong (China) and to Kaohsiung, Taiwan (China).

Better services helped investment promotion a lot. CECBIP provides its contracted companies with personnel recruitment service and helps them with application documentation for introducing projects. Besides, local administration also helps the companies advance the projects and coordinate relevant work.

“The introduced projects can enjoy free one-stop services covering personnel recruitment and documentation and enjoy relevant fee waiver.” Shen Yong, General Manager from the Guangxi Huike Technological Co., Ltd. spoke highly of the investment environment in Beihai, adding that choosing the factory site in Beihai is because there is convenient logistics and preferential investment environment and services there.

Gathering innovative resources and factors, electronic information industry has been the most encouraging, inclusive industry with a broad prospect. The rapid development of electronic information industry in Beihai injects impetus into the economy and improves industrial structures in Beihai and Beibu Gulf economic zone. In the coming years, the establishment of CEC Beibu Gulf Information Harbor will further promote electronic information industry and Beibu Gulf Economic Zone, which will play a more important role in the bilateral information exchange.
