以色列看好重慶發(fā)展?jié)摿?br/>——專訪以色列駐華大使安泰毅

“百聞不如一見，到以色列來吧！”這是以色列大使安泰毅先生向重慶市民發(fā)出的邀請，一句中國古語從一位年過六旬的以色列人口中說出，的確讓記者吃了一驚。受四川外語學院國際關系學院和中以猶太研究所邀請，10月11日，以色列駐華大使安泰毅先生以及駐華大使館新聞與公關主任柯楷儀一行來到重慶，訪問四川外語學院。

在川外的咖啡廳里，安泰毅大使一副和藹的面容，帶著微笑坐下，向本刊記者深情地闡述著他對中國人民的友好感情；侃侃而談中以經(jīng)濟文化技術交流，與重慶的大學之間的合作。

這已經(jīng)是安泰毅大使第三次來到重慶，對這座城市自然有一種親切感?！霸谶^去的三年里，我游覽了中國的許多地方，看到了中國的發(fā)展，我可能比一些中國人去過的城市還要多”，言談之間，安泰毅大使不禁流露出一種自豪之情。同時，他也告訴我們，此次來到川外主要是加強以色列與重慶的學校之間的紐帶，“中國有許多大學生都對以色列大學有很大的興趣，我們有很好的高科技技術專業(yè)。在重慶，我們看到這些大學的發(fā)展可能性，我們很高興可以將我們的好的，優(yōu)秀的知識技術傳播出去?！?/p>

以色列愿意為重慶的經(jīng)濟發(fā)展做出貢獻

記者：對重慶這座城市的印象是怎樣的？

安泰毅：我來自一個小國家，而重慶是一座大城市，我是抱著一種尊敬的心態(tài)來這里的。重慶正在發(fā)展，工業(yè)、通訊、交通等發(fā)展越來越快，以色列也有很多很好的資源，我們希望可以在雙方之間尋求更多的合作機會。

舉個例子，中國的水資源比較貧乏，而以色列在對水的循環(huán)利用上有很強的技術優(yōu)勢，如海水脫鹽技術等，在我們國家有75%的水都會被再利用。我們將先進的滴灌技術帶到了中國的西部，希望幫助這里的農(nóng)民節(jié)約50%的灌溉用水。

在農(nóng)業(yè)方面我們也可以分享一些高新的技術。像種子培育。我們會在植物的根部放上一個感應器，它會搜集這顆種子的相關數(shù)據(jù)，水和化肥的用量等，它會將精確的數(shù)據(jù)通過電腦傳遞給人們，這樣也會保證水的合理用量。雖然以色列人口只有重慶的1/4，國土的一半是沙漠，沒有什么自然資源，但以色列人與中國人民一樣擁有取得成功的決心和勇氣，現(xiàn)在我們都是世界上最發(fā)達的經(jīng)濟體之一。如今重慶的農(nóng)村城市化進程正在加快，這對重慶的農(nóng)業(yè)來說是一個大的挑戰(zhàn)，城市建設及交通方面都會產(chǎn)生壓力。以色列在各個方面具備綜合的優(yōu)勢，我們愿意為重慶的經(jīng)濟發(fā)展作出貢獻。

教育合作 學生是最好的溝通平臺

記者：此次受邀來到四川外語學院，川外是一所辦校歷史悠久的大學，這次參觀這所校園有什么感覺？你認為一所以傳授語言為主的外語學院對兩個國家，兩種文化的交流有什么意義？

安泰毅：這是我第一次來川外，非常激動。你知道嗎，四川外語學院的簡稱“SISU”在希伯來語里的意思是“高興”的意思，來到這個名為‘高興’的地方，我也非常非常開心。我來中國已經(jīng)有3年時間，每到一個地方，都喜歡和同學們對話，因為我認為學生是這個國家的未來，我希望通過學生這個平臺讓中國學生更多的了解以色列，彼此交流學習，重慶是一個重要的城市，我們希望雙方之間有更多的學校進行交流。

作為一個語言性的學校，交流是最重要的。前不久我們在以色列觀看了一場非常漂亮的中國國慶表演，展示了非常古老的近2000多年前的中國文化，讓我們印象深刻。我們也在北京播出了一系列的關于以色列的節(jié)目、展覽等，這都讓我們更加了解彼此的文化。

四川外語學院是一所學習外語的大學，相對于其他人群而言，學生更容易接受異國語言，接受異國的文化，這也是增進雙方交流和了解的最好方式。

記者：如今去以色列的中國留學生和在中國留學的以色列學生的情況是怎樣的？

安泰毅：中國人到以色列留學的并不多，主要原因是語言障礙，以色列許多大學使用希伯來語，但以色列正在試圖改變。

在以色列，連小學都開設了中文課。10年前就有一些以色列學校在教授中文課?，F(xiàn)在，越來越多的學校都設有中文課程。在大學里，學生們對中文課有很強的需求，希望開設中文課程。他們希望更多地了解中國，他們知道中國正在成為全世界最重要的國家之一。他們希望了解更多的中國文化和當代中國的現(xiàn)代化生活。所以，在以色列學校里，中文課非常受歡迎。以色列最好的巴依蘭大學剛開設了中文系，準備和四川外語學院互派老師和留學生。

來中國學習的以色列留學生增長速度非?？?。他們來到中國的大學里學習中文，了解中國，在以色列有很多很好的中文教師和教授。這些留學生來中國大多是為了學習中文，同時更深的了解中國。

以色列很舍得為留學生花大價錢，去年我們在北京的學校選了8名留學生，其中4名有全額獎學金，學費和生活費全免，另4名則免交學費。今年我們計劃增加留學生的數(shù)量。中國學生過去后，可以學習比較先進的醫(yī)學等專業(yè)。我們希望更多的以色列學生來中國學習，光是在以色列學習中文是不夠的，他們還需要去親身經(jīng)歷這個國家的一切，而我們也希望更多的中國的學生到以色列去體驗那里的生活。

看好重慶 共創(chuàng)良好的投資環(huán)境

記者：是否考慮與重慶的大學有更多的教育合作，將更多的重慶留學生帶到以色列？

安泰毅：當然，我們接受重慶的大學的想法，同時會將這個信息向以色列的大學傳遞并推薦，加強雙方學校之間的聯(lián)系，因為我們看到這其中的重要性。我們與川外已經(jīng)有了聯(lián)接，也會向他們強烈推薦與像川外這樣優(yōu)秀的院校合作的。

記者：中國與以色列的交往歷史悠久，但與重慶的交往還不多，大使未來將如何加強雙方之間的合作交流？

安泰毅：以色列是一個能力很強的國家，來到中國，和中國進行相關合作交流，我們也會先確定自己的優(yōu)先權。我們在很早以前就很看好重慶，它的發(fā)展?jié)摿κ菬o窮的，這也要看重慶方面的意愿。我們設定了目標，但是離實現(xiàn)這一目標還需要花很多時間去施行。

記者：目前，已經(jīng)有國際化的IT企業(yè)進駐重慶，市長黃奇帆也表示到2015年高科技產(chǎn)業(yè)將成為重慶的支柱產(chǎn)業(yè)，產(chǎn)能達萬億。以色列是一個以科技立國的國家，高科技產(chǎn)業(yè)發(fā)展非常成熟，大使是否會考慮將以色列的高科技企業(yè)介紹到重慶？

安泰毅：以色列目前和中國合作較緊密的項目主要有農(nóng)業(yè)和建筑業(yè)，另外還有水利工程和IT行業(yè)等等。我印象最深的還是中國的建筑。目前，以色列的許多大項目都是由中國人在做，其中有不少商機。以色列是一個很小但是很有名的國家，我們也有很強的投資能力，很多以色列公司都希望在重慶找到好的投資入口，當然這也要取決于重慶方面的看法，我們對這座城市的發(fā)展建設有很多的建議，愿意與重慶一起創(chuàng)造一個友好及良好的投資環(huán)境。
