2016年11月30日，第十次全國文代會、第九次全國作代會在京召開，習(xí)近平總書記在開幕式上就文藝發(fā)展發(fā)表重要講話，為文藝界吹響新的號角。來自全國各地各民族的51個代表團的1550名代表在新號角下，集結(jié)北京，聆聽并學(xué)習(xí)習(xí)近平總書記在會上的重要講話。他們誓言與祖國同行、與人民同心，為筑就中華民族偉大復(fù)興時代的文藝高峰而努力奮斗。

習(xí)近平在重要講話中強調(diào)，文運同國運相牽，文脈同國脈相連。廣大文藝工作者要堅持以人民為中心的創(chuàng)作導(dǎo)向，堅持為人民服務(wù)、為社會主義服務(wù)，堅持百花齊放、百家爭鳴，堅持創(chuàng)造性轉(zhuǎn)化、創(chuàng)新性發(fā)展，高擎民族精神火炬，吹響時代前進(jìn)號角，把藝術(shù)理想融入黨和人民事業(yè)之中，做到胸中有大義、心里有人民、肩頭有責(zé)任、筆下有乾坤，推出更多反映時代呼聲、展現(xiàn)人民奮斗、振奮民族精神、陶冶高尚情操的優(yōu)秀作品，努力筑就中華民族偉大復(fù)興時代的文藝高峰。

在熱烈的掌聲中，習(xí)近平發(fā)表重要講話，首先代表黨中央向大會的召開表示熱烈的祝賀，向全體代表和全國廣大文藝工作者致以誠摯的問候。

習(xí)近平指出，黨對文藝工作歷來高度重視，這是因為，文藝事業(yè)是黨和人民的重要事業(yè)，文藝戰(zhàn)線是黨和人民的重要戰(zhàn)線。在革命、建設(shè)、改革各個歷史時期，廣大文藝工作者響應(yīng)黨的號召，堅持為人民服務(wù)、為社會主義服務(wù)的方向，堅持百花齊放、百家爭鳴的方針，創(chuàng)作了一大批膾炙人口、深入人心的優(yōu)秀作品，弘揚了中國精神，凝聚了中國力量，為我們黨團結(jié)帶領(lǐng)人民實現(xiàn)民族獨立、人民解放、國家富強、人民幸福作出了十分重要的貢獻(xiàn)。

第一，希望大家堅定文化自信，用文藝振奮民族精神。實現(xiàn)中華民族偉大復(fù)興，必須堅定中國特色社會主義道路自信、理論自信、制度自信、文化自信。創(chuàng)作出具有鮮明民族特點和個性的優(yōu)秀作品，要對博大精深的中華文化有深刻的理解，更要有高度的文化自信。廣大文藝工作者要善于從中華文化寶庫中萃取精華、汲取能量，保持對自身文化理想、文化價值的高度信心，保持對自身文化生命力、創(chuàng)造力的高度信心，使自己的作品成為激勵中國人民和中華民族不斷前行的精神力量。要把握時代脈搏，承擔(dān)時代使命，聆聽時代聲音，勇于回答時代課題。要把培育和弘揚社會主義核心價值觀作為根本任務(wù)，堅定不移用中國人獨特的思想、情感、審美去創(chuàng)作屬于這個時代、又有鮮明中國風(fēng)格的優(yōu)秀作品。要高揚愛國主義主旋律，用生動的文學(xué)語言和光彩奪目的藝術(shù)形象，裝點祖國的秀美河山，描繪中華民族的卓越風(fēng)華，激發(fā)每一個中國人的民族自豪感和國家榮譽感。

第二，希望大家堅持服務(wù)人民，用積極的文藝歌頌人民。人民是歷史的創(chuàng)造者，是時代的雕塑者。一切優(yōu)秀文藝工作者的藝術(shù)生命都源于人民，一切優(yōu)秀文藝創(chuàng)作都為了人民。廣大文藝工作者要堅持以強烈的現(xiàn)實主義精神和浪漫主義情懷，觀照人民的生活、命運、情感，表達(dá)人民的心愿、心情、心聲，立志創(chuàng)作出在人民中傳之久遠(yuǎn)的精品力作。一切有抱負(fù)、有追求的文藝工作者都應(yīng)該追隨人民腳步，走出方寸天地，閱盡大千世界，讓自己的心永遠(yuǎn)隨著人民的心而跳動。要始終把人民的冷暖和幸福放在心中，把人民的喜怒哀樂傾注在自己的筆端，謳歌奮斗人生，刻畫最美人物。要對生活素材進(jìn)行判斷，弘揚正能量，用文藝的力量溫暖人、鼓舞人、啟迪人，引導(dǎo)人們提升思想認(rèn)識、文化修養(yǎng)、審美水準(zhǔn)、道德水平，激勵人們永葆積極向上的樂觀心態(tài)和進(jìn)取精神。

第三，希望大家勇于創(chuàng)新創(chuàng)造，用精湛的藝術(shù)推動文化創(chuàng)新發(fā)展。優(yōu)秀作品反映著一個國家、一個民族文化創(chuàng)新創(chuàng)造的能力和水平。廣大文藝工作者要把創(chuàng)作生產(chǎn)優(yōu)秀作品作為中心環(huán)節(jié)，不斷推進(jìn)文藝創(chuàng)新、提高文藝創(chuàng)作質(zhì)量，努力為人民創(chuàng)造文化杰作、為人類貢獻(xiàn)不朽作品。中國人民不僅將為人類貢獻(xiàn)新的發(fā)展模式、發(fā)展道路，而且將把自己在文化創(chuàng)新創(chuàng)造中取得的成果奉獻(xiàn)給世界。要把創(chuàng)新精神貫穿文藝創(chuàng)作全過程，大膽探索，銳意進(jìn)取，讓作品更加精彩紛呈、引人入勝。

第四，希望大家堅守藝術(shù)理想，用高尚的文藝引領(lǐng)社會風(fēng)尚。文藝是鑄造靈魂的工程，承擔(dān)著以文化人、以文育人的職責(zé)，應(yīng)該用獨到的思想啟迪、潤物無聲的藝術(shù)熏陶啟迪人的心靈，傳遞向善向上的價值觀。廣大文藝工作者要做真善美的追求者和傳播者，把崇高的價值、美好的情感融入自己的作品，引導(dǎo)人們向高尚的道德聚攏。文藝要塑造人心，創(chuàng)作者首先要塑造自己。廣大文藝工作者要把崇德尚藝作為一生的功課，努力追求真才學(xué)、好德行、高品位，做到德藝雙馨，成為先進(jìn)文化的踐行者、社會風(fēng)尚的引領(lǐng)者，在為祖國、為人民立德立言中成就自我、實現(xiàn)價值。

習(xí)近平指出，中國文聯(lián)、中國作協(xié)是黨和政府聯(lián)系廣大文藝工作者的橋梁紐帶，在團結(jié)文藝工作者方面負(fù)有重要職責(zé)。新形勢下，文聯(lián)、作協(xié)要深化改革、加強引領(lǐng)、加強聯(lián)絡(luò)、增強本領(lǐng)、加強溝通，把文藝戰(zhàn)線的力量發(fā)動起來，把人民群眾中蘊藏的創(chuàng)作能量激發(fā)出來，推動文藝事業(yè)呈現(xiàn)百花齊放的繁榮景象。

習(xí)近平強調(diào)，各級黨委要高度重視文藝工作，指導(dǎo)推動文聯(lián)、作協(xié)深化改革、發(fā)展事業(yè)。要用符合文藝規(guī)律的方式領(lǐng)導(dǎo)文藝事業(yè)，充分發(fā)揚學(xué)術(shù)民主和藝術(shù)民主，保護(hù)好文藝工作者積極性和創(chuàng)造性。要做到政治上充分信任、思想上主動引導(dǎo)、工作上創(chuàng)造條件、生活上關(guān)心照顧，多為文藝工作者辦實事、做好事、解難事，營造有利于出人才、出精品的良好環(huán)境。要重視和加強藝術(shù)教育，提高人民群眾藝術(shù)素養(yǎng)。

On November 30, 2016, the 10thNational Congress of CFLAC and the 9thNational Congress of China Writers Association (CWA) was launched in Beijing. On this occasion, President Xi Jingping delivered another keynote speech on literary and art development as a new encouraging bugle call for Chinese literary and art circles. 1550 delegates from 51 delegations of all nationalities and localities gathered in Beijing to listen to and learn President Xi’s keynote speech. They vowed to stride with their motherland and people so as to make endeavors for literary and art peak in the great rejuvenation of Chinese nation.

Xi Jinping, General Secretary of Central Committee of CPC, President of the People’s Republic of China and Chair of Central Military Commission (CMC), attended the opening ceremony and delivered a keynote speech. As he stressed, literature and art share the same destiny and development with their motherland. The mass literary and art workers shall adhere to the people-oriented creation, and serve the people and the socialist cause. In the light of the constant principle “l(fā)et a hundred flowers blossom and a hundred schools of thought contend”, they shall persist in creative transformation and innovation development. Like a pioneer holding high the torch of national spirit and blaring a call for time advancement, writers and artists ought to integrate their art ideal into the great cause of the Party and the people. With righteousness and the people’s expectation in mind, social responsibility on shoulder and the whole world at hand, they are expected to present more excellent works reflecting calls of the times as well as the people’s struggle, inspiring national spirits and refining lofty temperament, and to build up a literary and art boom in the great rejuvenation of Chinese nation.

Other members of the Standing Committee of the Political Bureau of the Central Committee of CPC, namely Li Keqiang, Zhang Dejiang, Yu Zhengsheng, Liu Yunshan, Wang Qishan and Zhang Gaoli attendedthe opening ceremony as well.

In the passionate applause, President Xi Jinping started his speech. First of all, on behalf of the Central Committee of CPC, he extended warm congratulations on the opening of this national congress and sent sincere regards to all the delegates and mass literary and art workers in China.

As Xi pointed out, the Party has always attached high importance to literature and arts, because for the Party and the people, literature and arts are important cause and battlefront. During the various historical periods of revolution, construction and reform, the mass literary and art workers have actively responded to the Party’s call, adhered to the principle of “serve the people and the socialist cause” and “l(fā)et a hundred flowers blossom and a hundred schools of thought contend”and created a great number of excellent works that are popular in every household and deep in everyone’s heart. By promoting the Chinese spirits and cohering the Chinese power, those works have made a significant contribution to national independence, liberation, prosperity and happiness all of which the Party leads the Chinese people to realize. As Xi stressed, since the 18thCPC National Congress, a new outlook and atmosphere have occurred to Chinese literary and art circles. Their literary and art works have highlighted the central theme, strengthened the positive energy, provided abundant spiritual enjoyment for the people and demonstrated the charm of Chinese culture to the world. Our practice proves that mass literary and art workers, in honor of their motherland and people, in response to the calls of the times and in pursuit of art ideal, are a reliable group with wisdom, insight, emotion, responsibility and innovation, to whom the Party and the people would like to express gratitude.

As Xi mentioned, in order to realize the great rejuvenation of Chinese nation, the considerable development in spiritual civilization as well as material civilization is necessary. The Chinese nation has undergone setbacks and nirvana once and again, and managed a continuous development from generation to generation. Without the powerful support of Chinese culture, none of the above would have been possible. The unique concept, wisdom, magnanimity and spirits have added to the pride and self-confidence in the deeps of the heart of Chinese people of all nationalities. It is a great cause that transcends the ancient and outshines the current to realize the great rejuvenation of Chinese nation, which demands the great spirit of perseverance as well as the great literary and art works as motivation.

In his speech, President Xi Jinping put forward four expectations for mass literary and art workers in China.

Firstly, self-confidence in culture must be firm and national spirits must be revitalized through literature and arts. In order to realize the great rejuvenation of Chinese nation, self-confidence in path choice, theory, system and culture of the socialism with Chinese characteristics must be firm. To create excellent works of distinct national feature and individuality, it is necessary to achieve an in-depth understanding as well as high self-confidence about the extensive and profound Chinese culture. Mass literary and art workers should absorb essence and energy from the treasure house of Chinese culture, retain high confidence in their own ideal, value, vitality and creativity of culture so that their works may become spiritual motivation to encourage the Chinese people and nation to advance continuously. Writers and artists shall stride with the tide, undertake the missions, listen to the voice of time and respond to the issues of the times. With fostering and promoting the core socialist values as a fundamental task, they are expected to make steadfast efforts to adopt the unique thinking, emotion and aesthetics of Chinese people to create excellent works that belong to the current period and demonstrate the typical Chinese style. In line with the central theme of patriotism and by means of lively literary language and dazzling artistic images, they should ornament China’s beautiful landscape, depict outstanding elegance and talent of Chinese nation, and stimulate sense of national pride and honor in every Chinese.

Secondly, in the principle of serving the people, writers and artists are expected to sing high praise for the people with their positive literary and art works. As the people are creators of history and sculptors of the times, whom all the excellent literary and art workers obtain their art life from and present all the excellent works for. Mass literary and art workers should adhere to the strong realistic spirit and romantic expressions so as to reflect the people’s life, destiny and feelings, convey the people’s wish, emotion and voice of their heart and create excellent works that enjoy a time-honored popularity among the people. All those literary and art workers of great ambition and pursuit ought to follow the people’s steps,move out of their personal vision into a macroscopic dimension, and take a synchronized heartbeat with the people. Always with the people’s experience and happiness at heart and the people’s various feelings at the tip of their composition, writers and artists should eulogize diligent life and beautiful mind, give a fair judgment over the living materials and promote the positive energy, so as to inspire and enlighten people. Their aim is to help people to enhance their ideological recognition, cultural cultivation, aesthetic level and standard of morality as well as to maintain the active optimistic mentality and enterprising spirit.

Thirdly, with courage for innovative creation, they are expected to advance the innovation and development in culture with their exquisite artistry. Excellent works represent the capability and level of a nation’s innovation and creation in culture. Mass literary and art workers should take the presentation of excellent works as the core to promote a constant innovation in literature and arts, improve the quality of literary and art works, endeavor for masterpieces to serve the people, and dedicate those immortal works for human kind. Chinese people will not only contribute a new mode and path of development to human kind, but also dedicate their fruit of cultural innovative creation to the whole world. So long as writers and artists carry on the innovative spirit throughout their literary and art creation with a bold exploration and determined enthusiasm, their works will definitely become more fascinating and brilliant beyondexpectation.

Fourthly, writers an d artists are expected to hold fast to the art ideal and lead the social fashion with their lofty creation. As an engineer to mold souls and with a responsibility to foster and cultivate human nature in culture, literature and arts ought to enlighten human mind through unique inspiration in thinking and silent artistic edification, and convey the values in favor of goodness and righteousness. As pursuers and disseminators of the true, good and beautiful, mass literary and art workers should uplold the lofty values and refined emotions in their own works, and guide people to emulate the lofty morality. Before building up human soul in literature and arts, those creators must pursue their self-perfection. Mass literary and art workers should take it a lifetime lesson to advocate virtue and artistry as their priority, and endeavor to pursue genuine talents, virtuous deeds and lofty status of appreciation. They should take achievement in both virtue and artistry as their ultimate goal, become the practitioners of advanced culture and the leaders in social fashion, and realize one's the self-value in the process of expounding for the people and their motherland.

As President Xi pointed out,CFLAC and CWA serve as the bond for the Party and central government to connect with mass literary and art workers. shoulder the crucial responsibility of uniting the mass literaly and art workers. In the new circumstance, CFLAC and CWA should deepen their reform, and strengthen their capacity in leadership, connection, implementation and communication so as to mobilize all the power of literary and art front, stimulate the potential of creation among the people and realize the prosperity literary and art cause in China.

As President Xi stressed, the Party Committee of all levels should attach importance to literary and art work, guide and promote the profound reform and development of CFLAC and CWA. Their leadership in literary and art cause must be in accordance with the principle and law of literature and arts, democracy in academics and arts must be fully promoted, and literary and art workers’ active and creative mood must be protected. Sun Jiazheng, president of CFLAC delivered the opening welcome remarksand Qin Yizhi, the 1st secretary of Secretariat of Youth League, and Zhang Yang, member of CMC and director general of Political Assignment Department of CMC, respectively announced their congratulations, and Tie Ning, president of CWA, presided over the opening ceremony.

Approximately 3300 attendees included some members of Political Bureau and secretaries of Secretariat of Central Committee of CPC, related leaders from State Council, CPPCC and CMC, responsible persons from related ministries and administrations of central and state organs, delegates of literary and art workers from Mainland, special delegates from Hong Kong, Macao and Taiwan as well as special overseas guests.
