      為滿足省級(jí)海洋經(jīng)濟(jì)評(píng)估能力建設(shè)需要,以JAVA為開(kāi)發(fā)語(yǔ)言,以O(shè)racle11g為后臺(tái)數(shù)據(jù)庫(kù),開(kāi)發(fā)設(shè)計(jì)海洋經(jīng)濟(jì)評(píng)估系統(tǒng).首先討論海洋經(jīng)濟(jì)評(píng)估系統(tǒng)架構(gòu)、功能模塊劃分;然后構(gòu)建基于灰色預(yù)測(cè)模型與線性回歸預(yù)警模型的海洋經(jīng)濟(jì)評(píng)估模型,并將灰色預(yù)測(cè)模型預(yù)測(cè)數(shù)據(jù)與實(shí)際統(tǒng)計(jì)數(shù)據(jù)相比較;最后討論海洋經(jīng)濟(jì)評(píng)估系統(tǒng)的實(shí)現(xiàn)和運(yùn)行效果.結(jié)果表明通過(guò)構(gòu)建海洋經(jīng)濟(jì)評(píng)估系統(tǒng),實(shí)現(xiàn)海洋經(jīng)濟(jì)監(jiān)測(cè)數(shù)據(jù)向決策轉(zhuǎn)換,為地方海洋經(jīng)濟(jì)發(fā)展提供參考.

      0 引 言

      在黨的十八大會(huì)議上,為促進(jìn)海洋經(jīng)濟(jì)發(fā)展,建立“發(fā)展海洋經(jīng)濟(jì),建設(shè)海洋強(qiáng)國(guó)”宏偉目標(biāo),特別是在海洋經(jīng)濟(jì)的監(jiān)測(cè)信息獲取、評(píng)估、熱點(diǎn)問(wèn)題跟蹤監(jiān)測(cè)等方面的實(shí)際能力不足[1-2].我國(guó)政府非常重視海洋經(jīng)濟(jì)的發(fā)展,特別是海洋經(jīng)濟(jì)評(píng)估,國(guó)函[2008]9號(hào)《關(guān)于國(guó)家海洋事業(yè)發(fā)展規(guī)劃綱要的批復(fù)》專門強(qiáng)調(diào)建立海洋經(jīng)濟(jì)運(yùn)行評(píng)估監(jiān)測(cè)的重要性[3].現(xiàn)在國(guó)家對(duì)海洋經(jīng)濟(jì)重視不斷提高,需要加大扶持.但是,生海洋經(jīng)濟(jì)評(píng)估系統(tǒng)才剛剛起步,還存在很多問(wèn)題[4-5],本文主要研究遼寧省海洋經(jīng)濟(jì)評(píng)估系統(tǒng),為其他沿海城市提供參考.

      1 海洋經(jīng)濟(jì)評(píng)估系統(tǒng)總體設(shè)計(jì)

      利用省級(jí)海洋經(jīng)濟(jì)監(jiān)測(cè)數(shù)據(jù)實(shí)現(xiàn)海洋經(jīng)濟(jì)、主導(dǎo)海洋產(chǎn)業(yè)競(jìng)爭(zhēng)力等因素和事件分析,在此基礎(chǔ)上,將這些數(shù)據(jù)納入研究成果中,實(shí)現(xiàn)數(shù)據(jù)項(xiàng)決策指示轉(zhuǎn)化.通過(guò)評(píng)估模型,提高產(chǎn)品深度[6-9].

      1.1 系統(tǒng)架構(gòu)

      利用基于中間技術(shù)的多層構(gòu)架體系,避免開(kāi)發(fā)重復(fù)出現(xiàn)來(lái)實(shí)現(xiàn)共享資源.基于中間件技術(shù)的多層架構(gòu)體系具有開(kāi)放性、可擴(kuò)展性和可維護(hù)性等優(yōu)點(diǎn),既符合軟件技術(shù)發(fā)展的趨勢(shì),又能很好地滿足項(xiàng)目實(shí)際需求.基于中間件技術(shù)的多層架構(gòu)體系的功能模塊可以分布在網(wǎng)絡(luò)的任意結(jié)點(diǎn)上[10-12].用戶客戶端主要以瀏覽器的形式訪問(wèn)系統(tǒng)提供的服務(wù).系統(tǒng)所需的數(shù)據(jù)分布存儲(chǔ)在不同的數(shù)據(jù)庫(kù)中,實(shí)現(xiàn)對(duì)數(shù)據(jù)的存?。?/p>

      海洋經(jīng)濟(jì)評(píng)估系統(tǒng)一般由基礎(chǔ)數(shù)據(jù)層、數(shù)據(jù)存取服務(wù)層、信息服務(wù)層和業(yè)務(wù)應(yīng)用層組成,其中,信息服務(wù)層有分為平臺(tái)資源管理器、基礎(chǔ)服務(wù)中間件、經(jīng)濟(jì)評(píng)估業(yè)務(wù)邏輯中間件、海洋經(jīng)濟(jì)評(píng)估業(yè)務(wù)專用中間件,采用接口和標(biāo)準(zhǔn)協(xié)議的形式,形成有機(jī)的整體[13-16],如圖1所示.

      1.2 系統(tǒng)功能

      海洋經(jīng)濟(jì)評(píng)估系統(tǒng)的功能包括統(tǒng)計(jì)分析、經(jīng)濟(jì)預(yù)測(cè)、運(yùn)行預(yù)警、多維分析、模型展示等,實(shí)現(xiàn)數(shù)據(jù)向決策知識(shí)的轉(zhuǎn)化,以區(qū)域海洋經(jīng)濟(jì)有關(guān)數(shù)據(jù)的為基礎(chǔ),幫助決策人員制定科學(xué)決策,主要功能模塊劃分如圖2所示.

      (1) 統(tǒng)計(jì)分析子系統(tǒng)實(shí)現(xiàn)企業(yè)總產(chǎn)值統(tǒng)計(jì)分析、企業(yè)生產(chǎn)總值統(tǒng)計(jì)分析、監(jiān)測(cè)企業(yè)數(shù)量分布統(tǒng)計(jì)、監(jiān)測(cè)產(chǎn)業(yè)結(jié)構(gòu)統(tǒng)計(jì)分析、三產(chǎn)產(chǎn)業(yè)結(jié)構(gòu)分布分析、區(qū)域海洋經(jīng)濟(jì)比重分析等功能,通過(guò)省級(jí)監(jiān)測(cè)系統(tǒng)監(jiān)測(cè)數(shù)據(jù),實(shí)現(xiàn)以圖表形式直觀顯示監(jiān)測(cè)數(shù)據(jù);

      (2) 經(jīng)濟(jì)預(yù)測(cè)子系統(tǒng)通過(guò)海洋產(chǎn)業(yè)的生產(chǎn)總值、總產(chǎn)值,采用灰色預(yù)測(cè)方法,實(shí)現(xiàn)動(dòng)態(tài)預(yù)測(cè);

      (3) 運(yùn)行預(yù)警子系統(tǒng)采用線性回歸方法,預(yù)測(cè)全省海洋經(jīng)濟(jì)發(fā)展情況;

      (4) 多維分析子系統(tǒng)通過(guò)直觀監(jiān)測(cè)數(shù)據(jù),實(shí)現(xiàn)多維監(jiān)測(cè)結(jié)果的展示;

      (5) 模型展示子系統(tǒng)常采用頁(yè)面部署圖形、報(bào)表等形式,展示模型動(dòng)態(tài)效果;

      (6) 系統(tǒng)管理子系統(tǒng)實(shí)現(xiàn)對(duì)評(píng)估模型管理、用戶設(shè)置管理等功能.

      2 系統(tǒng)構(gòu)建

      通過(guò)基于灰色預(yù)測(cè)模型的海洋經(jīng)濟(jì)評(píng)估模型構(gòu)建和基于灰色預(yù)測(cè)模型的回歸分析模型構(gòu)建,完成基于灰色預(yù)測(cè)模型的海洋經(jīng)濟(jì)評(píng)估系統(tǒng)構(gòu)建.灰色預(yù)測(cè)分析法作為經(jīng)濟(jì)數(shù)據(jù)分析預(yù)測(cè)的重要方法之一[6],具有預(yù)測(cè)精度高、需要數(shù)據(jù)量小、長(zhǎng)期預(yù)測(cè)等優(yōu)點(diǎn).本文利用GM(1,1)模型建立海洋經(jīng)濟(jì)發(fā)展動(dòng)態(tài)預(yù)測(cè)模型.首先將得到的海洋經(jīng)濟(jì)數(shù)據(jù)作為原始數(shù)據(jù),用直接累加法求得一次累加量,根據(jù)GM(1,1)建模步驟逐步得到海洋經(jīng)濟(jì)灰色預(yù)測(cè)模型.以2001~2007年的我國(guó)海洋經(jīng)濟(jì)總產(chǎn)值為原始數(shù)據(jù),構(gòu)建海洋經(jīng)濟(jì)發(fā)展灰色預(yù)測(cè)模型.

      根據(jù)GM(1,1)模型,在初始值為x(1)(t=1)=x(0)(1)時(shí),獲得X(1)(t)值為

      在此基礎(chǔ)上,進(jìn)行海洋經(jīng)濟(jì)發(fā)展灰色預(yù)測(cè)模型的擬合.原始數(shù)據(jù)來(lái)源于國(guó)家海洋局2001~2007年中國(guó)海洋經(jīng)濟(jì)統(tǒng)計(jì)公報(bào),見(jiàn)表1.

      通過(guò)獲得數(shù)據(jù)向量YN和構(gòu)造數(shù)據(jù)矩陣B以及海洋經(jīng)濟(jì)發(fā)展灰色預(yù)測(cè)模型的擬合,完成海洋經(jīng)濟(jì)發(fā)展灰色預(yù)測(cè)模型的構(gòu)建.

      3 實(shí)驗(yàn)與分析

      3.1 海洋經(jīng)濟(jì)發(fā)展灰色預(yù)測(cè)模型可行性分析

      對(duì)于構(gòu)建的海洋經(jīng)濟(jì)發(fā)展灰色預(yù)測(cè)模型是否具有可行性,需要進(jìn)行檢驗(yàn),采用有級(jí)比平滑檢驗(yàn)和級(jí)比界區(qū)進(jìn)行檢驗(yàn).

      (2)相對(duì)誤差檢驗(yàn)

      由此可知,擬合精度達(dá)到二級(jí),模型可用.通過(guò)對(duì)上述數(shù)據(jù)的模擬,運(yùn)行灰色預(yù)測(cè)模型對(duì)海洋經(jīng)濟(jì)總產(chǎn)值預(yù)測(cè)結(jié)果見(jiàn)表2所示, 原始數(shù)據(jù)來(lái)源于國(guó)家海洋局2008~2012年中國(guó)海洋經(jīng)濟(jì)統(tǒng)計(jì)公報(bào).

      由表2可知,與國(guó)家海洋局發(fā)布的實(shí)際統(tǒng)計(jì)數(shù)據(jù)進(jìn)行比較后,可以看出預(yù)測(cè)數(shù)據(jù)與實(shí)際統(tǒng)計(jì)數(shù)據(jù)相比,差距不大.因此,本文構(gòu)建的基于灰色預(yù)測(cè)模型的海洋經(jīng)濟(jì)評(píng)估模型具有很好的應(yīng)用價(jià)值

      3.2 海洋經(jīng)濟(jì)評(píng)估系統(tǒng)的實(shí)現(xiàn)

      海洋經(jīng)濟(jì)評(píng)估系統(tǒng)基礎(chǔ)為JAVA,通過(guò)融合jQuery等先進(jìn)軟件,利用B/S架構(gòu),實(shí)現(xiàn)業(yè)界流行的Strust2+Spring+MyBatis.使用Portal技術(shù),完成使用部分的登錄、集中權(quán)限控制等.系統(tǒng)運(yùn)行后運(yùn)行的典型界面海洋工業(yè)生產(chǎn)總值預(yù)測(cè),如圖3所示.

      4 結(jié)束語(yǔ)

      海洋經(jīng)濟(jì)評(píng)估系統(tǒng)的成立,為提高海洋經(jīng)濟(jì)運(yùn)行監(jiān)測(cè)和評(píng)估準(zhǔn)確度提供了基礎(chǔ)依據(jù).文中以遼寧的評(píng)估系統(tǒng)經(jīng)過(guò)運(yùn)行,標(biāo)明該系統(tǒng)的功能齊全,界面友好,運(yùn)行穩(wěn)定,較好的實(shí)現(xiàn)了省級(jí)海洋經(jīng)濟(jì)運(yùn)行的監(jiān)測(cè)和評(píng)估,滿足了人們的需求,發(fā)現(xiàn)此系統(tǒng)在試用的過(guò)程中也在不斷的改善和調(diào)整,為沿海城市的海洋經(jīng)濟(jì)的發(fā)展提供了決策支持.

      Evaluation system for marine economy based on grey prediction model

      To meet the needs of provincial level marine economy evaluation capacity building, based on JAVA development language, Oracle 11 g as the background database,marine economy evaluation system is designed. First the architecture of the marine economy evaluation system and the division of function modules are discussed. Based on grey prediction and linear regression warning model, marine economy evaluation model is bulit,and data from the grey prediction model to predict is compared with the actual statistical data.In the end the implementation of evaluation system and its running effect are discussed. The results show that by building the marine economy evaluation system, monitoring data is turned to decision making, to provide more scientific and accurate support for the local marine economic development.
